Social housing needs
The province has identified the development of social housing for low-income earners and industrial park workers as a key task in the province's socio-economic development. The development of social housing has been specifically reflected in the province's housing development program and plan, in urban planning and industrial park planning; especially in the detailed planning of new urban development projects and commercial housing areas in the area, at least 20% of the residential land fund is reserved for social housing investment, ensuring synchronization of technical infrastructure and social infrastructure and requiring project investors to invest on this land fund in a timely manner according to the progress of each project.
The development of social housing in the province is still limited. In the period 2011 - 2020, the province only had 2 social housing projects, 449 apartments, with a total floor area of 20,374m2 . Of which, 1 project of workers' housing for rent in the industrial park and 1 social housing project invested by the state to serve cadres, civil servants and public employees.
From 2020 to present, the province is implementing the construction of 2 social housing apartments under the commercial housing project and invested by private capital. Currently, only 1 apartment building with a scale of 95 apartments with a total construction area of 8,594m2 has been completed; 1 apartment building is under construction with a scale of 145 apartments with a total floor area of 15,600m2 . The development of social housing in the province has not met the demand. Due to the urgent need for accommodation to work, low-income workers and industrial park workers have to rent houses built by the people themselves, sometimes not meeting the requirements of infrastructure, living conditions, security and order, and environmental sanitation.
At the conference to deploy the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", organized by the Ministry of Construction in the form of direct and online communication to localities nationwide, delegates contributed many ideas to implement this project. A representative of the State Bank of Vietnam said that in order for the 120,000 billion VND loan program to truly come into life, contributing to the goal of building at least 1 million social housing apartments for low-income people and industrial park workers by 2030, ministries and branches need to review and amend relevant legal documents to remove legal obstacles, procedures and processes in investing and building social housing and workers' housing, increasing the supply of this real estate segment to the market, meeting the real needs of the people.
The People's Committees of provinces and cities need to pay attention to and arrange land funds for social housing development; promptly announce the list of projects so that beneficiaries have conditions to access loans at commercial banks; step up propaganda work to investors of social housing projects, worker housing projects as well as local people about the 120,000 billion VND loan program to grasp and access the program.
Development orientation
Ben Tre province has identified social housing investment as part of its industrial park and new urban area projects. Phu Thuan Industrial Park, Binh Dai District (about 230ha in size) is currently investing in and has earmarked about 8.6ha of land to invest in workers' housing and trade union facilities to serve workers in the industrial park. According to the progress of the Phu Thuan Industrial Park investment project, the province will call for investment in workers' housing on this land.
Currently, the province is vigorously implementing 7 key urban projects with a total area of about 742 hectares. Of these, 3 projects have identified investors and implemented site clearance work, 4 projects are in the stage of preparing documents to request approval of investment policies. When the projects are completed, it is expected that there will be about 4,000 social housing units.
Therefore, with the target assigned by the Prime Minister in the project by 2030, Ben Tre province will complete 4,700 social housing units, the province will resolutely direct the implementation of the contents in Official Dispatch No. 1608/BXD-QLN dated April 24, 2023 of the Ministry of Construction on urging the implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers", ensuring the achievement of the project's objectives, creating accommodation for workers who are eligible for social housing policies according to the provisions of the Housing Law.
However, the development of social housing in the province and many provinces and cities across the country is also facing many difficulties and obstacles. In that general situation, at the conference to deploy the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", organized by the Ministry of Construction, representatives of the People's Committees of provinces and cities also proposed that the Ministry of Construction, the State Bank of Vietnam, central ministries and branches consider providing guidance on the contents related to the management and use of land use fees payable for the 20% land fund in commercial housing construction investment projects, urban areas according to regulations; study to shorten the time for selecting investors for housing construction investment projects in general, social housing construction investment projects in particular; study and remove difficulties and obstacles related to land funds for social housing, determining the selling price of social housing, etc.
Regarding the need for social housing in the province, there are currently about 10,000 low-income workers in urban areas. By 2030, about 50,000 workers in industrial parks and clusters will need housing and 4,200 officials, civil servants and public employees will need housing. |
