Located in the middle of the central road of Bai Thuong village, appearing before my eyes is a large, beautiful and spacious cultural house. Perhaps the cultural house of this village is not much inferior when compared to some district-level cultural houses with a capacity of 250 seats, a spacious stage, and a loudspeaker system worth hundreds of millions of dong. Mr. Xuan said that out of the 4 villages in the commune, 3 have built cultural houses like this, while Pham Trung village has just demolished the old cultural house and is building a new, larger and more beautiful one. Each village cultural house here has a construction value of 5-8 billion dong.

The works in the cultural institutions in Toan Thang commune (Gia Loc) have been invested in modernly, contributing significantly to promoting the cultural and sports movement, improving the spiritual life of the people.

According to regulations, a commune that meets the new rural model standard must have at least one entertainment, recreation and sports venue suitable for children and the elderly. I asked about this local project, Mr. Xuan said that all 4 villages have sports grounds of thousands of ^square meters. In addition, the two villages of Bai Thuong and Pham Trung have also built "village parks" with the joint efforts and contributions of the people. Each park is about 4,000 ^square meters wide, with a pond in the middle, surrounded by walking paths, trees and outdoor sports equipment. At the two village parks, a stage is built, which is a place for performing arts on holidays and Tet. Not to mention that the commune also has a stadium and a cultural house, which are also among the largest and most beautiful in the region.

Regarding Chi Lang Nam commune, I was impressed by the "sports complex" located in the center of the commune with a stadium, a hygienic swimming pond, and outdoor sports equipment installed around it. This commune also has 3 village parks scattered in the villages.

Going down to the "village park" in Hamlet 4, Trieu Duong village, I saw many people exercising on outdoor sports equipment. In the middle of the park, there is a village well that is carefully preserved by the people. When I asked, I learned that Hamlet 4 park was built on communal land that had been abandoned for many years. Participating in the construction of new rural areas, the leaders of Trieu Duong village mobilized people to contribute funds and working days to build the park.

The family of Ms. Vu Thi Diem, who lives next to the project, volunteered to donate 63 ^square meters of land to expand the park. A successful native child donated 200 million VND to build and buy stone benches, plant trees, and make flower beds and ornamental plants. Mr. Truong Cong Phuong, who was exercising with the locals in the park, happily said: "In nearly 70 years of my life, I have never seen my hometown have such good infrastructure and cultural life as it does today."

In Chi Lang Nam commune, many stagnant ponds and stagnant water have been renovated to create cultural works, serving people to exercise like that. This commune also has the famous Stork Island eco-tourism area. This place is not only a tourist destination but can also be considered a park with surrounding walking paths serving people to exercise daily.

Rich spiritual life

Visiting Thong Kenh commune, I was impressed that despite the modern infrastructure, this place still retains its traditional cultural beauty and constructions. Dong Doi village gate, although newly built, is the largest and most beautiful in the area but still retains its ancient architectural features.

Talking about the journey of building a model new rural area, Secretary of the Party Committee of the commune Pham Van An said that the locality attaches importance to developing modern and synchronous works to improve the spiritual life of the people but does not forget to preserve ancient cultural values. The whole commune has 4 communal houses worshiping the 3 Dao sisters who contributed to King Due Vuong's fight against the Thuc and Luong invaders to protect the country. All of them have been restored and embellished with a budget of tens of billions of VND, basically contributed by the people and children of the hometown.

Every year at the beginning of spring, villages in the commune organize very crowded festivals. In addition to traditional rituals, many traditional games are included in the festival program to enrich the spiritual life of the people.

All four communal houses in Thong Kenh commune have been restored and beautified by the people, contributing to preserving and promoting traditional cultural values.

Three out of five villages in Thong Kenh commune still preserve ancient wells. The commune has a dragon boat racing team and a Tuong troupe in Dong Doi village, with some 90-year-olds still participating.

Passing through 5 villages of this commune, everywhere you can see spacious sports fields. The most prominent sports field of Kenh Trieu village is over 2,000 ^m2 wide, with artificial turf, next to it are 2 volleyball courts. Every afternoon, people from all walks of life in the village gather here to play. "The harmonious combination of traditional and modern cultural works helps enrich the spiritual life of the people. The cultural, artistic and sports movement of the commune is typical of the district", Mr. An informed.

Cultural works in Toan Thang commune have been invested in synchronously and modernly, showing that the spiritual life here is very rich. Chairman of the People's Committee Nguyen Van Xuan said that all 4 villages have volleyball, leather volleyball, mini football, folk dance and art teams. The art movement here is maintained in a disciplined manner, ranking first in the district.

On major holidays of the year, villages in the commune organize art festivals. The stage is magnificent, the art performances are elaborately staged, and the people sit and watch in full force. "Not only do they enrich the spirit, cultural and artistic activities also help to raise the spirit of solidarity among the people. Whenever there is an activity in the locality, the people are ready to join hands. Recently, when electing village chiefs, all four villages in the commune held the election at once," said Mr. Xuan.

A common point in the three model new rural communes above is that all of the villages have maintained the title of cultural village for decades. Every cadre and citizen in these localities considers culture as the foundation for solidarity, building and developing their homeland and working together to implement the criteria.

Every year, 95% of the families in the three communes are awarded the title of cultural or higher. Inspection and reconciliation work at the grassroots level is well implemented, and there is basically no domestic violence in the villages. Models of ensuring security and order, fire prevention, environmental protection, etc. are all effectively maintained.

The movement to improve the health of weddings and funerals in localities is increasingly progressing. Mr. Nguyen Duc Minh, Party Secretary and Chairman of the People's Committee of Chi Lang Nam commune informed: "Every year, the rate of cremated people in our commune is about 60%, especially in Trieu Duong village, it is over 80%".

According to Decision No. 2582 dated September 26, 2022 of the People's Committee of Hai Duong province, to achieve the model new rural standards in culture for the period 2021-2025, localities need to ensure the following criteria:

- 100% of villages in the commune have achieved the title of "Cultural Village" for at least 3 consecutive years up to the time of assessment and proposal for recognition as a model new rural commune.

- The commune has entertainment and sports facilities suitable for children and the elderly according to regulations.

- In the commune, there is no domestic violence, 95% or more of households are recognized as Cultural Families.

- 95% or more of households in the commune practice civilized lifestyle in weddings and funerals; strictly follow the regulations of the Provincial People's Committee on cultural behavior at relics (if any).

- The commune has at least 1 typical cultural and sports model, attracting 70% or more of the permanent residents in the commune to participate and respond; each village has at least 1 team or 1 cultural - artistic and sports club that operates regularly and effectively.
