Implementing the Central's direction, the Steering Committee for the arrangement of commune-level administrative units in Quang Ninh province is proposing two options: Building 54 new commune-level administrative units, including: 30 wards, 22 communes and 2 special zones of Van Don and Co To; In case the Central approves Mong Cai as a special zone, the option will be adjusted to 51 new commune-level administrative units, including: 27 wards, 21 communes and 3 special zones of Mong Cai, Van Don and Co To.
To ensure the progress of arrangement and merger as well as unify the viewpoint on naming communes and wards, the Standing Committee of Quang Ninh Provincial Party Committee requires that the naming and selection of headquarters locations must ensure historical, traditional, cultural factors, natural conditions, traffic infrastructure, distribution and organization of economic development spaces of each administrative unit. The goal is to maximize the potential and development advantages of each locality, gain the consensus of the people, and connect to serve the people in a timely and best manner. For the location of the new headquarters, the plans must ensure the criteria of geographical location, traffic connection conditions, create favorable conditions for administrative management, as well as the implementation of administrative procedures of the people at the commune-level administrative units after the merger, ensuring maximum use of existing facilities in the localities.
Currently, localities throughout the province are actively developing plans to rearrange administrative units at the commune and ward levels, especially focusing on collecting opinions from people and voters on names, ensuring publicity, transparency, democracy, and creating consensus and the highest support from the people. In order to preserve old place names with historical, development, and brand recognition marks, most of the central communes and wards in Quang Ninh are proposed to be named after the current districts, towns, and cities.
As in Ha Long City, up to now, the city has completed collecting voters' opinions on the arrangement of commune-level administrative units. Ha Long City will arrange 30 units into 11 units, transfer 2 communes Dong Son, Ky Thuong to join with Ba Che unit cluster. Regarding the retention of the name Ha Long, the city plans to take the name Ha Long ward when merging 2 wards: Hong Ha, Hong Hai. The results of collecting opinions from 86,675 voters representing households (nearly 100%) on the establishment of new administrative units and naming received high consensus from voters and people.
Cam Pha City currently has 15 commune-level administrative units, which are expected to be reduced to 5 commune-level administrative units. Of which, Cam Pha Ward will be merged with 5 commune-level administrative units, including: Cam Trung Ward, Cam Thanh Ward, Cam Tay Ward, Cam Binh Ward, Cam Dong Ward. In Dong Trieu City, 19 current communes and wards will be arranged into 5 new commune-level administrative units. Of which, 5 communes and wards, including: Thuy An, Nguyen Hue Ward, Hung Dao Ward, Duc Chinh Ward, Hong Phong Ward will be merged into Dong Trieu Ward. Uong Bi City currently has 10 commune-level administrative units, which are expected to be reduced to 3 new administrative units. Of which, Uong Bi Ward will be established on the basis of merging Quang Trung Ward, Thanh Son Ward, Yen Thanh Ward and Khu Den Cong 1, 2, 3 of Trung Vuong Ward.
Implementing the direction of the Central Government and Quang Ninh province, currently 13 districts, towns and cities in the province have been actively developing a project to arrange commune-level administrative units, and at the same time, planning names that are appropriate to historical factors, traditions, culture, natural conditions, and regional identification. At the same time, continue to collect opinions from voters in the area, hold People's Council meetings for approval, and ensure completion according to the set schedule.
