The project is invested by Vietnam Electricity Group (EVN); Power Project Management Board 3 (EVNPMB3) is assigned as the investor's representative. It is expected to energize the project in the fourth quarter of 2025 and complete the entire project in 2026.
On the afternoon of December 12, EVN and the consortium of PC1 Group Joint Stock Company - Power Construction Consulting Joint Stock Company 4 (PC1 - PECC4) signed the contract for package HH01-DZCĐ - design, supply of equipment and construction of submarine cable sections (EPC).

The EPC package is the main package of the project with the scope of work including design, equipment supply and construction of a 110 kV submarine cable line with a length of about 77.7 km from the sea transition point in Soc Trang to the landing point in Con Dao.
Mr. Nguyen Tai Anh, Deputy General Director of EVN, said that this is one of EVN's key projects in 2025.
EVN has assigned the task to Power Project Management Board 3 and the EPC contractor to manage the project, organize construction to ensure compliance with safety, quality, and environmental requirements, and focus resources and equipment to accelerate progress and complete the project according to the set plan.
The project to supply electricity from the national grid to Con Dao district was approved by the Prime Minister on June 16, 2023 in Decision 708/QD-TTg. Accordingly, given the importance of the project, the Government assigned the Ministry of Industry and Trade to direct and guide EVN in reviewing and completing the project dossier..., ensuring safety, maximizing the role and efficiency of project investment and being suitable for transmission purposes in the national power system.
The Prime Minister also assigned EVN many specific tasks, including being responsible for organizing, implementing, and managing the project in accordance with legal regulations, ensuring the set progress.
