On January 3, the Department of Natural Resources and Environment held a conference to review the sector's work in 2024 and deploy tasks for 2025. Attending and directing the conference were comrade Nguyen Thien Van - Vice Chairman of the Provincial People's Committee, leaders of departments, sectors, localities and affiliated units.

According to the assessment at the conference, in 2024, the Department proactively advised the Provincial People's Council and People's Committee to issue documents detailing the implementation of the Land Law (including 01 Resolution and 04 Decisions completing 16/16 contents assigned by the Law); Promptly advised the Provincial People's Committee to organize the preparation and submission to competent authorities for approval of the 5-year Land Use Plan (2021-2025) of Dak Lak province, ensuring the time and content according to regulations.

Over the past year, the sector has issued more than 60 plans, 249 conclusion notices and over 5,000 documents directing and implementing comprehensively the tasks and plans of the sector; implementing 55 tasks according to the work plan of the Department (achieving 100%); 20/20 tasks according to the work program of the Provincial People's Committee (achieving 100%); completing 474 tasks assigned by the Provincial People's Committee (achieving 95%).
State management of minerals and water resources has been strengthened; many documents have been issued to direct the removal and resolution of difficulties and problems related to dumping sites, land for leveling, and surplus due to the implementation of key projects of the province such as the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1;
Administrative reform (AR) has made remarkable progress, the rate of late settlement of administrative procedures in the land sector of households and individuals has decreased significantly compared to previous years (in 2023 it was 1.4%, now it is 0.56%). To date, the province has granted first-time land use right certificates to 1,023,333/1,042,739 hectares, reaching 98.13% of the area required.

The inspection and examination of natural resources and environment have been strengthened. Thereby, violations in the field of natural resources and environment have been promptly detected, handled and corrected, basically meeting practical requirements, ensuring that the management and use of natural resources and environment in the province gradually become orderly and are carried out in accordance with the provisions of law.
Environmental protection and mineral management have been effectively implemented. Administrative reforms have basically met the requirements of organizations and citizens in handling procedures in the industry; inspection and examination activities have been implemented with focus and key points.
The whole sector has also frankly acknowledged the shortcomings and limitations such as: the work of advising the Provincial People's Committee to issue documents under its authority in the Decrees guiding the implementation of the Land Law in 2024 is still slow; some tasks in the Provincial People's Committee's Work Program over the years have not been completed so far, such as dissolving the Geotechnical Center;

The work of auctioning land use rights and generating revenue for the provincial budget has not met the target assigned by the Provincial People's Committee. The rate of public investment disbursement is still low and has not met the requirements. Although administrative reform and digital transformation have had positive changes in terms of improved rankings compared to the previous year, they have not yet met the requirements. The number of complaints, reflections, and recommendations on handling administrative procedures from the people is still high; Administrative procedure reform, assignment, and decentralization to localities in the management of natural resources and the environment have been focused on, however, in some areas, they are still not suitable and thorough.
Speaking at the Conference, Mr. Nguyen Thien Van, Vice Chairman of the Provincial People's Committee, acknowledged the results that the Department of Natural Resources and Environment of the province has achieved. In the coming time, he suggested that the entire sector should have practical and effective solutions to improve the ranking of the Provincial Environmental Protection Assessment Index; there should be effective measures to check and monitor the actual volume of minerals exploited and consumed, although mineral operating units have installed weighing stations and surveillance cameras.
Timely, synchronously, fully, comprehensively and effectively implement the provisions of the 2024 Land Law, the 2023 Water Resources Law, the 2024 Geology and Minerals Law. Advise the Provincial People's Committee to promulgate assigned legal documents according to its authority to ensure synchronization, consistency and timeliness in accordance with regulations.
Building and completing databases on natural resources and environment; connecting and interoperating the Natural Resources and Environment database with the information systems/databases of the Government, localities, ministries and branches. Focusing on building and putting into operation a centralized, unified and multi-purpose land information system.
In addition, focus on a number of key tasks such as: resolutely and strongly organizing the arrangement and consolidation of the apparatus according to the orientation of the Steering Committees from the Central to local levels and summarizing Resolution No. 18-NQ/TW to ensure progress and goals as required; promptly overcome shortcomings and errors related to the contents of the Natural Resources and Environment Sector; strengthen inspection and examination to resolve harassment related to land procedures...
