Strengthening propaganda, raising awareness, creating consensus in merging and rearranging administrative units

Speaking at the 50th Provincial Party Committee Conference, 20th term, 2020-2025 term, on the afternoon of April 16, comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee, requested: Party committees at all levels, party organizations, agencies, units, and localities to study, thoroughly grasp, and effectively implement the contents of the Resolution of the 11th Conference of the 13th Party Central Committee on the arrangement and merger of administrative units according to the 2-level locality model, associated with the successful organization of Party congresses at all levels towards the 14th National Congress of the Party; at the same time, continue to effectively implement the conclusions and plans of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW.

The Provincial Party Secretary emphasized that each member of the Provincial Party Executive Committee must directly monitor and urge the assigned areas, not push or avoid; each comrade must be an active propagandist, directly grasp the situation at the grassroots level, clearly explain the policies, orientations and long-term benefits of the administrative unit arrangement; must do first, speak first, go first, create a spread among cadres, party members and the masses, contributing to removing anxiety and fear of change.

The Provincial Party Secretary assigned the Provincial Party Committee to direct the Provincial People's Committee to urgently complete the plan to arrange administrative units, ensuring progress and criteria according to regulations, while carefully calculating historical, cultural, topographical, name, and location factors, ensuring that the commune-level government is streamlined, effective, efficient, close to the people, promptly serving the practical interests of the people, and reducing costs.

The Provincial Party Secretary emphasized that all tasks to be implemented must have a clear roadmap, specific timelines and responsible persons, along with inspection, supervision and timely removal of difficulties during the implementation process. Relevant departments, branches, sectors and units focus on implementing tasks according to their assigned functions and tasks; localities proactively plan the arrangement of cadres, civil servants and public assets to ensure compliance with practical management activities.

Strengthening the fight against corruption, waste, and negativity in the arrangement of cadres, management, and use of public finance and assets; resolving administrative procedures for people and businesses without interruption or disruption. The implementation of the arrangement of the apparatus and administrative units must be carried out simultaneously with a focus on leading the implementation of socio-economic development tasks, ensuring security, national defense, and social security; striving to complete and exceed all set growth targets.

The Provincial Party Secretary requested the provincial Party committees, city and district Party committees, agencies and units to perform well the assigned tasks; step up propaganda work, raise awareness, unity within the Party, and consensus among the people on the implementation of the province merger and the arrangement of commune-level administrative units; and collect public opinions for 3 days (from April 18-20).

Provincial Party Secretary Trinh Viet Hung introduced the cadastral map of Thai Nguyen province after the arrangement.

Previously, the Conference discussed and commented on 3 important contents, including: Report and ask for opinions on amending and supplementing the Working Regulations of the Provincial Party Executive Committee, term XX, 2020-2025; Report and ask for opinions on the draft Project on rearranging commune-level administrative units of Thai Nguyen province; Report and ask for opinions on the draft Project on merging administrative units of Bac Kan province and Thai Nguyen province, named Thai Nguyen province; thoroughly grasp Notice No. 142-TB/VPTW dated March 20, 2025 of the Central Party Office on the Conclusion of General Secretary To Lam at the working session with the Standing Committee of the Government Inspectorate Party Committee and agencies on handling prolonged complaints and denunciations to the Central Government in Hanoi.

* On the same afternoon, Provincial Party Secretary Trinh Viet Hung chaired the 96th Provincial Party Standing Committee Conference, 20th term, 2020-2025 term, to discuss and give opinions on Party building work.
