According to the dispatch just signed by Permanent Deputy Prime Minister Nguyen Hoa Binh, the Ministry of Science and Technology is required to promote the development of artificial intelligence to combat, prevent and handle crimes using high technology to defraud and appropriate assets in cyberspace.
To continue to improve the effectiveness of preventing, stopping and handling fraudulent activities to appropriate assets, especially crimes of fraudulent appropriation of assets using high technology, in cyberspace, the Prime Minister issued Official Dispatch No. 139/CD-TTg to Ministers, Heads of ministerial-level agencies, Government agencies, the Supreme People's Court; the Supreme People's Procuracy; Chairmen of People's Committees of provinces and centrally run cities with many important tasks.
The dispatch stated that on May 25, 2020, the Prime Minister issued Directive No. 21/CT-TTg on strengthening the prevention and handling of fraudulent property appropriation activities. However, up to now, the situation of fraudulent property appropriation crimes is still complicated, with many new and sophisticated methods of operation, especially the crime of fraudulent property appropriation using high technology, on cyberspace, causing great damage to people's property, affecting security and order.
The main reason is that the Party committees and leaders of some ministries, branches and localities are not determined in directing the prevention and handling of fraudulent activities to appropriate assets; propaganda work, etc. is not suitable for the change in new methods and tricks of operation; a part of the people have a greedy mentality, limited awareness of protecting assets and personal information security...
Some legal regulations related to the fields of finance, banking, telecommunications, etc. still show limitations and shortcomings and have not been amended or supplemented; coordination between ministries, branches and localities is still not synchronous, timely and effective.
The Ministry of Science and Technology is required to promote scientific research and technology development, especially information technology and artificial intelligence, for application in management, identification, detection, prevention, combating and handling of high-tech crimes and taking advantage of cyberspace to defraud and appropriate property.
