Pursuant to Directive 42/CT-TTg, dated November 9, 2024 of the Prime Minister on accelerating the elimination of temporary and dilapidated houses nationwide; Directive 22-CT/TU, dated March 30, 2024 of the Provincial Party Standing Committee on the Campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province, as of April 10, 2025, the total funding received through the Vietnam Fatherland Front Committee at 3 levels (provincial, district, and commune levels) in both phases (phase 1 and phase 2) is 619,429 million VND; the total funding allocated at all levels is 452,620 million VND. Of which, the provincial level allocates 214,650 million VND (including the source of support from the Bank for Foreign Trade of Vietnam and the Provincial "For the Poor" Fund); District level is 237,970 million VND; the amount of funding that the Steering Committees at all levels have not allocated for housing construction is 166,809 million VND. The total funding need to be mobilized to support housing construction in the province is 388 billion 560 million VND (the current funding at the Steering Committees at all levels is 287 billion 787 million VND; the remaining funding that needs to be mobilized is 100 billion 773 million VND)...

In addition to the achieved results, the work of mobilizing, allocating and supporting housing construction for poor households, policy households and households with housing difficulties in the province still faces many difficulties and obstacles: The review, appraisal and approval of the list of subjects receiving support for housing construction according to Directive 42 of the Prime Minister and Directive 22 of the Provincial Party Committee Standing Committee of localities currently still has many errors, inaccuracies, overlapping subjects, arising and supplementing many times, difficulties in determining funds for mobilizing support and allocating to localities; the implementation of disbursement of funds by the Steering Committees at the provincial and district levels is still slow...
At the conference, members of the Thanh Hoa Provincial "For the Poor" Fund Mobilization Committee unanimously proposed that the Provincial Steering Committee agree to the policy of transferring the support source for 400 poor and near-poor households (Muong Lat 30 households; Quan Son 6 households; Lang Chanh 90 households; Nhu Xuan 10 households; Quan Hoa 82 households; Thuong Xuan 164 households; Nhu Thanh 18 households) approved from the Provincial "For the Poor" Fund with a total budget of 32 billion VND to the support source from the budget saving 5% of the state budget in 2024. The budget from the Provincial "For the Poor" Fund will support the beneficiaries with an additional 60 million VND/household to ensure the average support level of the province is 80 million VND/household. Steering Committees at all levels continue to propagate, mobilize, and urge businesses, agencies, organizations, individuals, cadres, civil servants, public employees, workers and people in the area to actively participate in supporting the second phase of the Campaign.
