After nearly 2 years of completion, the 7/5 route is not only an important premise for Dien Bien province to implement new urban area projects, but also contributes to beautifying the city. Every day, traveling on the spacious and airy road, Mr. Le Ba Quang, residential group 11, Him Lam ward (Dien Bien Phu city) is very excited. "Our city has a new planning, through the planning we see many innovations. Now, people can travel on spacious and airy roads very conveniently. On that basis, in the future, the city will build houses on the road to make the city more spacious and clean." - Mr. Quang shared.
In response to people's lives, in recent years, Dien Bien Phu City has invested in synchronous infrastructure construction, making the urban appearance increasingly complete. Many completed works and projects put into use have contributed to improving people's lives and quality of life . Mr. To Tien Trinh, Group 3, Nam Thanh Ward (Dien Bien Phu City) expressed: "With the attention of the province and city, in recent years, many roads and projects have been completed. Many new resettlement areas, but up to now, the infrastructure is quite synchronous, creating favorable conditions for life, so people are extremely excited".
In implementing planning work, in recent years, Dien Bien Phu city has proactively built, adjusted, supplemented plans, completed the urban development program dossier until 2020, vision 2030 to submit to the Provincial People's Committee for approval; at the same time, adjusted the detailed planning 1/500 to implement large and important projects in the economic , cultural and social development of the city. These efforts not only mark the development in planning and investment attraction, but also demonstrate the development aspirations of Dien Bien Phu city in the coming years.
Mr. Nguyen Dat Long, Vice Chairman of Dien Bien Phu City People's Committee: "In the coming time, Dien Bien Phu City will continue to strengthen the management of urban planning and architecture and develop detailed planning projects for areas and points according to the general planning for the city's construction until 2030, with a vision to 2050. The city will promote investment attraction according to the local development orientation, in accordance with the planning, and encourage tourism development projects associated with environmental protection and conservation. Rural agricultural development is associated with eco-tourism, historical tourism and community tourism, mobilizing all resources to implement priority projects in the urban development program".
Pursuant to Decision No. 408/QD-TTg dated April 18, 2023 of the Prime Minister on approving the master plan for Dien Bien Phu City until 2045, the Provincial People's Committee has directed and assigned the Department of Construction as the planning unit, responsible for coordinating with relevant agencies to organize the implementation of procedures according to the provisions of law on urban planning (establishing, appraising and approving estimates; organizing the selection of consulting units, surveying, preparing planning projects, collecting opinions from relevant agencies, units and opinions of the community...). On May 27, 2023, the Vietnam Urban Planning and Development Association coordinated with the Provincial People's Committee to organize a scientific workshop with the theme: " Master planning and development of Dien Bien Phu City with a new vision".
Based on the tasks assigned by the Provincial People's Committee, the Department of Construction has completed the contents of the work of selecting a consulting unit to develop the planning project. On December 25, 2023 , the Department of Construction of Dien Bien and the National Institute of Urban and Rural Planning signed a contract for the Bidding Package for the planning project under the General Planning Project of Dien Bien Phu City, Dien Bien Province to 2045 ... On September 11, 2024, the Party Committee of the Provincial People's Committee issued Document No. 346-TTr/BCS on the approval of the policy on the General Planning Project of Dien Bien Phu City, Dien Bien Province to 2045 to the Standing Committee of the Provincial Party Committee...
The master plan for Dien Bien Phu City to 2045 was prepared based on a review and assessment of the current urban situation of Dien Bien Phu City, an assessment of the results of the implementation of the master plan in 2011, the master plan for the development of Dien Bien Phu - Pa Khoang National Tourist Area and projects, programs, plans, and plans approved by competent authorities, especially the Resolution of the National Assembly Standing Committee on expanding the administrative boundaries of Dien Bien Phu City to more than 300km2 , closely following the planning tasks approved by the Prime Minister, and the consultation of leading Vietnamese experts and scientists in the fields of planning - architecture , urban development management, policy making, land management, environmental resources, climate change issues, urban infrastructure, real estate, tourism, culture, history, etc. Along with spatial development orientation, land use planning, urban design, technical infrastructure ensure compliance with current standards and regulations, suitable to the local situation and actual conditions. Thereby, the project has been organized by the Department of Construction to complete all contents and steps according to the provisions of the law on urban planning, ensuring the conditions for reporting to competent authorities for consideration according to regulations.
Mr. Bui Van Luyen, Deputy Director of the Department of Construction, said: Dien Bien Phu City is a particularly important unit for Dien Bien Province. Currently, the province is directing the establishment of a general planning according to a very large administrative boundary expansion, the National Assembly Standing Committee has issued a Resolution on administrative boundary adjustment. This general planning task has been approved by the Prime Minister and we are focusing very highly on implementing it. In the past 2 years, the planning workload has been very large, but the Department has tried to appraise, submit for approval dozens of projects and implement the planning of Dien Bien Phu City to become a "National-level Cultural Tourism - Revolutionary History City", a central urban area of the Northwest mountainous region...
With the attention of the province and the efforts of the entire city's political system, the urbanization process in the central areas of Dien Bien Phu City has been taking place strongly, gradually taking on the appearance of a type II urban area, the provincial capital of Dien Bien Province. Currently, the Department of Construction together with Dien Bien Phu City continues to organize the master plan according to the new administrative boundaries and on the basis of the planning tasks approved by the Prime Minister in Decision No. 408/QD-TTg dated April 18, 2023. With that importance, in the coming time, Dien Bien Phu City will not only play the role of a driving force for the province's development, but also be a national urban tourism center, meeting the development requirements in the new period.
