Attracting resources in the process of building textbook programs
The Deputy Prime Minister said that the thematic supervision work had been prepared methodically, elaborately, thoroughly, and in detail, from the guidance documents to the inspection activities in localities. From there, the supervision team made full and objective assessments on the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks.
Expressing agreement with the assessments, recommendations and proposals stated in the Report of the Monitoring Delegation, according to the Deputy Prime Minister, it is necessary to monitor the quality of the innovation process of the 2018 General Education Program through many aspects such as: Learner outcomes; changes in goals and methods of knowledge transfer; enhancing students' capacity, ability to actually study and practice... These issues need to be assessed more specifically when the Monitoring Resolution is issued, thereby having a more complete and accurate report.
Regarding the development of textbooks, Deputy Prime Minister Tran Hong Ha said that at all levels and subjects, there have been a number of textbooks that have been socialized. Socialization to mobilize resources and the participation of the whole society in the implementation of textbook programs is necessary. However, in that process, the State must always play a leading role and be responsible to the end, from the program development stage to the appraisal stage, organizing councils, to the stage of summarizing and evaluating the implementation of textbook programs. "Wherever there is socialization, the State's role is still the leading role," the Deputy Prime Minister emphasized.
However, even though choosing the socialization option to attract experts, educators, and teachers to participate in developing textbooks, the Ministry of Education and Training still has the responsibility to control the quality of these textbooks.

Concluding the session, Permanent Vice Chairman of the National Assembly Tran Thanh Man acknowledged the frank, profound, dedicated and responsible opinions, discussions and exchanges of the delegates.
Appreciating the sense of responsibility and efforts of the Supervisory Delegation in completing its tasks according to the plan and requirements of the National Assembly Standing Committee, Standing Vice Chairman of the National Assembly Tran Thanh Man stated that the opinions of the members of the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front and representatives of agencies attending the Session basically expressed their agreement and high consensus with the Report on Supervisory Results and the draft Supervisory Resolution of the National Assembly Standing Committee.
Standing Vice Chairman of the National Assembly Tran Thanh Man said that the National Assembly Standing Committee unanimously assessed that, in the context of facing many difficulties and challenges, the policy of fundamental and comprehensive education reform and the spirit of relevant resolutions of the National Assembly have been focused on by the entire political system, especially the Ministry of Education and Training, the education sector and the entire team of teachers and general education managers, with a high sense of responsibility, enthusiasm and determination. Thereby, creating positive changes, achieving many important and remarkable results.
The National Assembly Standing Committee requested the Government and the Prime Minister to continue directing ministries, branches and localities to learn from existing shortcomings and limitations; thoroughly grasp lessons learned; promptly implement recommendations stated in the Report of the Supervisory Delegation, ensuring the successful implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly.
At the meeting, 100% of the members of the National Assembly Standing Committee present voted in agreement with the basic contents of the draft Resolution on the results of thematic supervision. The National Assembly Standing Committee assigned the Chairman of the Committee on Culture and Education and the Secretary General of the National Assembly to coordinate with relevant agencies and units to complete the draft Resolution.
