At the conference, Minister of Public Security Luong Tam Quang informed: After 5 years of implementing Directive No. 36-CT/TW of the Politburo, the work of preventing, combating and controlling drugs has achieved important results, creating positive changes in awareness and mobilizing the participation of the entire political system and the entire population. However, compared to the set goals, the results achieved are still not as expected, the implementation process still reveals shortcomings, difficulties and obstacles that need to be resolved soon.

Specifically, the number of drug addicts and illegal drug users remains very high. As of June 2024, the country had 220,904 illegal drug users, drug addicts and people under post-rehabilitation management, accounting for 0.22% of the country's population. Drug abuse is currently present in 8,865 communes, wards and towns nationwide, accounting for 83.7% of communes, wards and towns.
Over the past 5 years, the police force has detected, fought and arrested 122,066 cases, 186,950 drug criminals, the number of cases and arrested and prosecuted subjects tends to be higher each year than the previous year; the functional forces in the Army arrested, investigated and handled 5,223 cases, 7,765 subjects, seized 12,600 kg of drugs and 88.9 kg of drug precursors; the Customs force presided over and coordinated the arrest of 1,165 cases, 1,210 subjects and seized over 650 kg of heroin, 337 kg of cocaine, 1,738 kg of marijuana, 63.6 kg of opium. Currently, the situation of crime and drug abuse is having very new and complicated developments, posing greater pressure, requiring higher, more urgent and urgent tasks. Therefore, fundamental solutions are needed to improve the effectiveness of drug prevention and control in the new situation.
Next, the conference listened to Deputy Prime Minister Le Thanh Long explain the basic contents of Conclusion No. 132-KL/TW of the Politburo. Delegates also discussed and proposed solutions and good models to more effectively implement Conclusion No. 132-KL/TW in the coming time.

Speaking at the conference, Standing member of the Secretariat Tran Cam Tu acknowledged and highly appreciated the results of all levels, sectors and localities in implementing Directive No. 36 of the Politburo on strengthening and improving the effectiveness of drug prevention and control. The Standing member of the Secretariat suggested that in the coming time, Party committees, agencies, units and localities should continue to seriously and effectively implement Conclusion 132 of the Politburo; continue to strengthen the Party's leadership, improve the effectiveness and efficiency of state management, the core role of specialized forces and the active participation of the majority of people; do not "outsource" the work to the police force; raise public awareness in drug prevention and control. Strive to have 50% of commune and ward-level units free of drugs by 2030; Strengthen the fight against drug crimes, especially in border areas by land and sea, and international cooperation, especially with neighboring countries, in the fight against and control of drugs.
