Collective economy is an important economic component. Developing collective economy is an inevitable trend in the context of international integration. Based on practical needs and creating conditions for members and women to produce and do business effectively and develop sustainably, the Vietnam Women's Union has had many specific plans to effectively implement the Party's policies and guidelines on economic and cooperative development.
In order to implement the Party's policies and guidelines on developing collective economy and cooperatives, the Vietnam Women's Union has had many specific plans to support members and women to develop in this field.
Accordingly, right from the Central level, the Vietnam Women's Union has guided the Women's Union in implementing advisory and direction work through integrating the dissemination of basic contents of the 2023 Cooperative Law, Decree No. 92 and Decree No. 113 to Union officials working to support the development of collective economy, cooperatives, members, women and people; coordinating with relevant local sectors to organize training to improve the capacity of Union officials working to support the development of cooperative groups and cooperatives.
The Union at all levels also supports members at all levels, the leadership of cooperatives and cooperative groups managed by women; mobilizes, integrates, and connects resources to support cooperatives and cooperative groups in developing production scale, purchasing machinery and equipment, applying science and technology, etc.; reviews, guides, and supports cooperatives and cooperative groups established with support from the Union at all levels.
Promoting its role, the Vietnam Women's Union also participates in monitoring and providing social feedback on the implementation of the 2023 Law on Cooperatives, policies to support the development of cooperatives and cooperatives; and contributes opinions to relevant agencies to contribute to promoting gender equality in implementing policies to support the development of collective economy. In propaganda work, the Vietnam Women's Union has promoted widespread communication on television channels, news agencies, and newspapers about the results and innovations in supporting women to participate in the development of collective economy, Project 01.
In particular, the Vietnam Women's Union also implements a program in coordination with the Vietnam Cooperative Alliance, the Ministry of Planning and Investment, and the Ministry of Agriculture and Rural Development to build and support agricultural cooperatives.
Ms. Ngo Thi Hong Hao - President of Thanh Hoa Provincial Women's Union - said that the Central Committee of the Vietnam Women's Union has issued a document to the Women's Unions of provinces and cities to develop coordination activities with the Cooperative Alliance and the Department of Planning and Investment in accordance with local conditions and resources to effectively implement the plan to implement Project 01 of the Provincial and City People's Committees and related tasks in supporting women in economic development.
“In Thanh Hoa province, the Provincial Women's Union coordinated with the Central Government to organize a workshop on developing criteria for "Each cooperative managed and operated by women is a cultural and community-responsible collective economic organization" to clarify some contents on developing criteria for collective economic development and cooperatives; theoretical basis, necessity, and some principles in developing criteria for "culture" and "community-responsibility" for collective economic development and cooperatives managed by women. This activity was also piloted in Thai Nguyen and Vinh Long, yielding many practical initiatives" - said the President of the Thanh Hoa Provincial Women's Union.

In addition to communication, consulting and direction activities, capacity building for non-professional commune-level Union officials and members, the leadership of cooperatives and cooperative groups is of special interest. The Women's Economic Development Support Board has coordinated with the Women's Unions of provinces and cities to organize capacity building training for 1,783 non-professional commune-level Union officials; nearly 1,189 members, leadership of cooperatives and cooperative groups on knowledge of cooperative development, cooperative groups, and skills to mobilize members to participate in the collective economy model. With many support activities from the central to local levels, in 2024, the Unions at all levels supported the establishment of 245 new cooperatives managed by women; encouraged the establishment of cooperative groups to create an important premise for the establishment of cooperatives in the following years.
In 2025, the Central Committee of the Vietnam Women's Union will continue to strengthen coordination with relevant agencies to effectively implement programs and projects in supporting the development of collective economy and cooperatives; Integrate the implementation of national target programs on new rural areas and cooperative development support programs to effectively implement the targets on establishing cooperatives managed by women according to the Resolution of the 13th National Women's Congress.
In particular, for Project 01, the Women's Economic Development Support Board will focus on activities such as: Organizing a conference to commend typical cooperatives managed by women, creating jobs for female workers nationwide; Organizing a workshop to consult on the criteria "each cooperative managed and operated by women is a cultural collective economic organization with community responsibility"; Organizing training courses to foster knowledge, advocacy skills, and propaganda for Central Union officials and a number of activities to monitor the implementation of Project 01 in provinces and cities across the country".
