In recent times, localities with a large population of ethnic minorities such as Binh Lieu, Ba Che, Tien Yen, Hai Ha, Dam Ha... have identified and promoted the cultural values of ethnic minorities along with the beautiful natural values of mountainous and border areas to build attractive and unique tourism products, attracting visitors to explore and experience.
Accordingly, ethnic people in all localities have actively and proactively carried out cultural, artistic and sports movements; participated in traditional folk dance and singing club models, taught traditional costume sewing and embroidery to the younger generation; developed community tourism models... On the occasion of festivals, cultural and sports festivals of Tay, Dao, San Chi, San Diu, ethnic minorities are also the main force participating in reenacting traditional rituals, performing arts, sports and folk games. In particular, from here, many cultural activities of ethnic minorities have been developed into unique tourism products of Quang Ninh, loved by tourists such as San Chi women's football in Binh Lieu, Tien Yen...
Quang Ninh province has had many practical policies and strategies to develop sustainable socio-economy in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas. In particular, the implementation of building "Cultural Village models" according to Resolution No. 06-NQ/TU of the Provincial Party Committee and Resolution No. 16/NQ-HDND of the Provincial People's Council is not only a solution to preserve and promote traditional cultural values, but also a sustainable direction to boost the economy and improve people's lives.
To implement the above Resolutions, the Provincial People's Committee issued Plan No. 20 dated October 29, 2021 directing the Provincial Ethnic Committee (now the Department of Ethnic Minorities and Religions) to review, research, build, restore and preserve 4 Ethnic Minority Villages in the province in association with the development of community tourism and eco-tourism. Specifically, by the end of 2022, 3 Ethnic Minority Villages will be established, including: Tay Village in Cau Village (Luc Hon Commune, Binh Lieu District); Dao Thanh Y Village in Po Hen Hamlet (Hai Son Commune, Mong Cai City); San Diu Village (Binh Dan Commune, Van Don District); in 2023, 1 more San Chi Village will be established in Luc Ngu Village (Huc Dong Commune, Binh Lieu District).
Currently, localities have actively restored and preserved many unique cultural activities and festivals of ethnic minorities. For example, Mong Cai City has made a detailed plan at a scale of 1/500 for the Community Cultural Tourism Village in Po Hen village, Hai Son commune; restored Po Hen market, preserved culture associated with tourism development through the Border Sim Flower Festival in Hai Son commune.
The San Diu Ethnic Cultural and Tourism Village (Binh Dan Commune, Van Don District) is invested in on the basis of construction and renovation on the area of the old cultural house, including construction items: Expanding the road from the intersection to the center; building a festival yard; building a village gate; a gallery of cultural heritage space of the San Diu ethnic group in Binh Dan Commune; sound and lighting system on the second floor of the traditional house... has been put into operation since December 2024. This is not only a place to preserve and promote traditional cultural values, but also a center to connect and introduce unique cultural identities to a large number of domestic and foreign tourists. With the types of experiential tourism, cultural tourism and community tourism, the San Diu Ethnic Cultural and Tourism Village in Binh Dan Commune will contribute to creating a unique tourism value chain, attracting more and more tourists to Van Don.
Restoring and preserving ethnic minority villages is not only a solution to preserve heritage, but also an affirmation of a sustainable development direction, rich in identity. When the community is empowered to own their cultural space, they not only preserve their identity but also proactively create livelihoods from heritage, meeting the people's expectations.
