Meeting the social housing needs of workers

Ensure people's rights and interests

Faced with the reality and inevitable development trend of the country and localities, the Government has approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", and issued Decision 444 on assigning targets for completing social housing in 2025 and the following years until 2030.

The goal is to develop social housing and worker housing at prices suitable to the affordability of low-income and middle-income households in urban areas and of workers and laborers in industrial parks and export processing zones. By 2030, the total number of apartments completed in localities is expected to be about 1 million. For Vinh Phuc province, the Government requires that 28,300 apartments must be completed by 2030.

Determining social housing development is a political determination and important task of the Party and the entire political system, demonstrating the characteristics and good nature of our regime; it is one of the key tasks that need to be prioritized in the country's socio-economic development.

To concretize this policy, in recent years, Vinh Phuc has built many specific and breakthrough policies with clear identification of the responsibilities of the province, locality, and community so that "opportunities" for settling down and making a living come to more people.

These include: Decision No. 159 of the Provincial People's Council on supporting social housing projects for workers and low-income earners in the province for the period 2015 - 2020; Decision No. 14 of the Provincial People's Committee on priority criteria for selecting subjects eligible to buy, rent, or hire-purchase social housing in the province; Decision No. 179 on the plan to implement the Housing Development Program of Vinh Phuc province until 2020, with a vision to 2030; Decision No. 1247 on promulgating the 5-year housing development plan, period 2021 - 2025...

In addition to mechanisms, policies, and regulations on management and development of social housing, Vinh Phuc also reviews and supplements planning; proposes policies and solutions to organize the implementation of social housing projects to complete the targets and tasks assigned by the Prime Minister.

Currently, the province is implementing over 30 social housing projects with a scale of about 24,295 units, equivalent to over 2.5 million square meters of construction floor space. According to the plan for 2025, Vinh Phuc province will start construction of 6 social housing projects/works. As of April 23, 3 social housing projects in the province have started construction, with nearly 6,000 apartments. These are positive signals for Vinh Phuc to realize the goal of having more than 28,000 social housing units for workers by 2030.

High determination, great effort

In reality, despite receiving many incentives in terms of development policies and capital, the development of social housing in the province still faces many difficulties.

The main reason is that investment in social housing development is not really attractive to investors; current preferential policies on social housing have not created a big difference between social housing and commercial land, so it is difficult to attract investors to voluntarily invest in social housing.

In addition, policies and legal documents on social housing have been adjusted and changed in a short period of time; economic growth rate, the number of workers is constantly increasing, causing great pressure to ensure social security, including meeting housing needs; compensation and site clearance work is still difficult because many households demand high support costs, do not receive compensation money... are also huge barriers slowing down the progress of social housing projects in the province.

To overcome the above difficulties, Vinh Phuc has resolutely directed departments, branches, localities, and project investors to focus on reviewing and evaluating the current status of each project to remove difficulties and promote project progress; strengthen the implementation of investment supervision and evaluation according to regulations, and resolutely withdraw slow-progressing projects to hand over to other investors. As a result, nearly 10 social housing projects have been allocated land, basically meeting all conditions to start construction in 2025.

Affirming that Vinh Phuc has made a strong change in thinking and approach to developing social housing; accordingly, priority must be given to social housing first and then to commercial housing, not that if commercial housing cannot be built then social housing must be built, speaking at the groundbreaking ceremony for the construction of social housing in the new urban area project of Nam Vinh Yen in March, Provincial Party Secretary Dang Xuan Phong emphasized: In the coming time, the province will focus more on directing the removal of obstacles, creating new motivation, promoting the development of social housing for workers in order to soon realize the Prime Minister's direction on building 1 million social housing apartments by 2030.

High determination, great efforts - That is what Vinh Phuc has been doing to soon complete the goal of social housing - a humane goal, demonstrating the superiority of the regime. These are not simply social security policies but also effective solutions to promote socio-economic development, ensure social security, fairness and progress in each step and the entire process of developing the homeland and the country.
