There are currently a total of 87 markets in the province (77 markets are operating, 10 markets are not operating or operating inefficiently), of which 5 are class I markets; 6 are class II markets; 76 are class III markets; 83 markets are invested from the State budget and 4 markets are invested from non-budgetary sources - these are the traditional places for buying and selling of the people.
However, due to limited capital, investment in market construction items has not met actual needs, small scale, most of them only complete items according to the criteria to be recognized. On the other hand, when completed and put into operation, many markets are not regularly maintained... therefore, most of the projects quickly deteriorate, not meeting the requirements according to regulations.
To specify the contents stipulated in Article 5, Decree No. 60 of the Government on market development and management, the People's Committees of localities shall proactively develop plans and arrange capital sources for investment in building new, renovating and upgrading old markets in accordance with the needs and conditions of local socio-economic development and gradually complete market infrastructure to meet the requirements of regulations on food safety, fire prevention and fighting, environmental sanitation and commercial civilization; encourage the participation of enterprises in market investment, construction, management and exploitation.
The Department of Industry and Trade is drafting a plan to develop markets in the province in the coming time in sync with the province's socio-economic development planning and plans, focusing on sustainability and meeting the consumption needs of people and tourists.
Encourage the participation of enterprises, cooperatives and communities in investing, building, managing and exploiting markets; enhance the management role of state agencies in planning, building and managing markets, ensuring legality and transparency in commercial activities at the markets.
On that basis, localities need to exploit and integrate support sources and preferential policies from domestic and foreign organizations to invest in market development; organize training and guidance for market management teams and traders in the market on management skills, civilized behavior, ensuring food safety, environmental protection, fire prevention and fighting, and security and order to raise awareness and the ability to handle emergency situations of on-site forces.
Promote propaganda about the benefits of doing business in legal markets, build a civilized lifestyle in the markets, and mobilize people and traders to strictly comply with regulations on market development and management.
Encourage markets to apply information technology in management, cashless payments, product and service promotion to improve business efficiency and better serve customers. Build online applications to introduce products, services and market information, expanding accessibility for residents and tourists.
The synchronous implementation of market development solutions in the province will contribute to removing difficulties and obstacles in market management in localities at present; at the same time, creating an important step for markets to develop commensurate with the new, civilized and modern consumption needs of the people.
