On the afternoon of December 14 in Hanoi, the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism) held a Conference - Workshop "65 years of protecting and promoting the value of cultural heritage".
Speaking at the opening of the conference, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong emphasized: From the first documents on cultural heritage protection, such as Decree No. 65 signed by President Ho Chi Minh in 1945, the Ordinance on the protection and use of historical and cultural relics and landscapes in 1984, the Law on Cultural Heritage in 2001, amended and supplemented in 2009, to the Law on Cultural Heritage No. 45/2024/QH15 recently passed by the National Assembly, institutional work and awareness of cultural heritage conservation have been increasingly improved and developed. According to Deputy Minister Hoang Dao Cuong, cultural heritage conservation is a different field of cultural activity compared to other fields, which were formed and developed before. Our ancestors have preserved and passed down achievements, tangible and intangible cultural heritages, and invaluable documents. Those heritages are products, historical witnesses, with cultural values both material and spiritual, need to be preserved and passed on. Therefore, those working in cultural heritage conservation are required to have multidisciplinary and interdisciplinary knowledge, understand heritage, and make efforts to respond on the basis of cultural approach... The Deputy Minister suggested that the whole sector focus on continuing to implement the resolutions of the Party Central Committee, projects, action programs of the Government, and the Plan to implement the Minister's Directive on strengthening state management of cultural and artistic activities, festivals, protecting and promoting the value of cultural heritage, and restoring and developing tourism. In addition, focus on researching, advising, and perfecting institutions, mechanisms and policies on cultural heritage, especially developing documents guiding the implementation of the Law on Cultural Heritage 2024, creating a favorable legal corridor for the protection and promotion of cultural heritage values to be effectively implemented. At the same time, remove policy barriers, harmoniously resolve the relationship between conservation and development; continue to effectively implement the Program for sustainable conservation and promotion of Vietnamese cultural heritage values, period 2021 - 2025; Program for digitizing cultural heritage, period 2021 - 2030; proactively integrate and cooperate internationally, strengthen training and fostering of officials... Director of the Department of Cultural Heritage Le Thi Thu Hien emphasized that over the past 65 years, since Decree No. 65/SL was signed by President Ho Chi Minh, along with the process of building and defending the Fatherland, the cause of protecting and promoting the value of cultural heritage has been increasingly interested and valued by the Party, State and people, leaving many marks and achievements. Currently, the whole country has more than 40,000 relics and nearly 70,000 intangible cultural heritages inventoried. Internationally, Vietnam has affirmed itself as one of the member countries actively participating in UNESCO Conventions (ratifying 4 out of 6 UNESCO Conventions), contributing experience and demonstrating efforts in preserving the cultural heritage of humanity.
“Cultural heritage has been making a significant contribution to the economic and social development of localities and the overall development of the country. However, in addition to outstanding achievements, on the path of development, we need to identify some difficulties and challenges to overcome together,” Ms. Le Thi Thu Hien affirmed. At the conference, many opinions and discussions with multi-dimensional perspectives of experts, scientists, and cultural managers had a profound assessment of the 65-year path of protecting and promoting the value of cultural heritage, managing relics, and cultural policies... Many opinions mentioned new perspectives on cultural heritage, especially in the context of the 4.0 Industrial Revolution, new studies on documentary heritage, intangible cultural heritage and museum work have opened up new directions for heritage conservation... Delegates expressed their impressions with the achievements during the 65-year career of protecting and promoting Vietnam's cultural heritage, and affirmed that these efforts are all aimed at the goal of protecting and promoting the value of cultural heritage, contributing to preserving national identity and sustainable development of the country.
