Fighting against crimes that disturb public order

Subjects causing public disorder in Quang Phu ward ( Thanh Hoa city) were arrested.

Through the investigation and handling of the police force, it is shown that the cause of intentional injury and public disorder crimes is mainly due to immediate conflicts in relationships, daily life, conflicts in business, and the use of alcohol... Some thugs even show signs of gathering to party, cause trouble, use firearms and dangerous weapons to settle scores, take revenge on each other, fight over business areas or collect debts, collect debts for hire, and provide protection, thereby causing many murders, extortion, intentional injury, public disorder, and throwing dirty substances into people's homes...

On March 30, 2025, the Criminal Police Department of the Provincial Police investigated, clarified and arrested two subjects, including: Hoang Trong Ha Vinh, born in 2007 in Dong Khe commune and Dinh Minh Dat, born in 2005 in Dong Ve ward (Thanh Hoa city) for the acts of "Murder" and "Disturbing public order". According to the investigation results, due to a previous personal conflict, at about 9:00 a.m. on March 28, another young man, Van Duc Minh Quan, called Hoang Trong Ha Vinh to go to the Bo bridge area, Dong Ve ward to resolve the conflict. When leaving, Quan carried a knife and invited Dinh Minh Dat to go with him.

At 9:40 a.m. the same day, when the subjects were traveling on National Highway 1A (through the Bo bridge area, in front of house number 460 Quang Trung, Dong Ve ward, Thanh Hoa city), they encountered Hoang Trong Ha Vinh riding a motorbike out of Ve Da alley. At this time, Quan held a knife and slashed Vinh repeatedly, seriously injuring his hand; then Dat drove his car into Vinh, causing him to fall onto the road. During the struggle, Vinh grabbed the knife from Quan's hand and slashed him repeatedly in the head and body, seriously injuring Quan; then he got in his car and left. Immediately after receiving the information, the Criminal Police Department mobilized forces to investigate, clarify and issue an order to temporarily detain Hoang Trong Ha Vinh and Dinh Minh Dat to investigate and clarify the acts of murder and disturbing public order; at the same time, consolidate evidence to investigate and handle the violations against Van Duc Minh Quan when this subject is discharged from the hospital.

Previously, on March 7, 2025, the Criminal Police Department of the Provincial Police also issued a decision to temporarily detain 7 subjects to investigate and clarify the act of disturbing public order. Accordingly, the 7 subjects were temporarily detained for the act of disturbing public order, including: Bui Van Thanh, born in 1994; Vu Mai Quyen Linh, born in 2007, all residing in Nga Son district; Le Doan Khue, born in 2008; Tran Van Dat, born in 2008; Nguyen Trung Kien, born in 2004; Ha Van Khoa, born in 2008 and Nguyen Van Nam, born in 2008, all residing in Sam Son city. According to the initial investigation results, due to a conflict with another group of young people, at around 1:00 a.m. on March 2, the group of Bui Van Thanh and Vu Mai Quyen Linh and a number of other subjects went to the rented room area in Nga Son town, Nga Son district. Here, Thanh and Linh's group used sticks and stones to chase and beat each other, injuring two people.

Lieutenant Colonel Nguyen Huu Thinh, Head of the Criminal Police Department (Provincial Police) said: "Disturbing public order and intentionally causing injury are acts of intentionally disrupting the stable, organized, and disciplined state in public places, negatively affecting security and order and social safety. This is a crime that directly violates public order and can cause damage to the interests of the State, society, and the legitimate rights and interests of citizens protected by law, greatly affecting the normal activities of everyone in public places. In order to improve the effectiveness of prevention and combating crimes of intentionally causing injury and disturbing public order, the police force in the province has regularly promoted measures to propagate,educate and disseminate the law to raise awareness among all classes of people with diverse and rich contents and forms, suitable to the situation and characteristics of the residential area. Thereby, it has created a clear change in the work of ensuring security and order.

Along with that, the police force has increased its forces and means, grasped the situation and areas, proactively detected conflicts and disputes early to advise and participate in timely resolution; called and warned bad elements. On the other hand, it has strengthened armed patrols, ensured security and order on key routes and areas to detect groups gathering with weapons and dangerous weapons, and showed signs of committing crimes to proactively prevent and stop them. The police force also regularly reviewed and managed residences and business lines with conditions on security and order; actively inspected, recovered, and mobilized people to hand over weapons, explosives, and supporting tools. In addition, it regularly announced methods, tricks, causes, and conditions for the occurrence of crimes of intentional injury and public disorder, and strongly launched a movement for the entire population to participate in denouncing criminals.

However, to prevent the above situation, in addition to the professional measures of the police, there needs to be more drastic involvement from the local authorities and organizations to propagate and raise awareness of general prevention in society. When discovering conflicts, relatives and witnesses need to be responsible for preventing and reconciling, if not resolved thoroughly, they need to report to the police to promptly intervene to prevent. In addition, it is necessary to focus on fighting and suppressing organized criminal gangs and groups that use firearms and dangerous weapons to commit crimes...
