Many fishermen in Phu Ngoc commune (Dinh Quan district, Dong Nai province) have submitted a petition to extend the fishing period on Tri An lake. Receiving and responding to the petition, Acting Chairman of the Provincial People's Committee Vo Tan Duc affirmed that it is impossible to continue to exploit aquatic resources using destructive fishing gear in Tri An lake.

Recently, many fishermen who have been fishing for many years, collecting snails, mussels, fish and shrimp on Tri An Lake, have submitted a petition to Dinh Quan District and Dong Nai Provincial People's Committee to extend the fishing period on Tri An Lake until the end of 2024, so that households can both maintain their current lives and gradually change their jobs; at the same time, access loans to change jobs and stabilize their lives.
Regarding this proposal, the Department of Agriculture and Rural Development said that on November 15, 2018, the Ministry of Agriculture and Rural Development issued Circular No. 19/2018/TT-BNNPTNT on guidelines for the protection and development of aquatic resources.
In which, Appendix II stipulates the list of occupations, clearly stating: Prohibiting the use of fishing gear with iron frames combined with ships, tractors, blowers (eel rakes, mollusk rakes, feather balls); this regulation prohibits fishing in coastal and inland areas.
Mollusk dredging using fishing gear that does not combine with ships, tractors, or blowers is still allowed to operate normally.
According to Deputy Head of the Department of Fisheries (Department of Agriculture and Rural Development of Dong Nai province) Do Thi Thu Thuy, the use of fishing gear that destroys aquatic resources on Tri An lake has caused many negative impacts on aquatic resources in rivers and lakes.
Therefore, in many dialogues with fishing households here, the department explained the criteria for putting fishing gear with iron frames combined with ships, tractors, and blowers (eel rakes, mollusk rakes, feather balls) into the list of prohibited fishing according to regulations.
Because these fishing gears are harmful to the habitat of aquatic species and aquatic ecosystems and have been assessed by specialized agencies for their impact, the ultimate goal is to protect and sustainably develop aquatic resources associated with reasonable exploitation and towards future generations.

According to the roadmap of Nai province, from 2021 to January 2022, all fishing gear and vehicles used in the net fishing, bottom fishing, cage fishing, iron-made fishing with tools to drag on the bottom of rivers and lakes, and all fishing gear using electricity will be completely banned.
Actively support fishermen to change their profession
Recently, at the provincial meeting, Vice Chairman of Dinh Quan District People's Committee Ngo Tan Tai said that, implementing Decision No. 2022/QD-UBND dated September 6, 2023 of Dinh Quan District People's Committee on approving the list and funding to support fishermen to stop using prohibited fishing gear for households in Phu Ngoc commune, Mr. Nguyen Van Khiem and the households agreed to receive support funding, committed to voluntarily stop activities and hand over prohibited fishing gear.
Through dialogue, agencies and localities mobilize and encourage fishing households to comply with current regulations, and at the same time provide guidance on changing occupations, using appropriate fishing gear in aquatic exploitation or switching to other production and business activities.
To support fishermen in changing their profession and stabilizing their lives, the People's Committee of Dinh Quan district has informed households about local support policies for households who want to receive training, change their profession and access loans.
Specifically, households in need of vocational training must register their list with the People's Committee of Phu Ngoc Commune; every year, the District People's Committee compiles and plans vocational training for citizens depending on each person's education. Dong Phu Cuong Industrial Park is recruiting workers, if households are in need, please contact and apply for work.
“Regarding the need for loans, households can join the Commune Farmers' Association or other organizations such as the Women's Union, Youth Union, Veterans' Association, etc. to access loans from the social policy bank in the form of the association's guarantee,” said Vice Chairman of Dinh Quan District People's Committee Ngo Tan Tai.
At the citizen reception on March 26, Acting Chairman of the Provincial People's Committee Vo Tan Duc requested the People's Committee of Dinh Quan district to work with the Social Policy Bank, Dong Nai province branch, to guide fishermen in accessing loan capital according to regulations.
