In recent years, the province has resolutely implemented synchronous solutions to practice thrift and combat waste (THTKCLP) in all areas of economic and social life. Thereby contributing to maximizing all resources to fulfill economic growth goals and stabilize people's lives...
Clearly identifying thrift practice as one of the practical requirements and important tasks, the province has thoroughly grasped and effectively implemented the Party's policies and the State's laws on this work. The Provincial Party Committee has issued Directive No. 23-CT/TU (dated February 10, 2022) "On strengthening the Party's leadership in practicing thrift and combating waste". Party committees, party organizations, authorities, departments and branches have proactively developed and issued many documents to specify the directions of the Central Government and the Provincial Party Committee in accordance with the practical situation of localities and units. From 2022 to present, agencies, units and localities have issued 482 documents to implement the Law on Anti-Corruption; amended and supplemented 32 documents on norms, standards and regimes; Organized nearly 1,300 conferences to propagate, disseminate and educate about THTKCLP for cadres, civil servants and people, aiming to create a clear change in awareness and organization of implementation of THTKCLP from the province to the grassroots.
To strengthen the Party's leadership over the work of THTKCLP, the Provincial Party Committee and the Provincial Party Committee's Standing Committee focus on directing the comprehensive, synchronous and regular implementation of Party building and rectification work in terms of politics, ideology, ethics and cadre organization; building a culture of integrity, practicing thrift, avoiding negativity and waste among cadres, party members, civil servants, public employees and the people; at the same time thoroughly directing THTKCLP in all areas, ensuring focus and key points.
Most notably, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee regularly closely direct, inspect the reality, and resolutely direct the implementation of solutions to increase the rate and efficiency of public investment disbursement, associated with the volume of completion and improving the quality of works and projects, ensuring post-investment efficiency; review the handling of assets and working headquarters of agencies and organizations in administrative units that have been rearranged in the 2019-2021 period, and propose plans for the 2023-2030 period; rearrange and handle houses and land to ensure strict compliance with legal regulations; complete provincial planning, general planning, construction planning, and zoning planning to strengthen state management in the exploitation, economical, effective, and sustainable use of land, natural resources, and minerals, minimizing loss, waste, and negative impacts on the environment; strictly manage and use economically, effectively and sustainably the land fund formed from key and dynamic traffic infrastructure projects...
In particular, since the beginning of the 2020-2025 term, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have assigned the Provincial People's Council Party Delegation to direct a comprehensive review of the resolutions of the Provincial People's Council issued since the beginning of the term, especially resolutions on mechanisms and policies, to promptly detect loopholes, inadequacies, inappropriate contents, and potential risks that can easily lead to corruption, negativity, and waste. From there, proactively prevent, adjust, amend, supplement, and overcome thoroughly and promptly.
Party committees, party organizations, agencies, units and localities have strengthened their direction to improve the effectiveness of self-inspection and supervision work associated with the responsibility of leaders to detect and handle violations, causing losses and waste internally. Typically, from 2023 to present, the People's Procuracy at 2 levels has conducted 91 internal self-inspections on compliance with internal discipline, 2 inspections on anti-corruption, negativity and THTKCLP work. The Provincial People's Committee conducted 1 inspection of public service. Departments and branches conducted 6 internal self-inspections. Dong Trieu Town Party Committee conducted 1 inspection of the implementation of Directive No. 23-CT/TU of the Provincial Party Committee Standing Committee. Ba Che District Party Committee conducted an inspection of a number of Party committees and leaders in leading and directing the implementation of the THTKCLP in managing revenue and expenditure for Party committees and grassroots authorities during the budget stabilization period of 2022-2025.
The Party's inspection, supervision and disciplinary enforcement work has been given attention and promoted. Inspection work has been strengthened, focusing on both pre-inspection and post-inspection. In particular, attention is paid to inspecting sensitive areas and areas prone to corruption, negativity and waste; prominent and pressing issues in society, with potential risks of violations. In 2023, the Provincial Inspectorate and inspectors of districts, towns and cities have carried out 170 socio-economic inspections and examinations; 16 responsibility inspections. As a result, over 19 billion VND was recovered for the State budget...
At the conference to evaluate the results of implementing Directive No. 23-NQ/TU, the Standing Committee of the Provincial Party Committee affirmed: The synchronous and effective implementation of solutions on THTKCLP has created positive changes in the awareness, responsibility and actions of Party committees, Party organizations, agencies, units and localities. Especially THTKCLP in promulgating and implementing norms, standards and regimes; establishing, appraising, approving, estimating, managing and using state budget funds; purchasing and using means of transportation to work and means and equipment for agencies and organizations in the state sector; managing and using office buildings, public housing and public welfare works; managing, appraising, bidding for projects and using capital for basic construction investment; managing, exploiting and using natural resources; managing state financial funds outside the budget; reforming administrative procedures, investment environment... Thereby creating important resources for socio-economic development, strengthening national defense, security, foreign affairs, contributing to the successful implementation of socio-economic development goals and targets set by the province...
