On the afternoon of January 8, at the Presidential Palace, President Vo Van Thuong received Chairman of the National Assembly of the Republic of Bulgaria Rossen Dimitrov Jeliazkov, who is on an official visit to Vietnam.
President Vo Van Thuong welcomed the Chairman of the Bulgarian National Assembly to pay an official visit to Vietnam at the beginning of the new year 2024, demonstrating the high political respect and trust in the cooperative relationship between the two countries.
On the occasion of the New Year, the President congratulated the Chairman of the Bulgarian National Assembly and the Delegation; and sent regards and New Year greetings to President Rumen Radev.
The President was pleased to see that the two countries regularly maintain contacts and exchange delegations at all levels, especially high-level ones. The most recent was the visit to Bulgaria by National Assembly Chairman Vuong Dinh Hue in September 2023.
The President believes that the visit to Vietnam by the Chairman of the Bulgarian National Assembly will create momentum to promote the traditional Vietnam-Bulgaria relationship; at the same time, it is an important milestone to start many events that the two countries will organize to celebrate the 75th anniversary of the establishment of diplomatic relations (1950-2025), thereby promoting the relationship between the two countries to a new height.
Bulgarian National Assembly Chairman Rossen Dimitrov Jeliazkov was pleased to inform the President of the very successful talks with National Assembly Chairman Vuong Dinh Hue and emphasized that through mutual high-level visits, the two countries have shown their appreciation for the bilateral relationship. The Bulgarian National Assembly Chairman hopes that the two sides will actively implement existing cooperation mechanisms, including the meeting of the Vietnam-Bulgaria Intergovernmental Committee.
National Assembly Chairman Rossen Dimitrov Jeliazkov said Bulgaria admires Vietnam’s development achievements in recent times; expressed appreciation for the fact that one-third of the Vietnamese National Assembly’s members are female; and wished to cooperate with Vietnam in all areas of trade, investment, defense, security, etc.
During the visit, the delegation visited and worked in a number of localities. National Assembly Chairman Rossen Dimitrov Jeliazkov said that there is still great potential for cooperation between the two countries' localities, opening up opportunities for economic cooperation as well as promoting people-to-people exchanges; and welcomed Vietnam sending experts to teach Vietnamese in Bulgaria.
The President of the Bulgarian National Assembly hopes that Vietnam will be a bridge for Bulgaria to promote cooperation with ASEAN as well as promote cooperation between ASEAN and the European Union.

President Vo Van Thuong affirmed that Vietnam always attaches importance to the relationship with Bulgaria, remembering Bulgaria's important assistance in the past struggles for national liberation and reunification and in the current national construction and development; and thanked Bulgaria for helping Vietnam train thousands of students, experts and skilled workers in many fields.
The President highly appreciated and thanked the Bulgarian National Assembly for its recent support for Vietnam in ratifying agreements with the European Union, including the ratification of the Vietnam-EU Investment Protection Agreement right before the visit to Bulgaria by National Assembly Chairman Vuong Dinh Hue in September 2023, opening up opportunities for investment cooperation between the two countries.
Vietnam appreciates Bulgaria's support for Vietnam in bilateral and multilateral mechanisms, including the cooperation mechanism between ASEAN and the EU, and thanks Bulgaria for supporting Vietnam's candidacy for membership of the Human Rights Council for the 2023-2025 term.
In the coming time, the President hopes that the two sides will further promote foreign political relations, and hopes to soon welcome the Bulgarian President as well as senior leaders and leaders of all levels of Bulgaria to visit Vietnam. The two sides need to continue to promote more frequent exchanges between parliamentarians of the two countries; share experiences and cooperate in legislative activities; and further promote local exchange activities.
Appreciating the Bulgarian National Assembly Chairman's working visit to several localities of Vietnam, the President hopes to welcome more and more Bulgarian tourist delegations to visit and travel to Vietnam.
The President asked National Assembly Chairman Rossen Dimitrov Jeliazkov and the Bulgarian National Assembly to continue promoting favorable conditions for Vietnamese people living and working in Bulgaria; and asked Bulgaria to support and urge the European Commission (EC) to soon remove the yellow card (IUU) for Vietnamese seafood products.
The President also suggested that the two sides continue to cooperate and share visions on regional and international issues; asked the Bulgarian National Assembly to support the stance of Vietnam and ASEAN, resolve disputes by peaceful means on the basis of compliance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), ensure security, safety, and freedom of navigation and aviation; contribute voices and promote the parties to fully, seriously, and in good faith implement the Declaration on the Conduct of Parties in the East Sea (DOC); negotiate and develop a substantive, effective Code of Conduct in the East Sea (COC) document in accordance with international law.
At the reception, the two leaders agreed to direct the two countries' functional agencies to promote bilateral cooperation activities, aiming to organize many important and practical events to celebrate the 75th anniversary of diplomatic relations in 2025.
