- On May 21, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a thematic meeting to remove difficulties and obstacles in site clearance and assess the site clearance situation of key projects in April 2024.

According to the report of the Department of Natural Resources and Environment, in April, 11/11 districts and cities reported on the implementation of site clearance for projects. After reviewing, 3 districts: Chi Lang, Loc Binh, Huu Lung reported difficulties and problems. The problems arising in the month were mainly related to cases of improper land use and construction of architectural works on agricultural land.
Regarding the site clearance of key projects, in April, 14/20 key projects were eligible to implement land acquisition, compensation, support and resettlement. As a result, districts and cities have measured and counted 50.86 hectares of nearly 700 affected households; approved compensation plans for 249 households with a total cost of more than 121 billion VND; and paid 149 billion VND to 420 households. Districts and cities handed over the site to investors in April 2025 at 8 projects with an area of 80.3 hectares (0.85 hectares were handed over in March).
Discussing at the meeting, leaders of districts, cities, and departments focused on reporting on the implementation of site clearance for key projects and proposing solutions to remove some issues to promote project progress. Specifically: promptly completing procedures for converting rice and forest land, speeding up approval of land use planning adjustments; removing difficulties in the difference in support funding for the Dong Dang-Tra Linh expressway project, the section through Lang Son province has a higher support mechanism than Cao Bang province; recovering land originating from forestry farms.

Regarding the removal of specific difficulties and obstacles in projects arising in 3 districts in April 2024, the delegates attending the meeting all agreed with the handling and resolution plan proposed by the Department of Natural Resources and Environment.
Concluding the meeting, the Chairman of the Provincial People's Committee highly appreciated the results achieved in site clearance for key projects in April of the districts and cities. The Chairman of the Provincial People's Committee commended Huu Lung district for continuing to clear the site very well for the VSIP Lang Son Industrial Park project and Ho Son 1 Industrial Cluster so that investors could speed up the project implementation progress.
Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee requested: The People's Committees of districts and cities continue to innovate propaganda and mobilization work to gain people's consensus. The People's Committees of districts where expressway projects pass through must complete the inventory of the entire area to be recovered in May 2024 and complete the procedures to start construction of resettlement areas in June 2024.
The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development coordinate with the People's Committees of the districts to complete the procedures for converting the purpose of rice land and forest land at the Huu Nghi - Chi Lang expressway projects and the project to upgrade the section Km 18 - Km 80 of National Highway 4B in May 2024.
The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office and the Provincial Construction Investment Project Management Board to work with the functional agencies of Cao Bang province to unify the support and compensation plan because the mechanisms of each province are different, leading to differences in support values for affected cases.
Regarding the difficulties and problems in project site clearance arising specifically at each project, related to cases where people use land for the wrong purpose; build works on agricultural land, the Chairman of the Provincial People's Committee agreed with the solution proposed by the Department of Natural Resources and Environment at the meeting.
