With the increasing trend of globalization and international integration, Vietnam's chemical industry is facing great opportunities and challenges. In particular, when Vietnam has participated in new generation FTAs such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Free Trade Agreement between the European Union and Vietnam (EVFTA) and the Regional Comprehensive Economic Partnership (RCEP), the requirement for chemical management according to international standards is becoming increasingly urgent. These agreements open up opportunities to access large markets and impose strict requirements on chemical safety management, sustainable development and environmental protection.
As the focal point for state management of the chemical sector of the Ministry of Industry and Trade, the Department of Chemicals has been actively promoting international cooperation through participation in many important conventions and initiatives. One typical example is Vietnam's participation in the Chemical Weapons Convention (CWC) since 1998, demonstrating a strong commitment to preventing the development and use of chemical weapons.

In addition, Vietnam is also one of the first 96 countries to sign the Minamata Convention on Mercury, affirming its pioneering role in efforts to protect the environment and public health. Within the framework of the Rotterdam Convention, Vietnam is actively fulfilling its responsibility to confirm the declaration of industrial chemical imports, contributing to ensuring transparency in international trade and enhancing the ability to control hazardous chemicals, in accordance with commitments in new-generation FTAs.
Regarding bilateral cooperation, relations with strategic partners such as KEMI (Sweden) and METI (Japan) have brought about significant results, demonstrated through the construction and operation of the National Chemical Database since 2018. Within the framework of regional cooperation, Vietnam is playing an active role in the "Indochina Regional Forum on Chemical Management" and the APEC Chemicals Dialogue. These activities have highlighted regulations on chemical management in the region, facilitating the implementation of commitments in RCEP and other FTAs.

Through international cooperation, Vietnam’s legal system on chemical management has been significantly improved. Legal documents are issued and updated regularly, in accordance with international standards and meeting the country’s current development requirements. This not only creates a solid legal corridor for production and business activities but also contributes to improving the effectiveness of state management of chemicals.
In the context of the Industrial Revolution 4.0 and the trend of sustainable development strongly influencing the global chemical industry, promoting international cooperation is becoming more urgent. New trends such as digitizing production processes, applying green technology and developing environmentally friendly products are posing new challenges and opportunities for the Vietnamese chemical industry.
To continue promoting the effectiveness of international cooperation in the chemical field, the Department of Chemicals is focusing on the following key tasks:
Firstly, strengthen the advisory role for the Ministry of Industry and Trade and the Government in signing and implementing international commitments on chemicals, ensuring harmony between national interests and international obligations.
Second, promote research and application of advanced chemical management models, especially solutions on green chemistry and circular economy.
Third, expand bilateral and multilateral cooperation, make the most of international resources and experience to improve domestic management capacity.
Fourth, promote propaganda and raise awareness of chemical safety according to international standards, contributing to building a culture of safety in the production and use of chemicals.
With continuous efforts in promoting international cooperation, Vietnam's chemical industry is gradually affirming its position on the global chemical industry map, making an important contribution to the country's industrialization and modernization in the new era.
International cooperation in the field of chemical management is not only an inevitable trend but also an important driving force for the sustainable development of the Vietnamese chemical industry. Through enhanced cooperation, Vietnam not only improves its legal system but also gradually enhances the competitiveness of the chemical industry in the region and the world.
