Promote the application and management of product and goods traceability systems

In the modern economy, product quality and origin are not only competitive factors but also prerequisites for businesses to affirm their brands and build trust with consumers. The application of the traceability system (TXNG) helps control quality and increase the value of goods, especially for key products and local specialties. In order to promote the widespread implementation of TXNG, the Provincial People's Committee has directed relevant departments and branches to implement the Prime Minister's Project on deploying, applying and managing the TXNG system (according to Decision No. 100/QD-TTg dated January 19, 2020) to help monitor product origin, ensure transparency, increase economic value and protect the rights of businesses and consumers.

Since 2020, the Provincial People's Committee has issued a master plan to implement Project 100 until 2025 and the following years, assigning specific tasks to departments, branches, and People's Committees of districts and cities. The goal is that by 2025, 100% of organizations and individuals in production and business in need will be trained in knowledge and skills to apply the TXNG system; 50% of typical products and OCOP products of the province will be supported to apply the TXNG system with codes and barcodes; build a database and develop technical infrastructure for the province's TXNG system; build and operate the TXNG information portal for products and goods of the province. By 2030, we will strive to complete the goal of bringing all typical products and goods of the province, especially OCOP products and products and goods subject to mandatory application of the TXNG system, with codes and barcodes. At the same time, we will complete the database system of TXNG products and goods of the province; data will be controlled and updated on the national TXNG product and goods information portal according to regulations.

After more than 4 years of implementing Project 100, the application of TXNG in the province has brought about remarkable results: Propaganda, dissemination, guidance and training on TXNG have been carried out in many forms such as: organizing more than 150 conferences, seminars, training courses integrating the dissemination of legal documents; introducing TXNG standards and solutions; guiding the establishment of a data system, extracting and reporting food TXNG information... with the participation of more than 12 thousand people. Hanging 350 slogan banners, posting 83 news and articles, distributing 1,000 leaflets at traditional markets. Propagating food safety, TXNG, guiding people to learn and improve their knowledge in using clean food, with clear origin... with a frequency of 2 times/day on the district and commune radio system. These activities not only help raise awareness of the TXNG system but also enable businesses and production facilities to grasp new requirements and standards.

In particular, the provincial departments and functional branches have supported 170 establishments to build electronic identification software (QR Code) for 230 product lines; 53 establishments have set up electronic logbooks to monitor production; 35 key products of the province (rice, peanuts, meat, eggs, pork, etc.) have set up electronic TXNG systems; supported, consolidated, maintained and confirmed 42 safe agricultural, forestry and aquatic food supply chains associated with TXNG. Continued to monitor and maintain 3 collective trademarks (Nghia Hung goby fish, Giao Chau fish sauce, Nam Dinh Clean Agriculture Association) that have been protected and 1 establishment with geographical indication protection (Hai Hau xoan jasmine rice). In addition, 148 enterprises in the agricultural sector have been supported to be certified to apply advanced quality management systems (VietGAP, HACCP, ISO); Guided 235 establishments to develop quality standard declarations for over 350 products of all kinds...

Building and protecting trademarks helps enhance the brand value of the province's typical products, contributing to building trust among consumers. According to the Department of Science and Technology, awareness of product and goods quality assurance, and awareness of law compliance in production and business activities of organizations and enterprises are increasingly high; the goals of Project 100 in the period of 2020-2025 have basically achieved the set plan. Technological development creates opportunities for businesses to proactively choose the appropriate quality assurance solution for their production and business activities. However, despite achieving important results, the implementation of quality assurance still faces many barriers: There are still many businesses that do not understand the true nature of quality assurance, and are not really interested in quality assurance standards to ensure connection and data sharing between systems. In fact, many establishments still apply the TXNG system manually, mainly using paper documents, making it difficult to connect and share data between systems. The assessment and recognition of the TXNG system in accordance with standards is still limited due to the lack of designated assessment organizations, the list of goods and products that must apply TXNG and sanctions for violations in TXNG have not been issued...

TXNG is not only a quality management tool but also an important strategy for the province to build product brands, increase the value of goods and affirm its position in the digital economy. When TXNG is widely deployed, consumers will be able to scan QR codes, check product information in a snap, helping to increase trust and create stronger competitiveness for businesses. In the coming time, the province will continue to direct functional departments and branches to strengthen propaganda and training on the TXNG system, especially for small and medium enterprises and production facilities that do not have much experience in applying new technologies. Promoting the application of advanced technologies in the management and TXNG of products and goods such as using smart management software connected to the national database system will make TXNG easier and faster. Completing the system of policies, regulations and standards on TXNG... Besides the participation of functional agencies, each enterprise, organization and individual also needs to raise awareness and apply flexibly so that TXNG activities of products and goods can truly come into practice and bring high efficiency.
