Administrative reform contributes to improving the effectiveness and efficiency of the apparatus
Since the beginning of the year, with proactiveness, flexibility, and selection of key tasks to focus on directing, administrative reform work has achieved many important results in all areas, contributing to improving the effectiveness and efficiency of government apparatus at all levels.
Director of the Department of Home Affairs Le Minh Dao reported on administrative reform results from the beginning of the year until now.
In 2023, Ha Tinh was assigned 133 tasks by the Government, to date, 39 tasks have been completed, reaching a rate of 29.32%; the remaining tasks are within the processing deadline. Continue to deploy and effectively apply new models, initiatives and solutions in administrative reform. To date, 80 models of initiatives and solutions of agencies, units and localities have been registered for monitoring, development, application and replication.
In institutional reform, Ha Tinh continues to effectively implement the development and promulgation of legal documents; synchronously, promptly and in accordance with regulations, deploy legal documents at three levels.

The reform of administrative procedures continues to be urged and directed promptly. The Provincial People's Committee has directed the review and simplification of administrative procedures, especially those related to people and businesses; the quality and efficiency of the Provincial Public Administration Service Center, district-level public administration centers and the receiving and returning results department at the commune level are increasingly improved.
The work of reforming the organizational apparatus continues to be strengthened. Discipline and administrative discipline are tightened, public ethics and responsibility in handling work among cadres, civil servants and public employees continue to be improved.
Director of the Department of Information and Communications Dau Tung Lam proposed a number of contents related to the development of digital government and e-government.
In the construction and development of e-government and digital government, up to now, Ha Tinh has completed the institution for implementation. The system of specialized databases is maintained, ensuring service for the State management of sectors and localities; 100% of State agencies have specialized database systems, especially the database systems of sectors are applied and promoted with high efficiency; 100% of district-level People's Committees have specialized software systems for the fields.
Along with the achieved results, the conference also recognized the shortcomings and limitations in each field and locality and analyzed the causes, thereby proposing key tasks and solutions to improve the effectiveness of administrative reform work in 2023.

Concluding the conference, Chairman of the Provincial People's Committee Vo Trong Hai affirmed that with the responsible participation of all levels and sectors, the administrative reform sector in the first 8 months of 2023 achieved many remarkable results, contributing significantly to the implementation of the province's political tasks.

Therefore, it requires all levels and sectors to have high concentration and drastic participation, in which it is necessary to strongly promote the role and responsibility of leaders in overcoming shortcomings and weaknesses in the past time. Objectively evaluate the administrative reform index, taking the results as one of the criteria for evaluating emulation, year-end classification of agencies, units, localities and evaluating cadres and leaders.
Units and localities focus on disbursing public investment capital; continue to promote administrative reform, improve the investment environment; effectively implement the contents of Project 06; promote public inspection, detect and strictly handle violations by officials, civil servants and public employees at the grassroots level, especially harassment, inconvenience, and loss of trust among the people.
At the same time, strengthen the grasp of the grassroots, grasp the thoughts and aspirations, and promptly guide and resolve difficulties for people, especially in the field of land; heads of units and localities need to proactively post and publicize phone numbers to promptly receive people's feedback; review the functions and tasks of departments and offices to avoid overlap in performing tasks; promote decentralization and delegation of power; continue to bring digital transformation deeper into life; focus on replicating models, typical examples, and good practices in administrative reform.
