Mr. Nguyen Dinh Quang, Director of Thai Thuan Agricultural Products Production and Trading Company Limited, Nhon Son Commune (Ninh Son), said: According to the announcement of the District People's Committee, in 2023, the company proactively re-registered 10 products, of which 6 products were upgraded from 3 stars to 4 stars. Regarding the registration documents, almost all of them had to be renewed, but the completion time was faster because there was a process from the first participation. For OCOP products that want to be upgraded, the documents must be completed according to higher criteria, requiring businesses to have methodical, long-term investment and stable production.

Mr. Dao Minh Cuong, Director of Evergreen Ninh Thuan Grape Cooperative, Van Hai Ward (Phan Rang - Thap Cham City): In the 2020 recognition, the Cooperative had 1 4-star OCOP product and 2 3-star products, thereby creating more favorable conditions for the Cooperative in production and business. Therefore, when the products expired, the Cooperative coordinated with the City Economic Department to complete the extension dossier for these products and participated in the assessment and recognition of a number of new products. To date, the Cooperative has a total of 4 4-star products and 5 3-star products at the provincial level.
From the OCOP program, the province's key agricultural products, typical of the province such as grapes, apples, green asparagus, melons, onions, garlic, fish sauce, goats, sheep... have been honored, increased production value, gradually affirmed economic value and have high competitiveness in the market. However, a worrying issue today is that the number of subjects participating in the dossier to re-recognize expired OCOP products is still quite small, not as expected. Data at the end of 2023 shows that only 9 out of 19 subjects participated in the assessment and re-classification of 35 OCOP products and this situation comes from many causes.
Currently, OCOP products are evaluated according to the criteria set in Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister. According to many entities, the criteria set has many new contents compared to the previous criteria set, most of which are difficulties and problems in production scale and conditions for intellectual property certification. Specifically, to upgrade OCOP products from 3 stars to 4 stars, entities must invest, improve production lines, processes, product packaging, upgrade packaging... For upgrading from 4 stars to 5 stars, it is necessary to build a stable raw material area, professional production, have a product distribution system on a national scale and have products accepted by the world market. However, in reality, many cooperatives and small enterprises in the province find it difficult to meet these strict standards because it takes a long time and relatively large capital to complete.
A representative of the traditional anchovy fish sauce production facility Tu Phung, Thanh Hai commune (Ninh Hai) was concerned: In the set of evaluation criteria, the subjects are required to have capacity and an average production scale or larger, while there is no regulation on what scale is small, medium or large. To achieve 4-star product recognition, there must be a certificate of intellectual property registration, but the procedure to obtain it is very long.
In addition, the funding source for OCOP participants is still limited, only supporting packaging and label printing costs for products after certification, not supporting the development of scale, production lines, raw material areas, markets... Therefore, although understanding the benefits of upgrading and recertifying OCOP products, many participants are still hesitant.
According to regulations, for provincial-level OCOP products that expire and are not re-certified, their certification will be revoked. The entity is not allowed to use the OCOP trademark (OCOP logo with a star) to print or paste on packaging for products when circulating or consuming on the market. In case specialized agencies inspect and detect that the entity has taken advantage of the OCOP title to consume products on the market, it will be handled according to the provisions of law. Therefore, in order to maintain and ensure the rights of OCOP products, the Department of Agriculture and Rural Development has issued a document requesting the People's Committees of districts and cities to strengthen propaganda and mobilize entities to complete product profiles to participate in the assessment and re-classification of expired OCOP products.
Comrade Truong Khac Tri, Deputy Director of the Department of Agriculture and Rural Development, said: For the subjects participating in the assessment and reclassification of OCOP products, the Department has instructed to coordinate with the district level to direct specialized agencies to directly support the subjects to complete the dossier. In particular, priority is given to supporting the subjects after being recognized as OCOP with 3 stars or higher, with small production scale that is difficult to meet the market demand, to continue to maintain, improve and enhance production capacity to ensure quantity and quality to gradually meet market demand. For subjects that do not continue to participate in the assessment and reclassification, clarify the reasons and have solutions to overcome them so that the subjects continue to confidently participate. In addition to the products registered in 2023, continue to review and evaluate other products in the area that have advantages, meet the requirements, propose to supplement and complete the dossier to participate in the assessment and classification of OCOP products.
In addition to the support of the government and functional agencies in supporting and guiding businesses and entities to improve their sense of self-awareness and responsibility in implementing regulations to ensure the quality of OCOP products. More importantly, entities also need to proactively participate in re-registering, re-evaluating, and re-ranking OCOP products that have expired, paying attention to improving the quality, reputation, and stability of products to create trust with consumers, dominate the market, and keep up with consumption trends, thereby having timely investment and upgrading directions.
