During the 2022 - 2025 term, under the leadership and direction of the Party Committee of the Ministry of Industry and Trade, the Party Cell of the specialized agency has performed well the work of leading and directing the Office of the Party Committee, Party Committees, units advising the Party Committee of the Ministry, the Ministry's Trade Union, and the Ministry's Youth Union to carry out assigned political tasks. Organize the study, dissemination and implementation of directives, resolutions, conclusions and regulations of the Party Central Committee, the Politburo, the Secretariat, the Party Committee of the Ministry of Industry and Trade, the Party Committee of the Central Agencies, the Party Committee of the Ministry of Industry and Trade and performed well the political and ideological work; the work of building the Party, the Trade Union, the Youth Union; the work of inspection, supervision and constantly improving the quality of Party Cell activities.

The Party cell has united, joined forces, and unanimously implemented the Party's guidelines and policies, the State's policies and laws, and the direction of the Party Committees at all levels, ensuring the successful completion of assigned tasks. The Party cell has proactively proposed a diverse and rich content of regular activities, suitable to the general situation of the Party cell, suitable to the functions and tasks of each Party member with each assigned field of monitoring and responsibility, in order to enhance the initiative, independence, and creativity in work and cooperation, coordination, and mutual assistance to successfully complete tasks.

Accordingly, the Party cell has successfully completed 7/7 targets set out in the Resolution of the Party Cell Congress for the 2022 - 2025 term. Notably: Leading the implementation of the political tasks of the Party Cell of the specialized agency in accordance with the Party's guidelines, policies, resolutions, and policies, and the State's laws; performing well the advisory function to help the Ministry's leaders, the Ministry's Party Committee, the Trade Union, and the Youth Union to comply with the Charter of each Party organization and mass organization.

In particular, the Party cell has effectively implemented the Party's directives and resolutions, especially: (1) Resolution of the 13th National Party Congress; (2) Resolution of the 12th Central Committee, Conclusion of Resolution of the 13th Central Committee, on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; (3) Conclusion No. 01-KL/TW of the 13th Politburo on continuing to implement Directive No. 05-CT/TW of the 12th Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle; (4) Regulations on exemplary responsibility of cadres and Party members, especially key leaders at all levels; (5) Resolution No. 35-NQ/TW dated October 22, 2018 of the 12th Politburo on strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile views in the new situation.

Be a role model in political and ideological education for cadres and party members in the Party cell; ensure that cadres and party members have a strong will, unity in will and action, and speak and act according to resolutions.

Every year, 100% of party members complete their tasks well, of which the number of party members completing their tasks excellently in 2022-2023 is 6 party members/year, in 2024 is 7 party members.

Do a good job of political and ideological education

During the term, the Party cell has always paid close attention to political and ideological education, always adhered to Marxism-Leninism and Ho Chi Minh Thought, applied and developed creatively in accordance with the practical situation of the agency and unit. Adhered to the goal of national independence and socialism; the path of innovation for the goal of a rich people, a strong country, democracy, fairness and civilization.

The Party cell has regularly paid attention to, strengthened the dissemination and implementation of directives, resolutions and regulations of higher levels, especially Resolution 4 of the 12th Central Committee, Conclusion of Resolution 4 of the 13th Central Committee on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality and lifestyle; manifestations of "self-evolution" and "self-transformation" within the Party in conjunction with Directive 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

In addition, with the nature of daily work, all party members in the Party cell regularly access and update information, directives, resolutions, conclusions, and directions of the Central Executive Committee, the Politburo, the Secretariat, and many directive documents of the Party, so the political awareness and working capacity of each party member of the Party cell are regularly self-studied, cultivated, and enhanced.

Regarding Party building, the Party cell has developed and issued the Working Regulations of the Party cell for the 2022 - 2025 term, which clearly defines the responsibilities and powers of the Party cell Secretary and each Party member in the Party cell, clearly stipulates the working regime and main tasks; ensures strict implementation of the principle of democratic centralism and proper performance of assigned responsibilities and powers.

Implement well the Central Resolutions on improving the quality of Party cell activities. During the meetings, all Party members in the Party cell seriously conduct criticism and self-criticism, give frank comments to gain experience for themselves and the collective, share information, experience, and learn from each other. The Party cell also seriously implements and improves the quality of quarterly thematic activities on the topic of studying Ho Chi Minh's ideology, morality, and style according to the annual guidance of the Party Committee of the Ministry of Industry and Trade and other practical topics related to Party work and professional work of the unit.

The Party Cell has seriously implemented the regulations and instructions of the Central Committee and the instructions of the Party Committee of the Ministry on annual self-criticism, criticism, assessment and classification of Party organizations and Party members.

Through annual reviews, 100% of Party members in the Party Cell were assessed as having fulfilled their tasks well. Throughout the term, for consecutive years, the CQCT Party Cell was awarded a Certificate of Merit by the Party Committee of the Ministry of Industry and Trade for achieving the title of clean and strong collective.

In addition, the Party cell has also successfully completed the work of inspection, supervision, collection and expenditure of party fees; building agencies, units, and leading mass organizations.

Based on the results achieved and the shortcomings pointed out, the Party cell also drew 5 lessons related to unity in leadership and direction; the role of the leader. Be proactive and creative in implementing political tasks, associated with building specific, clear, scientific and highly feasible plans. At the same time, maintain Party cell activities in a quality and effective manner; focus on regular inspection and supervision.

Entering the new term, the Party Cell of the Party - Mass Organization Specialized Agency has also set out new directions and tasks with the common goal of: Focusing on building a clean and strong Party cell in terms of politics, ideology, organization and ethics; improving the leadership capacity and fighting strength of the Party cell and Party members. Continuing to implement the Resolution of the 4th Central Committee, Session XIII and XIV, on strengthening Party building and rectification; Prevent and repel the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party, associated with continuing to implement Conclusion No. 01 on continuing to implement Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, associated with Regulation No. 08-QDi/TW dated October 25, 2018 of the Central Executive Committee and Regulation No. 101-QD/TW dated June 7, 2012 of the Secretariat on the responsibility of setting an example for cadres and party members.

Fully grasp the Party's guidelines and resolutions, the State's policies and laws; uphold the sense of responsibility, promote democracy, and maintain solidarity and unity. Regularly innovate the content and improve the quality of Party cell activities; focus on training and fostering cadres to meet assigned tasks. Continue to strengthen leadership and direction to effectively perform assigned tasks, focusing on advising and assisting the Ministry's leaders and the Standing Committee of the Ministry's Party Committee to achieve efficiency and quality, meeting the increasingly high requirements of leaders at all levels.

Including specific goals such as: Every year, 100% of party members of the Party cell participate in studying and researching the Central Committee's directives and resolutions. 100% of party members complete their tasks well or better; strive for 20% of party members of the Party cell to complete their annual tasks excellently; strive to achieve the title of a clean and strong Party cell.

To successfully implement the above targets, the Party cell has also proposed comprehensive solutions and tasks for each field related to political and ideological work and implementation of political tasks; Party building work; inspection and supervision work; mass mobilization work and organization leadership.

Focus on 6 important tasks

Speaking at the congress, comrade Nguyen Hong Dien - Member of the Party Central Committee, Party Secretary, Minister of Industry and Trade acknowledged and highly appreciated the achievements of the Party Cell of the Party - Mass Organization Specialized Agency. The report of the cell correctly assessed the achievements and also set out the direction and tasks for the next term.

Accordingly, the Party cell has been unanimous, united, and complied well with the regulations of the superiors and the directions of the Party Committee of the Ministry to successfully complete the assigned tasks.

Second, it has seriously and promptly implemented the Party's guidelines and resolutions, the State's policies and laws, and the resolutions of the Party, the Party Committee, the Standing Committee, and the directions of the Minister and the Ministry's leaders; done a good job of political education for Party members; Party members are all exemplary in implementing the Party's guidelines and viewpoints and the State's policies and laws, thereby contributing to the performance of the Ministry of Industry and Trade.

Third, through annual evaluation, 100% of party members, cadres and civil servants of the Party cell are exemplary in completing assigned tasks well.

However, in addition to the achieved results, Party Secretary and Minister Nguyen Hong Dien also pointed out the shortcomings and causes of the shortcomings of the Party cell during the term to overcome in the coming time, related to the role and direction of the Party Committee and Party members; quality of staff work; inspection, supervision, assignment and urging of Party members to carry out political tasks.

Regarding the direction of tasks in the coming time, Minister Nguyen Hong Dien basically agreed with the draft of the Party cell for the 2025-2027 term. However, it is necessary to note the new points that the leadership and direction of the Party cell in the current period must be comprehensive in political tasks, not just party work as before.

The Minister suggested focusing on clarifying and performing well a number of key tasks as follows:

Firstly, it is necessary to continue to seriously and promptly grasp the Party's viewpoints, policies, directives and resolutions; the State's policies and laws; focus on building programs and plans in line with the orientation to direct and carry out tasks in the coming time. Continue to do a good job of political and ideological work, moral education, lifestyle, and promote the pioneering and exemplary nature of the Party organization and Party members. According to the Minister, to do it correctly and accurately, we must understand and grasp the Party's five leadership methods effectively.

Second, the Party cell committee must thoroughly grasp and fully implement leadership work. Correctly implement five methods including: Issuing policies and resolutions; propaganda and mobilization; assigning implementation; inspection and supervision; setting an example.

After issuing the resolution, it is necessary to organize and lead its implementation, continue to do a good job of assigning specific tasks to party members, periodically supervise party members in performing their tasks; focus on inspection and supervision of party members and party organizations.

Third, do a good job of assigning work to party members in conjunction with specific functions, tasks, and obligations in each period and stage; there must be a mechanism to supervise party members in their work; promote the role of party organizations and party members.

The Ministry's leaders presented flowers and expressed gratitude to the Party Committee members who had completed their tasks in the 2022-2025 term.

Fourth, the Party cell needs to follow more closely the political tasks of each unit for the leadership, Party members, cadres and civil servants in the unit. Review, amend and supplement regulations, rules, working procedures and closely coordinate with the leaders of the units to carry out the tasks because the Party cell has a very important and comprehensive role and task.

Fifth, it is necessary to focus on grasping the situation, status, and ideology of cadres, party members, and workers in the units, especially during the period of restructuring the apparatus. In particular, it is necessary to do a good job of ideological work; protect internal politics, preserve and use Party documents well, not leak information according to regulations; and maintain Party speech discipline.

Sixth, be proactive and do better in providing timely advice to the Party Committee and the Party Committee Standing Committee to be compatible and worthy of one's role and position.

The Minister believes that, with the achieved results and tradition of solidarity, the Party Cell of the Party - Mass Organization Specialized Agency will successfully complete the assigned tasks.

The Party Cell of the Specialized Party - Union Agency (CQCT) is a cell directly under the Party Committee of the Ministry of Industry and Trade, established on March 24, 2025 under Decision No. 25-QD/DUB of the Party Committee of the Ministry of Industry and Trade, on the basis of merging the Party Cell of the Office of the Party Personnel Committee and the Party Cell of the Specialized Party Committee - Trade Union - Youth Agency.
