On the morning of February 27, the Working Group implementing Project 06 of Dak Lak province held an online conference with localities to assess the situation and results of the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06) in 2024 and deploy tasks in 2025.

The report at the conference said that in 2024, Project 06 was directed by the Provincial People's Committee and the Provincial Project 06 Implementation Working Group to focus on drastic, comprehensive and unified direction to units and localities. Up to now, 30/30 general tasks and 63/64 specific tasks have been completed according to the roadmap. During the year, the Provincial People's Committee allocated more than 14.2 billion VND to implement Project 06, thereby bringing practical values to people and businesses.
Specifically, the Dak Lak Provincial Administrative Procedure Information System has provided 1,741 administrative procedures (879 full-process online public services, 703 partial online public services). The province's full-process online public service deployment rate reached 100% of administrative procedures eligible for full-process provision. To date, Dak Lak province has synchronized 667 full-process online public services between the Provincial Administrative Procedure Information System and the National Public Service Portal, reaching a rate of 78.75%.

Regarding data, up to now, 94.83% of the province's Civil Status Book data has been digitized; 100% of social protection beneficiaries have been updated; 97.15% of data on People with Merits have been updated; land data digitization of 8/15 districts has been completed; 39,743 records (100%) of cadres, civil servants and public employees' data have been synchronized to the National Database; 100% of personal tax code data has been reviewed and standardized.
Regarding digital economy, digital society, and digital citizens, up to now, 276,001 citizen information has been integrated into the Electronic Health Book on the VneID application; the issuance of Criminal Records on the VneID application has been deployed with 2,200 records; cashless payments have been made to more than 40,462 people receiving social security benefits, reaching 49.5%. The provincial police have activated more than 1.4 million electronic identification accounts.

In addition, the Provincial Police Department has coordinated with the Department of Labor, War Invalids and Social Affairs to actively collect information on 5,267 martyrs, reaching a rate of 78.56%. The Department of Health has deployed a medical examination and treatment model using self-service KIOSK at the Central Highlands General Hospital and Buon Ma Thuot University of Medicine and Pharmacy Hospital; 5.9 million customer records have been compared, reviewed and cleaned to open payment accounts, authenticate transactions and information at 27 credit institutions, etc.
In addition to the achieved results, the implementation of Project 06 in the area still faces some difficulties such as: the progress of civil status data in 3 localities is still slow, leading to the inability to reuse data, causing waste, people do not enjoy the benefits of the electronic environment; the digitization and basic cleaning of data (land, labor, health, education, etc.) has not been completed, leading to lack of synchronization with the National Population Database; the work of ensuring security, safety of connected computers, and management of accounts with the right to exploit citizen information from the National Population Database in some units and localities is still not strict...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Truong Cong Thai suggested that in the coming time, all levels, sectors and localities should focus on implementing a number of key tasks such as: urgently developing a Plan to implement Project 06 in 2025 of their units and localities in a focused and key manner; reviewing legal documents related to the Data Law to promptly propose competent authorities to promptly amend, supplement, replace, abolish or issue new documents to ensure compliance with the regulations; reviewing and adjusting internal procedures to meet the provisions of the Law on Electronic Transactions; implementing flexible, creative and effective measures and solutions to allow the use of electronic documents integrated on electronic identification accounts to replace paper documents when performing administrative procedures; soon having a plan to reduce the components of the dossier when the data has been digitized...
