The National Assembly's monitoring delegation has just reported on the results of monitoring the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks.
The delegation reported in detail on the compilation, appraisal, approval and promulgation of the 2018 General Education Program.
Vietnam's education is making many strides but there are still many problems (illustrative photo - source Internet).
Specifically, through practical supervision and research synthesizing voters' opinions and public opinion, the Supervisory Delegation found that the 2018 General Education Program has been systematically, elaborately, seriously developed, based on political, scientific, theoretical and practical foundations;
Thoroughly grasped the viewpoints and spirit of fundamental and comprehensive innovation in education and training stated in the resolutions of the Party, National Assembly and Government.
To date, the 2018 General Education Program has been implemented nationwide from the 2020-2021 school year according to the prescribed roadmap.
However, the Supervisory Delegation also pointed out that the compilation, appraisal, approval, promulgation and implementation of the 2018 General Education Program still had some shortcomings, such as the progress of developing and promulgating the new General Education Program did not ensure the roadmap set forth initially in Resolution No. 88/2014/QH13 and Decision No. 404/QD-TTg dated March 27, 2015.
The new general education program was issued 30 months later than required; the program for ethnic minority language subjects, the program for National Defense and Security Education, and the programs for some foreign languages (other than English) were not issued in a timely manner and in sync with the overall program.
This is one of the main reasons affecting the progress of textbook compilation and the roadmap for implementing general education innovation according to the requirements of Resolution No. 88/2014/QH13;
The Government had to report to the National Assembly to issue Resolution No. 51/2017/QH14 adjusting the roadmap for implementing innovation in general education programs and textbooks.
The apparatus for directing, organizing, implementing, and evaluating new general education programs and textbooks is still inadequate.
The Program Innovation Steering Committee has had many personnel changes, affecting the progress and effectiveness of the Program development direction.
The members of the Comprehensive Program Development Board are educational scientists, not experienced, good teachers who are directly teaching at high schools.
The curriculum development committee is mainly made up of educational scientists and teachers at pedagogical universities; only two are general education teachers; there are no scientists or teachers specializing in foreign language research and teaching or national defense and security.
Regulations on the compilation and appraisal of general education programs are still not strict in content; there are no specific regulations on organizing training for program drafters;
There are no specific regulations on time, scope, subjects of experimentation and responsibilities of agencies and individuals organizing the experimentation of the program.
Documents related to the process of compiling and evaluating the new general education program have not been fully provided.
The scale and scope of the new general education program experiment are still limited and the effectiveness is not high.
The experimentation of the new general education program is conducted right in the process of building and completing the draft of the overall general education program and the draft of subject programs and educational activities.
The experimental scope is small, in 9,732 study hours/15 subjects/1,165 classes at 48 high schools in 6 localities representing 6 socio-economic regions nationwide; only implemented for new points in content, methods and forms of educational organization, methods of evaluating educational outcomes, and educational activities.
The assessment of the impact of the new Program has not been thorough. The collection and acceptance of opinions from scientists, researchers and the public as well as the assessment of policy impacts during the process of building and perfecting the Program are still incomplete and of poor quality.
The National Assembly's monitoring delegation also pointed out that the development and implementation of the new general education program is not yet consistent with the preparation of necessary conditions.
The new general education program is built in the direction of developing qualities and capacities, implemented simultaneously at all levels of general education nationwide, affecting a large number of teachers and students.
However, the preparation of necessary conditions in terms of institutions, human resources and funding is not timely and lacks uniformity.
The implementation of the new general education program is still confusing in many educational institutions. The 2018 general education program is implemented in a rolling manner at all three levels of education, so in the first phase, a part of students studying the 2006 general education program at the lower level will continue to study the 2018 general education program at the higher level.
The Ministry of Education and Training has issued instructions to adjust the education plan, supplement knowledge of some subjects for students in grades 5 and 9 (according to the 2006 Program) so that they can study the 6th and 10th grade Program (according to the 2018 Program).
Coordination between agencies and units is not close and effective, leading to delays in program development and completion.
