At the conference, delegates heard Lieutenant General Do Van Thien introduce the basic and core contents of Resolution 36. The Resolution focuses on the following issues: Unifying understanding of the development and application of biotechnology in the new context; continuing to build and improve laws, mechanisms, and policies for the development and application of biotechnology; focusing on the effective development and application of biotechnology in production and daily life; developing the biotechnology industry into an important economic and technical sector serving the cause of national construction and defense; building a biotechnology workforce; increasing investment in infrastructure to meet the requirements of research, development, and application of biotechnology; and promoting international cooperation in biotechnology.

Following the conference, the Party Committee of the General Department of Logistics requested that Party committees, Party organizations, and political agencies at all levels focus on leading, directing, and planning the thorough and serious study, understanding, and implementation of Resolution 36 to achieve practical quality and effectiveness. They should organize the study, understanding, and implementation of Resolution 36 among cadres, Party members, and the general public through diverse and appropriate methods, avoiding formalism. Each Party committee, Party organization, cadre, and Party member should clearly define their functions and responsibilities, firmly grasp the viewpoints, objectives, tasks, and solutions to successfully implement the overall and specific goals of Resolution 36. They should strengthen inspection and supervision of the study, understanding, dissemination, and implementation of Resolution 36.

The study, understanding, and implementation of Resolution 36 must be completed before June 25th for units directly above the grassroots level; and before June 30th for the grassroots level.
