Promote connection and data sharing to develop e-commerce

On May 31, Prime Minister Pham Minh Chinh signed and issued Directive No. 18/CT-TTg on promoting connection and data sharing to serve e-commerce development, combat tax losses, and ensure monetary security.

In particular, the Directive requires the Ministry of Finance to preside over and coordinate with ministries and branches to complete the amendment of tax policies and laws related to e-commerce, reduce administrative procedures, reduce declaration points, strengthen the implementation of solutions for tax collection at source, prevent tax loss, strictly implement sanctions for tax and customs violations; direct the General Department of Taxation to build a tax management database for e-commerce and digital-based business to apply risk management in tax management on the basis of big data. The deadline for completion is 2023 at the latest.

At the same time, take the lead in developing a detailed plan on connecting and sharing data with the Ministry of Industry and Trade, the Ministry of Information and Communications, the Ministry of Public Security, the State Bank and relevant agencies to strengthen tax management for e-commerce business activities, cross-border digital product and service provision activities; develop standards and norms for connecting and sharing data. Coordinate information exchange to serve inspection and examination work; coordinate to handle violations of e-commerce activities according to the law for enterprises, business households, and individuals engaged in e-commerce activities who do not declare and pay taxes...

In addition, the Directive requires the Ministry of Public Security to preside over and coordinate with ministries and branches in completing the amendment of specialized policies and laws within its functions and tasks to ensure the common goal of developing e-commerce, preventing tax losses, ensuring network security and monetary security, including studying the use of electronic authentication in e-commerce transactions.

Coordinate with the Ministry of Finance to develop a detailed plan on connecting and sharing data with the National Population Database to implement the conversion of using personal identification codes as tax codes according to the provisions of the Tax Administration Law No. 38/2019/QH14; domestic organizations and individuals that cooperate with foreign organizations and individuals in doing business in telecommunications services, advertising on cyberspace, payment services, payment intermediaries, e-wallets, money transfers; software products and services; digital information content products and services and products and services through domestic and cross-border digital platforms in Vietnam...
