Investing 284 billion VND to build a rest stop at Km36+500 on Cam Lo - La Son highway

The Director of the Vietnam Expressway Administration has just signed a decision approving information and a progress monitoring table for the implementation of investor selection activities for the Km36+500 rest stop construction investment project under the Cam Lo - La Son section component project on the North - South expressway, Eastern section.
The Ho Chi Minh Road Project Management Board is required to promptly deploy the next steps based on the approved information to soon complete the selection of investors, ensuring compliance with legal regulations.
The Director of the Vietnam Expressway Administration requests the Ho Chi Minh Road Project Management Board, the design consultant and the appraisal consultant within the assigned scope and tasks to be responsible for the information content in the investment project proposal for the rest stop project.
The investment project for the business of the Km36+500 rest stop station under the Cam Lo - La Son section project includes the station on the right side of the route with a total area of 6.1ha; the station on the left side of the route with a total area of 5.17ha.
There are 3 types of items planned to be built in the Km36+500 rest stop business investment project of the Cam Lo - La Son section component project.
Specifically, public service works (providing free services) include: parking lots; rest areas; temporary rest rooms for drivers; toilets; information provision areas; places to organize and launch traffic safety propaganda; and places for rescue workers and first aid for traffic accidents.
Commercial service facilities include: food and beverage service areas; product display and sales areas; fuel stations; electric vehicle charging stations; vehicle maintenance and repair workshops; car washes; restaurants; entertainment areas; children's play areas; auxiliary facilities; other essential services to meet people's needs.
Auxiliary works include: local symbols or rest stops; places for production and processing of local specialties; places for community activities (organizing fairs, cultural activities); and auxiliary works in the investment incentive category.
The project investment capital includes the preliminary total cost of project implementation and preliminary compensation, support and resettlement costs of VND 282.49 billion, of which the preliminary total cost of project implementation is VND 275 billion; compensation, support and resettlement costs are VND 7.41 billion.
The Project's investment capital is 100% of the investor's capital, including equity and other legal capital mobilization to comply with investment law regulations.
It is known that the location of Km36+500, the construction area of the rest stop on both sides, is hilly land, production forest land, land for growing annual crops, no residential land, there is a residential road passing through, currently the site clearance work has not been carried out.
According to the decision of the Vietnam Expressway Administration, the overall progress of the Project is expected to be 15 months, of which the completion time of public service works is expected to be 9 months, determined from the effective date of the contract between the competent authority and the investor. The exploitation period after the completion of the investment work is 25 years.
The Vietnam Expressway Administration assigned the Ho Chi Minh Road Project Management Board to organize a bidding process using the domestic open bidding method, one stage, one envelope. The start time for organizing the selection of investors for the Km36+500 rest stop construction investment project under the Cam Lo - La Son section component project is the third quarter of 2024.
