Implementing the goals and targets in the Resolution Letter of the 3rd Congress of Ethnic Minorities (EM) of Quang Ninh province in 2019, with the attention, investment and support of the Central Government, the close and drastic leadership and direction of the Party Committee and the government, the consensus, response and participation of the people, the EM area of the province has had Clear changes in many areas. Ethnic policies are implemented promptly, helping people have more motivation to develop the economy, eliminate hunger and reduce poverty, and build a prosperous and happy life.
The Party Committee and the provincial government always pay special attention and prioritize investment in socio-economic development, improving the material and spiritual life of people in ethnic minority, mountainous, border and island areas; taking care to consolidate and strengthen the great national unity bloc. The investment and support of policies and projects from the Central, provincial and local levels have added strength to the ethnic people in the province to promote the tradition of solidarity, strive to overcome difficulties and challenges, and make important contributions to the cause of building and defending the homeland and the country.
Notably, the implementation of the integration of 3 national target programs (sustainable poverty reduction; building new rural areas; socio-economic development in ethnic minority and mountainous areas) and the overall project associated with the implementation of Resolution 06-NQ/TU of the Provincial Party Committee to create a combined strength of resources to promote comprehensive development in ethnic minority and mountainous areas. The provincial budget to support the implementation of the socio-economic development program in ethnic minority, mountainous, border and island areas for the period 2021-2024 is more than 4,000 billion VND, 2.26 times higher than the period 2016-2020. This is an important resource for the lives of ethnic minority people in the province to increasingly change towards comprehensive development.
Thanks to the attention and care of the authorities at all levels, in recent years, the ethnic minority areas in the province have increasingly prospered. New life is present in every house, in every village; the face of the mountainous countryside is changing day by day. Roads are asphalted and concreted to the villages and hamlets of ethnic minorities.
Over the past 5 years, the province has completed 13/15 key transport projects in ethnic minority, mountainous, border and island areas. The power system has been renovated and upgraded, 100% of households in ethnic minority and mountainous areas have access to the national grid; 99% of rural, ethnic minority and mountainous households have access to clean water; 100% of villages and hamlets have built cultural houses; 100% of villages and hamlets in ethnic minority areas have cultural houses; 100% of communes have sports centers or sports grounds...
In the past 5 years, hundreds of organizations, households, individuals and ethnic minority communities have been supported with land and forest allocation with a total area of over 275,000 hectares to develop production and increase income. Ethnic minorities have also been supported with loans for poverty reduction with a total budget of about 300 billion VND. This has aroused the sense of self-reliance and self-improvement, improving the quality of life of the ethnic people in the province.
The average income per capita in ethnic minority, mountainous, border and island areas in the province has increased from 32.62 million VND/person (in 2020) to 73.348 million VND/person (in 2023). By the end of 2023, Quang Ninh will no longer have poor households according to the Central poverty standard. The province has proactively raised the poverty line 1.4 times higher than the Central poverty line in terms of income criteria. In the province, there are more and more models and bright spots in effective agricultural and forestry production; eco-tourism and community tourism models in ethnic minority areas such as Tien Yen, Binh Lieu, Ha Long... are developing strongly.
Mr. An Van Thanh (Dong Dang village, Son Duong commune, Ha Long city) shared: With the attention and support of authorities at all levels, from the guava garden model, my fellow villagers and I have developed a community experience tourism service model. In particular, since the traffic infrastructure in the village was renovated and expanded, people have borrowed investment capital to expand the model, in order to attract a large number of tourists to experience. In 2024, my family will also expand the lotus pond model and will soon organize a booth to display local OCOP products such as Hoanh Bo guava, khau nhuc... to promote to tourists. Currently, my family's average income is about 300 million VND/year.
In order to help people settle down, in 2023, the whole province had 441 households, including 66 households in ethnic minority, mountainous, border and island areas, supported to build and repair houses with a total budget from socialized sources of nearly 33 billion VND. Notably, after storm No. 3 (Yagi), thousands of households were damaged by natural disasters, most of them in ethnic minority areas, and are continuing to receive support from the province to build and repair houses.
In addition, ethnic minority children study in new, high-quality, spacious and modern schools such as Binh Lieu High School, Tinh Huc Primary School (Binh Lieu); Quang La Secondary and High School (Ha Long City), Ba Che Boarding School for Ethnic Minorities... Ethnic minority students in the province also enjoy a series of preferential education policies, such as: Tuition exemption, dormitory support, priority to attract ethnic minority students to study at Ha Long University, Quang Ninh Vietnam - Korea College, Quang Ninh Medical College; reward policies for award-winning students who are ethnic minorities...
Every year, preschool children and high school students in villages and communes that are out of the special difficulty category in the province are supported with boarding meals and summer school expenses with a total cost of about 31.3 billion VND. The quality of education in ethnic minority areas is increasing. The average rate of ethnic minority students passing university and college entrance exams as desired is 90%; high school graduates are 99%. The whole province has had 411 ethnic minority students winning prizes in provincial-level excellent student competitions; 1 student winning a prize in the national excellent student competition.
Not only that, the traditional cultural identity of ethnic groups is given special attention to preservation and promotion; education and health care for the people are increasingly improved in quality. The grassroots political system is strengthened, the team of cadres and civil servants who are ethnic minorities are interested in training, fostering, and improving their qualifications to meet the requirements. Up to now, 100% of villages and hamlets in ethnic minority areas have Party cells and socio-political organizations. In the past 3 years, the whole province has consolidated 48 Party cells, 32 social organizations and unions in border and island communes and wards to operate in a disciplined and effective manner.
Political security, social order and safety, and national border sovereignty in ethnic minority areas are always maintained. Ethnic minorities always actively participate in the movement "All people protect national security", build the model of "Basic security", contributing to firmly consolidating basic security in remote areas, ethnic minority areas, mountainous areas, border areas, islands, firmly protecting national border sovereignty...
Head of the Provincial Ethnic Committee Luc Thanh Chung affirmed: Over the past 5 years, the entire political system of the province has always strived and determined to bring the ethnic minority region to a new height to meet the requirements of sustainable development of the province and the country. With the joint efforts of the entire political system, the aspirations to rise up, the will to self-reliance of the ethnic minorities in the province, the goals and targets in the Resolution Letter of the 3rd Congress of Ethnic Minorities of Quang Ninh province have been fully achieved in the fields of economy, culture and society. Thereby, contributing to the gradual realization of the goal of "building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional differences in the province"; strengthening the great national unity bloc. At the same time, furthering the trust of ethnic minorities in the Party and State, for the goal of a rich people, a strong country, democracy, fairness and civilization.
The successes achieved in implementing the Resolution of the 3rd Provincial Congress of Ethnic Minorities have clearly reflected the effectiveness of ethnic programs and policies, the people's trust in the leadership of the Party and State continues to be multiplied, the great solidarity of ethnic groups is maintained. This will be the foundation and driving force for ethnic minority areas, mountainous areas, border and island areas in particular, and Quang Ninh province in general to develop more rapidly and sustainably in the coming period .
