Reporting on the activities of the Binh Dinh Provincial Journalists Association, comrade Do Nguyen Hung - Chairman of the Provincial Journalists Association said that the Binh Dinh Journalists Association currently has 210 members operating in 6 branches and 2 clubs.

In recent times, with the attention and direction of the Provincial Party Standing Committee, the Provincial People's Committee, the Vietnam Journalists Association, the Provincial Party Committee's Propaganda Department and close coordination with the provincial press agencies, the Provincial Journalists Association has continued to develop strongly. The Association's activities have had many positive changes, going into depth, with many outstanding events affirming the role and position of a political - social - professional organization of journalists in Binh Dinh province.

In addition, comrade Do Nguyen Hung also pointed out some difficulties and limitations, that is, the members of the Standing Committee and Executive Committee of the Association are leaders of press agencies in the province, mainly holding concurrent positions, the professional work of the press agencies is much, so there is not much time for the Association's work. Some cadres and members working in press agencies, due to the pressure of professional work, do not have much time and enthusiasm for the Association's work.

“The provincial budget for the Association is not much, so it is still limited in organizing the Association's activities. Working equipment is lacking and has not been provided. Some equipment has been invested in but is past its expiry date, degraded, and has not been provided with funding for investment and purchase,” said the Chairman of the Binh Dinh Journalists Association.

At the meeting, Comrade Vu Thi Ha - Head of the Association's Working Committee, Vietnam Journalists Association said that despite many difficulties, the Binh Dinh Journalists Association has performed well its political and professional tasks and assisted the provincial leaders. In particular, the Provincial Journalists Association has performed well in recruiting members and managing regular reporters in the locality.

Regarding the organizational model of the Association at all levels, comrade Vu Thi Ha shared that recently, the Association's leaders have tried to visit localities across the country. The Association is synthesizing and reporting the construction of a unified model to ministries and branches. However, this work requires time because working conditions are different between localities.

Affirming the position of Binh Dinh Journalists Association in connecting information and propaganda activities of local press, contributing significantly to the sustainable socio-economic development of the province, Associate Professor, Dr. Do Thi Thu Hang - Head of the Professional Department of Vietnam Journalists Association shared her hope that in the coming time, there should be stronger coordination between the Provincial Journalists Association, the Department of Information and Communications, and the Provincial Party Committee's Propaganda Department to promote political activities of local press, propagate the province's development goals as well as resolve shortcomings in press activities.

The coordination also helps to further strengthen the supervision and management of the press in implementing the principles and purposes of the press agencies in the area. "The role of the Journalists Association is different from that of the press agencies in that it has a voice and a sufficient system of regulations to supervise and inspect the attitudes and behaviors of local reporters and journalists," Ms. Hang emphasized.

According to Associate Professor, Dr. Do Thi Thu Hang, in the past, the provincial leaders have paid attention to supporting press agencies to participate in major press awards, but the results have not been as expected. The Head of the Professional Department of the Vietnam Journalists Association suggested that in the coming time, the Provincial Party Committee, the Provincial People's Committee and departments need to have direct support and a clear, specific plan for the high-quality journalism program. This will create a breakthrough in the career of members and spread the spirit of creative, quality journalism widely.

Appreciating the attention and support of resources in many areas of the Binh Dinh People's Committee for press activities in the province, comrade Tran Trong Dung - Vice President of the Vietnam Journalists Association in charge of the South commented: Binh Dinh is the center of the Central region, with very strong economic linkages with neighboring localities. At the same time, it is necessary to create strong linkages in terms of communication, create a solid, fast and timely information network, promote propaganda in the fields of investment, tourism... to contribute significantly to promoting socio-economic development.

To do that, it is necessary to create more specialized clubs such as reporters' clubs writing about domestic affairs, culture, tourism, etc., thereby creating in-depth, quality propaganda streaks as well as creating a healthy playground and coordinating information between reporters.

Comrade Tran Trong Dung - Vice President of the Vietnam Journalists Association in charge of the South emphasized the need to create media links in the region.

Comrade Tran Trong Dung mentioned that the Ministry of Information and Communications recently issued a document requesting press agencies to conduct a preliminary review of phase 1 of press planning, according to which each locality is only allowed to have one multimedia press agency. "Binh Dinh province should consider building a press model to implement the planning in a reasonable and effective manner," said Comrade Tran Trong Dung.

Autonomy in the spirit of the state ensuring funding for ordering

Speaking at the meeting, comrade Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association basically agreed with the report of the Binh Dinh Journalists Association.

Comrade Nguyen Duc Loi emphasized that protecting the legal rights of reporters and journalists in their work, collecting information, and accessing events is very important. Many journalists and reporters have even been violated mentally and physically. Therefore, the Provincial Journalists Association needs to do a better job of gathering and uniting its members.

He acknowledged that the work of training journalists' professional and ethical skills has had quite positive results, but there is still a situation where the number of students participating in the classes organized by the Center for Journalism Training is very small. He suggested that the Provincial Journalists Association increase the mobilization of students to participate in training classes because they not only train in professional skills but also in political ideology.

“In the current context, a significant number of journalists are wavering in their political ideology. They write articles with official content but when posting on social networks, they have a different point of view. Therefore, organizing political training needs to be carried out seriously and continuously,” said the Permanent Vice President of the Vietnam Journalists Association.

Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Dinh province emphasized strengthening policy communication in the coming time.

He also emphasized the need to rectify and monitor reporters and journalists, especially local correspondents, when the deviation from the objectives of the press agency, harassment and threats to businesses are extremely painful issues. In addition, it is necessary to promote digital transformation and enhance new and multimedia journalism methods.

According to the Permanent Vice President of the Vietnam Journalists Association, the most important thing for the press is information - that is the "raw material" for the press to perform its functions and duties. Therefore, he recommended that provincial leaders proactively provide timely and complete information to the press, not allowing gaps in information that could lead to hostile forces taking advantage of the situation to provide incorrect and distorted information. He hoped that in the coming time, the leaders of Binh Dinh province would continue to properly assess the importance of the press in the province's socio-economic development in order to make worthy investments in the press.

Concluding the meeting, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Dinh province affirmed that the leaders of all periods have paid great attention to the activities of the Provincial Journalists Association. In general, the province has also allocated enough resources for press activities for ordering units, thereby ensuring income for journalists.

"We define press agencies as autonomous in the spirit of the state ensuring funding for ordering - meaning requiring 100% autonomy in regular spending, but the entire source of funding is arranged by the state to ensure both the quality of the work and autonomy in spending - not bound by mechanisms and not confined by state regulations," said Chairman Pham Anh Tuan.

Regarding investment activities, comrade Pham Anh Tuan informed that the province has invested in equipment for key press agencies in the area and built a digital transformation project for the press, creating conditions to support the press to develop comprehensively and keep up with the trend of the times. "Binh Dinh is a pioneer in allocating a budget for the media, in which large agencies have their own funding sources, other press agencies will be allocated reasonable funding by the province depending on the needs of readers," comrade Pham Anh Tuan emphasized.

The Chairman of Binh Dinh People's Committee committed to the Vietnam Journalists Association to provide timely and complete information to the press, including sensitive information. He emphasized the need for the propaganda orientation of press agencies to: "Focus on reporting accurate news, avoid sensational headlines, constructive criticism, sharing to avoid group attacks".

At the same time, it is recommended that the Vietnam Journalists Association propose a budget for the province to open training courses on journalism skills and ethics on the basis of requiring reporters in the province to attend.

The Chairman of the Provincial People's Committee also emphasized the need to tighten and reduce unnecessary press agencies that do not fulfill their purposes and objectives, and report news to "glorify" some people and destroy an organization. In addition, he recommended that the Vietnam Journalists Association consider the model in the press planning, and move towards building a common model for 63 provinces and cities.
