The dispatch stated that recently, the Prime Minister has issued many documents directing the work of preventing, combating and handling crimes, especially crimes using high technology in cyberspace to defraud and appropriate property. Ministries, branches and localities have proactively implemented and achieved some positive results. However, the situation of fraud in cyberspace continues to be complicated, with organized, transnational activities with increasingly sophisticated tricks, causing great damage to people and businesses, negatively affecting security and order. To overcome this situation, the Prime Minister requested:
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities and relevant agencies focus on effectively implementing the tasks assigned in Official Dispatch No. 139/CD-TTg dated December 23, 2024 of the Prime Minister on strengthening the prevention and handling of fraudulent activities of appropriating assets using high technology in cyberspace.
The Ministry of Public Security directs the police of units and localities to focus on effectively implementing the peak period of attacking and suppressing high-tech crimes, taking advantage of cyberspace to commit crimes, especially crimes of fraud and appropriation of property, especially during the period of reorganizing the local police apparatus (not organizing district-level police). Regularly review, promptly detect, prevent, and delete content, websites, links, applications, associations, groups, and accounts on cyberspace related to fraudulent activities, calls, and messages suspected of fraud, especially calls from abroad, calls using VoIP technology, OTT applications, etc.
The Ministry of National Defense directs forces to organize reconnaissance, monitoring, information collection, analysis, assessment, and grasp the situation in cyberspace to promptly take measures to deal with activities affecting national defense and security; closely coordinate with the Ministry of Public Security and the Ministry of Science and Technology to proactively detect, identify, prevent, and handle websites, IP addresses, applications, and malicious software used in fraudulent activities to appropriate assets. Direct forces to increase patrols and strictly control border areas, especially trails, openings, forest and mountain areas, and rivers. Closely coordinate with the police, customs forces, and local authorities to regularly exchange information, share experiences, and coordinate to detect, combat, and strictly handle violations of regulations on exit and entry, especially those who organize and broker illegal exit. Apply modern technologies such as surveillance cameras, drones, GPS positioning systems, etc. to enhance the ability to monitor and detect illegal border crossings; build a data information system on subjects at risk of illegal border crossings to proactively prevent and stop them.
The State Bank of Vietnam directs the system of commercial banks and payment intermediary service providers to urgently check and verify the biometrics of legal representatives for online transactions of business accounts; eliminate accounts without the owner's name or with false information; deploy technical solutions to detect, classify and warn accounts with transactions using IP addresses abroad. Urgently organize the connection of information and data on accounts (individuals and businesses) with the National Population Database to authenticate and prevent crimes. Request credit institutions, foreign bank branches in Vietnam, and payment intermediary service providers to coordinate with the Ministry of Public Security to connect the system and receive information on the list of accounts, organizations and individuals involved in illegal activities to warn customers when making transactions, promptly prevent and stop damage from occurring; Connect the system to receive and respond to requests for information in electronic documents to save social resources and improve the effectiveness of crime prevention and control using high technology to defraud and appropriate property.
The Ministry of Science and Technology reviews, amends, supplements or proposes to competent authorities to amend and supplement legal documents in the telecommunications sector; coordinates with the State Bank of Vietnam to develop a plan to match information of account holders and legal representatives with information of mobile subscribers according to the mobile phone number registered in the application for opening a payment account or e-wallet. Directs telecommunications enterprises to authenticate, store, use telecommunications subscriber information and handle SIMs with incomplete or inaccurate telecommunications subscriber information according to regulations. Coordinates with the Ministry of Public Security to deploy digital solutions for the process of providing subscriber information, domain name owner information, etc. used to commit illegal acts when requested.
The Ministry of Finance shall preside over the study and propose measures to strengthen the inspection of the charter capital contribution of enterprises after being granted the Certificate of Business Registration; review and complete the procedures and regulations for the establishment of enterprises; strengthen post-inspection and detect enterprises that do not conduct actual business activities after being established; closely coordinate with the Ministry of Public Security to verify the information of legal representatives and authorized persons, "clean" data on enterprise information; proactively provide information and documents to the Ministry of Public Security to prevent and handle the exploitation of enterprise establishment for illegal activities. Organize the connection of tax information and data of individuals and enterprises with the National Population Database to verify and prevent crimes.
The Ministry of Culture, Sports and Tourism has directed news agencies and newspapers to increase propaganda about new methods and tricks of using high technology in cyberspace to defraud and appropriate property, helping people raise their awareness and proactively prevent them.
The Chairmen of the People's Committees of provinces and centrally-run cities direct functional forces to continue to resolutely, effectively and substantially implement measures to prevent and combat crimes of fraud and appropriation of property, especially crimes using high technology and taking advantage of cyberspace; innovate propaganda work, in accordance with the characteristics of each locality; pay attention to investing, supporting funding and modern technological equipment for forces directly fighting and preventing crimes using high technology. Localities with land borders direct the police, border guards and related forces to strengthen management of the area, promptly detect and handle subjects exiting and entering the country to commit violations of the law.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal and news agencies and newspapers increase information on plots, new methods, tricks, and ways to deal with fraudulent acts of appropriating property, especially fraud in cyberspace; prevention and handling results of functional forces so that people can raise awareness, promptly provide information, and denounce fraudulent acts of appropriating property.
Ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally-run cities and relevant agencies shall thoroughly grasp and seriously implement this Official Dispatch. The Ministry of Public Security shall monitor, guide, inspect and urge the implementation of this Official Dispatch; every quarter, ministries, branches and localities shall report on the situation and results of the implementation of assigned tasks to the Ministry of Public Security for synthesis and reporting to the Prime Minister.
The Government Office shall coordinate with the Ministry of Public Security according to assigned functions and tasks to regularly monitor, urge and report to the Prime Minister on the situation and results of the implementation of this Official Dispatch.
