Land allocation and job conversion for households lacking production land
Currently, Binh Dinh province is focusing on implementing the national target program on sustainable poverty reduction and integrating other national target programs.
The general objective of the Plan for Sustainable Poverty Reduction in Binh Dinh Province for the period 2024 - 2025 is to achieve the goal of multidimensional, inclusive, sustainable poverty reduction, and to limit poverty relapse and poverty generation.
Support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standard, improve the quality of life; support poor districts to escape poverty and extreme hardship.
Specifically, by the end of 2024, the poverty rate of Binh Dinh province is expected to be 1.13%, down 2% compared to 2023 (8,848 poor households will escape poverty), bringing the province's poverty rate lower than the national average (expected to be 1.93% - 1.83% nationwide).

In 2025, the province's poverty rate will continue to be lower than the national average. The poverty rate of Binh Dinh province is expected to be below 0.7% compared to the national poverty rate (the national poverty rate is expected to be from 0.9% to 0.8%). The poverty rate of ethnic minorities will decrease from 3% to 4% per year. Some communes and wards of Hoai Nhon town, An Nhon town and Quy Nhon city no longer have poor households. Van Canh, Vinh Thanh and An Lao districts strive to have a poverty rate of below 6% by 2025. Poor An Lao district will escape poverty and extreme poverty.
According to Director of the Department of Labor, Invalids and Social Affairs of Binh Dinh Province Do Thi Dieu Hanh, in recent times, poverty reduction activities have become a widespread movement, closely coordinated, timely and targeted by all levels, sectors and local authorities. In addition, departments, sectors and localities have proactively developed plans, and it is expected that by the end of 2024, the set targets will be achieved and exceeded.
For the poor district of An Lao, by the end of 2024, the district strives to reduce the rate of poor and near-poor households to 17.23%; by the end of 2025, this rate will be below 6%. To achieve the set goal, Mr. Dinh Van Phu - Vice Chairman of the People's Committee of An Lao district said: "The District Party Committee, the District People's Committee and associations and organizations are focusing on many fundamental and specific solutions. In particular, by the end of this year, we will complete land allocation and job conversion for 420 households lacking production land".

To effectively reduce poverty sustainably, Binh Dinh province continues to promote information and propaganda work to disseminate the Party and State's policies on sustainable poverty reduction so that all levels, sectors and localities can understand and implement them.
According to the People's Committee of Binh Dinh province, the biggest problem in poverty reduction in the province is employment and raising people's income.
Therefore, departments, branches and localities need to focus on solving on-site employment, supporting community production and business, and chain production and business. In particular, it is necessary to closely review each problem of each household in each locality to have appropriate and timely support solutions.
Mountainous districts in the province must soon complete land allocation to poor and near-poor households for production and economic development.

Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang requested that the Department of Natural Resources and Environment coordinate with An Lao district to quickly allocate production land to 379 poor and near-poor households and must complete it before September 2024.
"The land allocation to poor households by the People's Committee of An Lao district has been going on for many years but has not been completely resolved. There is land but the implementation of the allocation plan and procedures for land allocation to households is still slow. For ethnic minorities and mountainous areas, land is a means of production, without land how can we produce, increase income to escape poverty?", Mr. Lam Hai Giang raised the issue.
The leaders of Binh Dinh Provincial People's Committee requested to promptly propagate typical examples in production labor to escape poverty, effective models contributing to increasing income for poor and near-poor households to know, learn and follow.

Along with that, the Vice Chairman of Binh Dinh Provincial People's Committee assigned the Department of Labor, Invalids and Social Affairs to coordinate with departments, branches and localities to specifically assess the effectiveness of poverty reduction work each month. From there, promptly resolve difficulties and problems and propose solutions for the next stage.
According to the Vice Chairman of Binh Dinh Provincial People's Committee, with many comprehensive support policies such as health insurance support policy, housing construction support for poor and near-poor households... This province has many favorable conditions to carry out sustainable poverty reduction.
"The current issue is to implement it synchronously and effectively. I believe that with determination and responsibility, the work of sustainable poverty reduction in the province will achieve the set targets," Mr. Lam Hai Giang expected.
