Series of apartment projects with skyrocketing prices in Hanoi and Ho Chi Minh City

The Ministry of Construction said that the reason for the recent increase in real estate prices is largely due to the impact of a number of factors such as increased fluctuations in land-related costs, especially in some localities; and the lack of affordable housing products to meet market demand.

Accordingly, the increase in real estate prices has increased apartment prices, especially in some areas, increasing locally by about 35% to 40% depending on the location compared to the previous quarter. In the third quarter of 2024, according to surveys and reports from some major provinces and cities such as Hanoi and Ho Chi Minh City (HCMC), apartment prices in Hanoi continued to increase in both new and old projects, the price level of new projects increased by about (4% to 6%) quarterly and (22% to 25%) annually.

In the market segment of affordable apartments (with selling price under 25 million VND/m2), there are almost no transactions and products for sale; mid-range apartments (with price from about 25 million VND/m2 to under 50 million VND/m2) still account for a high proportion of transactions and supply in the market, the remaining order is luxury and super luxury apartments with price over 50 million VND/m2.

Surveying some projects in Hanoi, Ho Chi Minh City and some localities, the specific selling prices are as follows:

In Hanoi: Ecolife Tay Ho, selling price is about 72.6 million VND/m2; Sunshine Garden (Hai Ba Trung), 54.2 million VND/m2, Chelsea Park - Cau Giay, about 62.3 million VND/m2; Trang An Complex - Cau Giay, about 70.8 million VND/m2; Riverside Garden - Thanh Xuan, about 56.9 million VND/m2; Legend Tower - Thanh Xuan, 71.7 million VND/m2; Anland LakeView - Ha Dong, about 60.5 million VND/m2; Imperia Smart City - Nam Tu Liem, about 62.1 million VND/m2.

Vinhomes Ocean Park in The Zurich subdivision is about 46÷55 million VND/m2 in Trung Hoa ward, Cau Giay; Lumi Prestige project is priced from 69 million VND/m2 in Tay Mo ward, Nam Tu Liem district; The Ninety Complex project is priced about 60÷75 million VND/m2 in Dong Da district.

The Sapphire project - Vinhomes Smart City costs about 47÷61 million VND/m2 in Nam Tu Liem district; The mixed-use housing project 107 Nguyen Tuan Vihacomplex costs about 75÷97.2 million VND/m2 in Thanh Xuan district.

The project of high-rise housing, green trees and parking lots at plots of land with symbols: HH4, HH5, CL2, CL3, CX and P1 of Khai Son City project in Ngoc Thuy ward, Thuong Thanh, Long Bien has prices from 50÷68 million VND/m2...

Meanwhile, in Ho Chi Minh City, some projects have specific selling prices such as: The Horizon Phu My Hung, about 125.4 million VND/m2; The Ascent - District 2 about 64.2 million VND/m2; Lu Gia Plaza - District 11, about 46.4 million VND/m2; Osimi Tower - Go Vap District about 41.8 million VND/m2.

Diamond Centery project is priced from 61÷73.3 million VND/m2 in Tan Phu district; Stown Tham Luong project is priced from 29.8÷43.5 million VND/m2 in district 12; Urban Green project is priced from 52÷59.7 million VND/m2 in Thu Duc city; Glory Heights - Vinhomes Grand Park project is priced from 40÷80 million VND/m2 in district 9.

The Aurora Phu My Hung project, District 7 (price from 88÷90 million VND/m2); The Beverly Solari project - Vinhomes Grand Park, District 9 has price from 46.83÷65.6 million VND/m2.

According to the synthesis of data from 60/63 Departments of Construction of localities with reports, the number of transactions of apartments and individual houses in the third quarter of 2024 reached 38,398 successful transactions.

Hundreds of people bid for land in Hai Phong

On November 10, the People's Committee of Thuy Nguyen District, Hai Phong City organized an auction for the right to use 69 residential land lots in Bai Trong Village, Hoa Dong Commune. Starting prices range from 31.8 to 37.94 million VND/m2.

At the auction, the winning bid results of 69 land lots with a total area of ​​5,898.3 square meters were announced.

After opening the bidding documents, the highest winning bid for the lot was 47.19 million VND/m2, an increase of 24% compared to the starting price. This lot has an area of ​​73m2, a total value of 3.4 billion VND, and has the largest number of bidders because it is located in a beautiful location.

In addition, the lowest winning plot of land costs nearly 32.2 million VND/m2.

During the auction, there were cases where bidders won multiple lots, some of which were adjacent to each other. Notably, of the 69 lots put up for auction, about 15 lots had no bidders or the number of bidders did not meet the conditions.

On November 15, the Hai Phong City Property Auction Service Center will continue to open auction files for 114 land lots for housing purposes in Bai Ngoai village, Hoa Dong commune, Thuy Nguyen district.

Can Tho conducts land inventory on golf courses and airports

Permanent Vice Chairman of Can Tho City People's Committee Duong Tan Hien has just signed and issued the "land inventory plan and mapping of current land use status in 2024".

According to the plan of Can Tho City People's Committee, the subjects of periodic land inventory in 2014 include: land areas of all types, land users, subjects assigned by the State for management and for general areas according to regulations of the Ministry of Natural Resources and Environment.

At the same time, during this land inventory, an assessment will be made of the management and land use of golf courses, airports, farms, etc.

Can Tho City People's Committee requires the content of the land inventory report to assess the current status of land use according to land inventory indicators; assess the implementation of the 5-year land use plan at the district level.

At the same time, analyze the causes of land use changes in the land inventory year with data from two land inventory periods (2019, 2024); the situation of land allocation, land lease, permission to change land use purpose but not yet implemented; the situation of land users changing land use purpose themselves; and the reasons for changing land use purpose different from the land records.

Can Tho City People's Committee requires that for the specialized land inventory report, it is necessary to analyze and evaluate in detail the management and use of golf course areas; airports; landslide and alluvial areas; and land originating from agricultural and forestry farms.

From that basis, propose solutions to strengthen land management and improve land use efficiency of these subjects.

Things to do when buying land in planning or dispute

People should know what to do when buying planned land or disputed land to protect their legitimate rights and interests.

Check the content of the transfer contract

Case 1: If there is a commitment that the land is not in the planning or in dispute, the transferee has the right to request the transferor to return the money; if the transferor does not comply, it has the right to file a lawsuit to comply with the contract.

Case 2: If there is no commitment that the land is not in the planning area, the transferee must accept the content agreed upon by the parties, except in cases where it is proven that there was fraud.

In addition, in case of land dispute, the transferee has the right to request the transferor to return the money because the user of the disputed land does not have the right to transfer his land use rights to another person (according to Clause 1, Article 45 of the 2024 Land Law).

Benefits of having land in planning

Request for a temporary construction permit: Pursuant to Clause 33, Article 1 of the 2020 amended Construction Law, after 3 years from the date of announcement of the annual land use plan but there is no decision to revoke (commonly known as suspended planning), the land user has the right to request a temporary construction permit.

Can be transferred or donated: Case 1: According to Clause 1, Article 6 of the Law amending and supplementing a number of Articles of 37 Laws related to planning 2018, if the planning is announced but there is no annual land use plan at the district level, the land user can still transfer, donate, mortgage, etc. if eligible.

Case 2: According to Clause 1, Article 6 of the Law amending and supplementing a number of Articles of 37 Laws related to planning 2018, when there is an annual land use plan at the district level, land users in the area must change the land use purpose and recover land according to the plan and continue to exercise the rights of land users but are not allowed to build new houses, works, or plant perennial trees (limited rights).

If land users need to renovate or repair existing houses or buildings, they must obtain permission from competent state agencies.

In case the competent state agency approves the land use plan without adjusting or canceling it, or adjusting or canceling it but not announcing the adjustment or cancellation, the land user is not restricted in his/her rights (to build new houses, works, or plant perennial trees).

Compensation for land and assets attached to land: Pursuant to Article 95 of the 2024 Land Law, when land is subject to planning and must be recovered, compensation for land will be provided if the following conditions are met:

Have a Certificate of land use rights or a Certificate of house ownership and land use rights or a Certificate of land use rights, house ownership and other assets attached to land or a Certificate of land use rights, ownership of assets attached to land.

There is a decision on land allocation or land lease or decision on permission to change land use purpose from a competent state agency.

Have one of the documents on land use rights as a basis for granting a Certificate of land use rights and ownership of assets attached to land according to the provisions of Article 137 of this Law.

Receive transfer of land use rights according to the provisions of law from a person who has legal land use rights but has not completed land registration procedures.

Land use as agreed in the mortgage contract to settle debt; document recognizing the results of the land use rights auction in which the auction winner has fulfilled financial obligations as prescribed by law.
