This afternoon, July 18, Prime Minister Pham Minh Chinh chaired a conference with Vietnamese representative agencies abroad on promoting economic diplomacy to boost economic growth in the last 6 months of 2024 and the following years. According to the report of the Ministry of Foreign Affairs, in the first 6 months of 2024, economic diplomacy (EDI) work has been implemented methodically and effectively, making substantial contributions to socio-economic development.

Accordingly, in 36 high-level foreign affairs activities from the beginning of 2024 until now, economic content continues to be the focus, bringing specific and substantive results, signing many commitments and cooperation agreements with partners.

Foreign relations continue to be expanded, upgraded and upgraded. The content of promoting the opening of export markets, negotiating FTAs, and increasing the attraction of investment cooperation resources in new areas such as green economy, energy conversion, high-tech agriculture, tourism, labor, etc. is focused on integrating and concretizing into specific commitments and projects in all high-level foreign affairs activities with major partners in Northeast Asia, Europe, North America, and potential partners in the Middle East, Africa, and Latin America.

Many dialogue mechanisms such as the foreign ministerial dialogue and the Vietnam-US economic dialogue have been established to implement commitments and concretize the content of the upgraded relationship. Relations with potential partners have also been promoted through delegation exchanges and meetings of the Joint Committees.

Reviewed and accelerated the implementation of key FTAs ​​that have great influence on Vietnam; researched, promoted and accelerated negotiations to upgrade many FTAs ​​that have been in effect for a long time. Reviewed the implementation progress of EVFTA with the EU for many products; vigorously campaigned and increased the number of EU members ratifying the Investment Protection Agreement to 18/27 countries. Actively participated in negotiating new agreements with the goal of expanding and exploiting potential markets.

Leaders of the Government, ministries, sectors and localities have actively met with foreign corporations to mobilize high-quality investment, develop a green economy, and promote the resolution of difficulties to ensure a favorable business environment with the spirit of taking people, localities and businesses as the center of service.

Specifically, it has coordinated to organize many promotional delegations both domestically and internationally, supported provinces and cities to sign more than 20 memoranda of understanding with international partners; successfully lobbied UNESCO to recognize 3 more natural and cultural heritages; supported Vietnamese enterprises' projects to expand abroad, organized international investment promotion events and responded to many anti-dumping lawsuits against Vietnamese agricultural products in key markets.

Many large associations and businesses from the US and Europe, especially the world's leading technology corporations, have visited and worked with Vietnam to seek opportunities to expand cooperation and business.

At the conference, representatives of ministries, branches, localities, and heads of Vietnamese representative agencies abroad focused on discussing and clarifying the limitations and shortcomings in implementing the work of NGKT in the past time. Identifying a number of key areas and orientations in promoting NGKT in the last 6 months of 2024.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the key task in the last 6 months of 2024 is to continue to adhere to the priority goal of promoting growth associated with breakthroughs in infrastructure, institutions and improving the quality of human resources.

Therefore, foreign affairs work needs to be focused, focused, and key, creating the most favorable conditions for socio-economic development. Implement high-level foreign affairs activities synchronously, effectively, and substantially, integrating economic and technological content into the agenda. Focus on calling for investment, promoting new growth drivers, especially science, technology, and innovation.

Improve institutions, investment and business environment; attract investment in strategic areas such as semiconductors, renewable energy, green hydrogen, AI. Effectively exploit resources from overseas experts, intellectuals and entrepreneurs.

Improve the effectiveness of trade, investment and tourism promotion activities. Diversify markets, partners and supply chains. Boost exports of products with room for growth to key markets. Focus on products with strengths and competitiveness to ensure long-term and sustainable exports.

Take advantage of the world's tourism recovery trend; increase tourism promotion in key markets; research to facilitate visa procedures for international visitors. Continue to do a good job of forecasting and advising the Government in socio-economic management. Increase the provision of information to localities and businesses about new economic trends.
