Fight against piracy and copyright infringement in the publishing industry

On April 22, a seminar to collect opinions on the law amending and supplementing the Law on Publishing was held at the hall of Tre Publishing House (District 3, Ho Chi Minh City).

This is an activity organized by the Vietnam Publishing Association in coordination with the Department of Publishing, Printing and Distribution, Ministry of Culture, Sports and Tourism, with the participation of many experts, publishers, printing and distribution units in the southern region. The discussion was chaired by Mr. Do Quang Dung (Vice President of the Vietnam Publishing Association) and Mr. Nguyen Nguyen (Director of the Department of Publishing, Printing and Distribution).

During the discussion, the issue of solving piracy was mentioned by many experts and publishers, aiming to help book publishers as well as protect customers. When talking about this issue, Mr. Nguyen Nguyen commented that pirated products are currently "not only sold on street corners but also put on the internet". "It's time for us to really fight and say no to the problem of pirated books", the Director emphasized.

Mr. Nguyen Nguyen also stated that in the policies that the implementation of the amendment of the Publishing Law aims at, there is mention of the issue of perfecting the state's policies on publishing activities, strengthening management to protect the publishing market, fighting against piracy and copyright infringement in publishing activities. "It will be impossible to develop if we do not focus on the story of fighting against piracy. If we do not do this, we will not be able to have a developed publishing industry," said the Director of the Department of Publishing, Printing and Distribution.

Based on that, the Department of Publishing, Printing and Distribution plans to amend and supplement Article 10 in the direction of adding prohibited acts of publishing publications without legal origin, publications without deposit, and pirated printed products. This unit also plans to amend Article 4 to explain the terms, supplement the content explaining the regulations on pirated printing of publications, as a basis for handling cases of pirated printing and copyright infringement. In addition, the Department of Publishing, Printing and Distribution plans to add a provision on the implementation of registration of intermediary activities, thereby serving as a basis for managing and preventing copyright infringement.

In addition, the implementation of the amendment to the Publishing Law also aims to improve the operational capacity of publishers, printing and distribution establishments, promote digital transformation, develop publishing and distribution of electronic publications. The Department of Publishing, Printing and Distribution also pays attention to the policy of reforming administrative procedures in the field of publishing, printing and distribution.
