On some groups for parents, students in Hanoi recently shared the "Application for the second session of the day" form that schools and teachers require parents to fill out and sign at a time when schools across the country are "hot" about implementing new regulations on extra teaching and learning.

Especially according to the 2018 General Education Program. Therefore, I am writing this application to request the school to organize a second session for difficult subjects such as math, literature, English to help my child supplement knowledge, improve skills, improve learning results, and meet the requirements of the curriculum"...
Previously, at the time when Circular 29 was about to take effect, a social media account also posted information specifically naming Mo Lao Secondary School (Ha Dong District, Hanoi) forcing children to register for extra classes.
According to the owner of this account: "Parents have to go to their children's school for an extraordinary parent-teacher meeting. The homeroom teachers announced that they would continue to teach extra classes in the afternoon for a fee (main classes in the morning) and forced parents to sign a voluntary registration form for extra classes from February 14 after Circular 29 was issued. We have had to sign this extra class form for many years even though we didn't want to."
Later, speaking to the press, Ms. Le Thi Hong Phuong, Principal of Mo Lao Secondary School, said that the school held a meeting with parents to ask for opinions on extra teaching and learning, but affirmed that they did not force parents to sign a voluntary application for their children to take extra classes.
According to Ms. Hong, because Circular 29 took effect from February 14, many parents are worried about how to manage their children in the future if they have to take the afternoon off because their parents work all day.
The principal also cited the document of the Ministry of Education and Training guiding the teaching of 2 sessions/day for secondary schools with adequate facilities. This organization can only be carried out when students have the need and parents agree. Based on this document, the school will hold a meeting to ask for parents' opinions. If parents volunteer, the school will organize it, otherwise the school will stop.
Ministry of Education and Training: "If organized properly, there can be no violations"
Currently, many provinces and cities are piloting a model of teaching 2 sessions/day with 5 days/week (no school on Saturday) for secondary schools. Many people are also wondering whether teaching 2 sessions/day is a way to "dodge" the regulations on extra teaching and learning?
Regarding this content, Associate Professor Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), analyzed: Firstly, the guidance on teaching 2 sessions/day is shown in document No. 7291 issued in 2010. The document stipulates many activities, not just teaching 2 sessions/day, the second session still puts students in class to teach cultural subjects. Therefore, if organized correctly, studying 2 sessions/day cannot violate the regulations on extra teaching and learning.
Mr. Thanh suggested that when referring to the issue of extra teaching and learning in schools, teachers must carefully read the explanation of the terms in Circular 29. That is an additional teaching activity outside the educational plan for subjects and educational activities in the program. Meanwhile, all other school activities in the second session (ie teaching 2 sessions/day) have many activities to help students self-study, self-practice, and develop their skills.
According to Head of Department Thanh, studying is regulated in Article 19, Clause 2 of the School Charter, the form of organizing educational activities in schools such as studying theory, doing exercises, experiments, practice, clubs, community activities...
"Schools must develop such a plan, not now organizing two sessions a day but still "filling" the classroom with students in the afternoon, which is a violation of the regulations on extra teaching and learning. If done correctly, there is no concept of circumventing the law here," Mr. Thanh emphasized.
