Important milestone in cooperation between Vietnam and Bulgaria

NDO - On the afternoon of November 25, at the National Assembly House, National Assembly Chairman Tran Thanh Man had a meeting with Bulgarian President Rumen Radev, who is on an official visit to Vietnam. To further strengthen cooperation between the two National Assemblies and contribute to deepening the Vietnam-Bulgaria relationship, the National Assembly Chairman asked President Rumen Rudev to support the two National Assemblies in maintaining exchanges of high-level delegations and committees, exchanges and contacts between Friendship Parliamentarians Groups, young parliamentarians and female parliamentarians; and coordinate to monitor and promote the effective implementation of agreements between the two Governments.


The National Assembly Chairman also suggested that the two countries' National Assemblies maintain contact, consultation, coordination and mutual support at multilateral parliamentary forums as well as on regional and world issues of mutual concern.

Bringing bilateral relations to new heights

The National Assembly Chairman stated: President Rumen Radev's visit is an important milestone in the cooperative relationship between the two countries, initiating many important events that the two countries will jointly organize on the occasion of the 75th anniversary of diplomatic relations in 2025; affirming the high determination of the leaders of the two countries in promoting and bringing the bilateral relationship to a new height.

At the meeting, the National Assembly Chairman stated: Vietnam and Bulgaria have a traditional friendship and good cooperation, with a history of nearly 75 years (1950-2024). Bulgaria is one of the first 10 countries in the world to recognize and establish diplomatic relations with Vietnam, starting a traditional friendship and long-term cooperation between the two countries.

The National Assembly Chairman affirmed that Vietnam always remembers the precious sentiments and great support that the Bulgarian people have given Vietnam in the past struggle for national liberation, regaining independence and reunification as well as in the cause of socio-economic construction and development today.

Bulgaria has helped Vietnam in training students, researchers, experts and skilled workers in many fields; those who have since made important contributions to Vietnam's development, contributing to fostering the traditional friendship between the two nations, including former National Assembly Chairman Nguyen Sinh Hung and former Vice President Nguyen Thi Doan.

The Bulgarian President thanked the Party, State of Vietnam and National Assembly Chairman Tran Thanh Man personally for the warm and respectful reception given to the delegation; affirming that the long-standing traditional friendship and good cooperation between Bulgaria and Vietnam have been proven over time.

The Bulgarian President thanked the Vietnamese National Assembly for its active support for the cooperative relations between Bulgaria and Vietnam in general and the cooperative relations between the two countries' National Assemblies in particular, of which the visit to Vietnam by the Chairman of the Bulgarian National Assembly in January 2024 is a testament; he believes that the support and close cooperation of the two countries' National Assemblies will create a legal framework to consolidate, strengthen and deepen the cooperative relations between Bulgaria and Vietnam in the coming time.

The Bulgarian President appreciated the fact that the two sides have signed many cooperation documents in various fields, and continued to maintain open exchanges of high-level delegations and delegations at all levels; he expressed his belief that the signed documents will deepen the cooperative relationship between the two countries in various fields, including economic cooperation.

Announcing the results of the successful talks with President Luong Cuong, the Bulgarian President said that the two sides had in-depth discussions on many issues of mutual concern as well as measures to promote bilateral cooperation in the coming time.

President Rumen Radev affirmed that Bulgaria prioritizes promoting cooperative relations with Vietnam; he said that the delegation on this official visit to Vietnam includes many Bulgarian enterprises seeking cooperation and investment opportunities in Vietnam.

Appreciating Vietnam's achievements in socio-economic development as well as industrialization and modernization, President Rumen Radev expressed his impression of Vietnam's practical and open policies, especially in the current process of deep international integration.

President Rumen Radev emphasized: Bulgaria supports Vietnam in strengthening its cooperative relations with the European Union (EU); proposed that on the basis of the long-standing traditional friendship and good cooperation between the two countries as well as the signed cooperation documents between the two countries and the EU, such as the Vietnam-EU Free Trade Agreement (EVFTA) and the Vietnam-EU Investment Protection Agreement (EVIPA), the two sides continue to expand cooperation in the fields of economy, trade, investment, science and technology, education and training, tourism, security and defense, etc.

National Assembly Chairman Tran Thanh Man sincerely thanked the State and people of Bulgaria and President Rumen Radev personally for their good opinions and sentiments towards Vietnam; highly appreciated the activities of the President and his wife and the high-ranking delegation of the Bulgarian State within the framework of this visit to Vietnam, especially the talks with President Luong Cuong this morning; the meetings with General Secretary To Lam and Prime Minister Pham Minh Chinh.

The National Assembly Chairman was pleased to note that Vietnam and Bulgaria have built a trustworthy political relationship through regular exchanges of delegations at all levels, especially high-level delegations.

Strengthening cooperation between the two National Assemblies

National Assembly Chairman Tran Thanh Man affirmed: The Vietnamese National Assembly supports the development of traditional friendship and cooperation in all fields between Vietnam and Bulgaria; hopes that the two countries will further strengthen cooperation through Party, Government and National Assembly channels.

Regarding cooperation between the two countries' National Assemblies, the National Assembly Chairman stated that the Vietnamese National Assembly wishes to further strengthen cooperation with the Bulgarian National Assembly, especially after the two sides signed a new Cooperation Agreement in 2023.

Besides, the two sides need to strengthen cooperation in education, labor, and promote Vietnam's investment activities in Bulgaria.

On this occasion, National Assembly Chairman Tran Thanh Man thanked and appreciated the Bulgarian National Assembly for promptly ratifying EVIPA right before the visit to Bulgaria by the Chairman of the Vietnamese National Assembly (September 2023), contributing to facilitating investment activities of businesses on both sides.

The National Assembly Chairman suggested that Bulgaria contribute its voice in support of the European Commission (EC) to soon remove the “yellow card” on Vietnam’s seafood exports, taking into account Vietnam’s determination, efforts and positive results in seriously implementing the EC’s recommendations on sustainable fisheries development.

During the discussion, President Rumen Radev expressed his belief that the delegation's visit this time will create new momentum for the long-standing traditional friendship and good cooperation between Bulgaria and Vietnam.

Agreeing with the proposals of National Assembly Chairman Tran Thanh Man, President Rumen Radev affirmed: Bulgaria is always a trusted friend and supporter of Vietnam in regional and international forums.

President Rumen Radev affirmed that Bulgaria is ready to increase the import of Vietnamese goods, and is also ready to export to Vietnam Bulgarian products that are strong, such as pharmaceuticals, industrial products, etc. Bulgaria wishes to import more of Vietnam's strong products.

National Assembly Chairman Tran Thanh Man took this opportunity to thank the Bulgarian State, Government and National Assembly for their support to the Vietnamese community living and working in Bulgaria; and sincerely thanked the President for his good feelings and interest in the development of the Vietnamese community in Bulgaria.
