
On April 22, the Ministry of Public Security said that when investigating a fake milk production line produced by Rance Pharma and Hacofood Group, they seized 84 powdered milk products of various types and more than 26,000 cans of milk.
Currently, the police have identified 12 powdered milk products with quality indicators of some key substances only reaching less than 70% of the declared level, also known as counterfeit goods. The remaining 72 products are being clarified.

According to Major General Hoang Anh Tuyen, spokesman for the Ministry of Public Security, during this period people do not use the 12 milk products above and 72 products are being verified.
Regarding the large-scale production and consumption of fake milk powder, the Ministry of Public Security's Investigation Police Agency (C01) has prosecuted 8 defendants to investigate the crime of producing and trading fake food products and violating accounting regulations causing serious consequences.
This fake milk production and consumption line has been operating since August 2021 when Hoang Manh Ha and Vu Manh Cuong realized the increasing demand for domestic milk powder. The two then contributed capital to establish Rance Pharma and Hacofood Group and operated from production, business to consumption.
At the investigation agency, two shareholders of Rance Pharma and Hacofood Group stated that all information and nutritional content for the production of powdered milk were not checked. The company almost did not actually test all the nutrients in the milk.
According to the accusation, the declared ingredients include bird's nest extract, cordyceps, macadamia powder, and walnut powder, but in reality they do not exist. To deceive users, this group removed some of the input materials and replaced them with other additives.
Fake milk powders from Hacofood Group and Rance Pharma are distributed nationwide, mainly for people with diabetes, kidney failure, premature babies, and pregnant women. But in reality, these products share the same ingredients, formula, and production process.
The defendants directed the addition or replacement of some main ingredients, added flavors and additives to deceive consumers about the product's uses.
The police determined that the quality indicators of some substances were below 70% of the declared level, which was sufficient grounds to determine that the product was counterfeit. The suspects in the case who produced the counterfeit milk took advantage of the regulations that allow businesses to self-declare the quality, content, nutritional composition, features, and effects of the product.
At the time of arrest, on April 11, the ring was suspected of producing 573 types of fake milk powder for sale on the market, earning nearly VND500 billion. Police also determined that Rance Pharma and Hacofood had left their accounting books to declare and pay actual sales tax, causing a loss of more than VND28 billion to the state budget.
Searching 19 locations including factories and offices, police seized 84 types of powdered milk products.
