It can be seen that administrative procedure reform (AP) over the past years has created a significant boost to promote socio-economic development in Quang Ninh. Up to now, this work is still one of the tasks that all levels and sectors of the province always focus on.
Provincial levels and sectors continue to effectively implement central and provincial resolutions and decisions related to administrative procedure reform and digital transformation. The province focuses on directing departments, sectors and localities to synchronously review, simplify and cut down on inappropriate major administrative procedures, reduce the time to handle administrative procedures according to regulations; complete the review and promulgation of the set of administrative procedures of 3 levels of government, standardize and put 100% of eligible provincial and district-level administrative procedures into implementation at the Provincial Public Administration Service Center, district-level public administration centers, and modern reception and result delivery departments at the commune level according to the principle of "receiving, appraising, approving and returning results at the center", ensuring convenience, publicity and transparency.
To date, there have been 1,419 administrative procedures performed at the Provincial Public Administration Service Center, of which 1,369 procedures belong to provincial departments and branches and 32 procedures of central agencies located in the area, 18 procedures of enterprises providing public services. 100% of administrative procedures at public administration centers at all levels have had their processing procedures restructured to suit the digitization of records, ensuring clarity of people, work, and processing time; associated with the responsibilities of each department and each officer. From 2021 to present, units and localities have reviewed and reduced 40-60% of the processing time for administrative procedures compared to the time prescribed by the Central Government. There have been 1,095 administrative procedures processed according to the 5-on-site principle (receiving, appraising, approving, stamping, and returning results).
In addition, the province has also provided 1,017 online public services on the provincial public service portal, including 1,017 full-process online public services and 445 partial online public services. At the same time, 1,244 online public services have been integrated on the national public service portal. According to statistics on the provincial administrative procedure settlement system, in May 2023 alone, the Provincial Public Administration Service Center, district-level public administration centers, and modern reception and result delivery departments at the commune level received a total of 70,465 procedural records, of which 51,787 records were resolved, the rest are in the process of being resolved. The rate of timely resolution of records reached 99.53%.
As one of the provinces proactively reporting and proposing to the Government to be selected as a "pioneer" to implement the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06), up to now, the province's e-Government system has completed connecting with the National Population Database.
100% of eligible administrative procedures are provided with full online public services. The province has also implemented digitalization and data extraction for 20 administrative procedures of 5 departments and branches (Education and Training, Labor, Invalids and Social Affairs, Information and Communications, Justice, Health), including 6 essential public services using the province's database information system to receive and process records; 19 essential public services using specialized software systems of agencies and units to receive and process records; 25 essential public services and 100% of administrative procedure records are implemented according to the "5-step process in the electronic environment" at public administrative centers.
Accordingly, the Provincial Public Administration Service Center has digitized 37,030 input records (100%), returned 27,214 electronic results to organizations and citizens (73.5%); the district-level public administration center has received and digitized 59,412/97,692 records, returned 35,857/99,530 electronic results to organizations and citizens. Medical examination and treatment facilities (hospitals, medical centers), schools, public administration centers, electricity and water have all deployed cashless payment solutions. The tax sector has successfully applied electronic invoices; 100% of enterprises use and exploit electronic invoices; 2,325 individual business households have registered to use electronic invoices. Thanks to the promotion of administrative procedure reform and digital transformation, it has contributed to promoting socio-economic development in the province. In the first 6 months of 2023, Quang Ninh achieved a high economic growth rate, estimated at 9.46%, 0.24 percentage points higher than the growth rate in the same period, 0.66 percentage points higher than the 6-month growth scenario, ranking second in the Red River Delta, and fourth in the country. For 6 consecutive years (2017-2022), Quang Ninh ranked first in the country in terms of provincial competitiveness index (PCI); 5 years (2017-2020 and 2022) leading the administrative reform index (PAR Index); 4 years (2019-2022) leading the ranking of the index measuring people's satisfaction with the service of state administrative agencies (SIPAS); 2 years (2020 and 2022) topping the Provincial Governance and Public Administration Performance Index (PAPI) rankings.
