Promoting the movement "Students practice 3" in vocational education institutions

According to statistics, the country currently has 1,886 vocationaltraining institutions, of which 688 are private and foreign-invested vocational training institutions (accounting for 36%). Each year, about two million students are enrolled in vocational training institutions.

However, the number of Youth Union members and Youth Union bases in vocational education sector is still limited in both quantity and quality compared to the overall force, training facilities and vocational education.

There are currently 1,886 vocational training institutions nationwide, of which 688 are private and foreign-invested (accounting for 36%). Each year, about two million students are enrolled in vocational training institutions.

Data from May 2024 from the Youth Union Member Management software of the Central Committee of the Ho Chi Minh Communist Youth Union shows that the number of union members accounts for only more than 13% of the total number of students in vocational training institutions and nearly 51% of the total number of students with long-term training.

In recent times, the work of the Youth Union and youth movements in vocational training institutions has been carried out relatively evenly. The volunteer youth movements and accompanying activities have been well organized, generally attracting union members, pupils and students.

Typically, at the District 12 Economic and Technical College (Ho Chi Minh City), the Party Committee and the School Board have always paid attention to directing and assigning tasks to the Youth Union Executive Committee to carry out well the work of the Youth Union and the youth movement through the program "Students 3 training".

In order to create an environment, arouse awareness, responsibility, and community spirit, the School Youth Union regularly organizes models such as: "School Security Team", "Every day at school, every day clean and beautiful"; implements many social security activities at open houses, shelters, orphanages, and protection centers as well as programs such as "Repaying gratitude", "When drinking water, remember the source", with the climax being the campaigns "Spring Volunteer", "Green Summer"; creates an environment for students to exchange and improve their skills through competitions such as "I choose a career - Firm steps for the future", "Proud of school students - Understand the profession, be good at the profession, firmly step for the future"...

However, besides the above bright spots, there is a worrying situation that in many vocational training institutions, the contents of education for union members, students and pupils are not specific, not creating breakthroughs, especially in terms of political ideology, ethics and lifestyle. Movement activities in some places and at some times are not creative and not attractive enough. Many union institutions have not boldly assigned tasks to union members who are pupils and pupils.

Meanwhile, a large number of union cadres in vocational training institutions are old, most of them holding concurrent jobs, so they do not have much time to carry out movement activities.

Part of the reason for the above situation stems from the fact that most union members and young people of vocational education institutions study culture combined with intermediate level, study in class combined with practice in companies and factories. Some students also study and work part-time to make ends meet, leaving little time to participate in activities and movements of the Union. In addition, the management of union members is still inadequate because there are no specific regulations when linking training between colleges, intermediate levels with continuing education and vocational education centers.

It is forecasted that in the coming time, with the new policies of the Party and the State related to vocational education orientation and secondary school education streaming, the Youth Union at all levels needs to better grasp the current situation and propose breakthrough solutions to promote and enhance the effectiveness of the "Students 3 training" movement in particular, and the Youth Union work and youth movements in vocational education institutions in general.

First of all, it is necessary to raise awareness of Party committees, authorities, people and society about the vocational training policy of the Party and State; promote coordination between ministries, branches, localities and vocational training institutions. Specifically, youth organizations at all levels can cooperate with schools and enterprises to better ensure the conditions of facilities and equipment serving youth union activities and youth movements such as implementing community learning areas, entertainment areas, and healthy activity programs in the vocational education sector.

The Youth Union at all levels needs to study and develop work programs that are more suitable to the learning conditions of vocational students; set out separate standards for emulation and rewards associated with the learning conditions of each block such as 9+, 12+; propose models and solutions for political ideology, ethics and lifestyle education that are close and easy to access; innovate content and flexible and creative methods of operation according to the characteristics of vocational education institutions, aiming to develop social practice skills and professional skills.
