Ha Nam Provincial Police Party Committee innovates training and professional development in inspection and supervision work

Proactively research solutions to improve the effectiveness of leadership and direction through dissemination, implementation, program development and issuance of documents. With many creative ways in organizing dissemination and implementation of directive documents on inspection, supervision and party discipline enforcement of the Central Committee and higher-level Party Committees such as: Compiling new points and posting them on the Electronic Information Portal for Party organizations and Party members to conveniently study and easily implement. Proactively advise and issue Regulations and 17 procedures , ensuring regular leadership, creating a political basis and legal basis for performing inspection and supervision tasks . Work processes are applied with information technology presented in the form of Infographic graphics, helping Party Committees and Party members to easily grasp and organize implementation. Edit and build a handbook for inspection and supervision work, collect directive documents from superiors, procedures, forms, Q&A content for some professional situations and regulations on professional records for inspection and supervision work. The contents are QR coded and printed on the cover of the handbook.

Innovate in organizing training courses on professional skills in inspection, supervision, and party discipline enforcement for the team of Party committee members and officials doing inspection work, including expanding the target to the Party committees of commune -level police departments. Conduct a survey on the professional training needs of officials doing inspection work at all levels to serve the training and development work for the following years. Focus on innovation and creativity in training and coaching forms and methods, combined with organizing a competition for excellent grassroots inspection officials with situations built in the form of clips, a system of questions carefully compiled to create visual and sound effects, which are recognized and highly appreciated at all levels, and are commended by the Ministry of Public Security nationwide . Thereby, the staff were able to access basic, focused, systematic knowledge about the inspection, supervision, and discipline work of the Party, especially important topics, issues, and situations arising in practice such as: Inspection when there are signs of violations against Party organizations and Party members; professional examination and verification in the Party's inspection work; exchange of regulations and experiences on citizen reception and handling of petitions; guidance on the implementation of asset and income declaration; common violations in personnel work. In addition, 10 staff were sent to attend professional training courses organized by the Central Public Security Party Committee and the Provincial Party Committee with the reporters being leaders and members of the Central Inspection Commission.

Exchange experiences, new and creative ways of doing things in the inspection, supervision and enforcement of Party discipline. Organize a scientific seminar with the People's Security Academy on the inspection, supervision and enforcement of Party discipline. Organize the establishment of a delegation of cadres to inspect incense sources and hold a seminar with the Thai Nguyen and Vinh Phuc Provincial Police. Pay attention to scientific research and summarize practical experience. Implement research on the grassroots scientific topic "Improving the quality of inspection and supervision work of the Provincial Police Party Committee at present". This is the first research topic on inspection and supervision work at the Provincial Police Party Committee.

Innovation in propaganda work, directing the continued implementation of the task of "Improving the effectiveness of propaganda, dissemination of inspection, supervision and party discipline work in the Provincial Police Party Committee", resulting in 68 news and articles being published. Many thematic articles were published in Inspection Magazine and People's Police Magazine. Closely coordinating with the Provincial Radio and Television Station in propaganda work.

Thanks to the good implementation of the work of disseminating, fostering, and training in professional skills , the awareness and qualifications of Party members and cadres in inspection and supervision work have been raised, basically meeting the requirements in the new situation, contributing to the excellent completion of assigned tasks. Every year, the Party Committee's Inspection Commission and the Party Committee's Inspection Commission of the Provincial Public Security are ranked as leading by the Provincial Party Committee's Inspection Commission and the Central Public Security Party Committee's Inspection Commission. The Provincial Public Security Party Committee was awarded a Certificate of Merit by the Standing Committee of the Provincial Party Committee for its inspection and supervision work.

However, the inspection and supervision work sometimes still does not really meet the requirements in the new situation; the quality and effectiveness are not uniform at all levels; the shortcomings and limitations in the professional inspection and supervision work at the lower-level Party Committees and Inspection Committees still occur. The Provincial Public Security Party Committee identified a number of causes for the shortcomings such as: Some Party Committees and heads of Party Committees do not have a deep understanding of the role, significance and effects of inspection work; the spirit of self-criticism and criticism, leadership capacity and fighting spirit of some Party organizations and Party members are still limited, leading to avoidance, deference and fear of collision, affecting the quality and effectiveness of inspection work; some officials doing inspection work are still limited in advisory work, their qualifications, capacity and experience are still inadequate compared to the requirements of inspection work in the new situation.

In the coming time, to strengthen leadership and direction in implementing the work of disseminating, fostering, and training professional skills, raising awareness for cadres and party members in the entire Party Committee on inspection, supervision and enforcement of party discipline, effectively implementing Resolution No. 12 of the Politburo and Project 12 of the Central Public Security Party Committee, effectively serving the Party Congresses at all levels for the 2025-2030 term; the Ha Nam Provincial Public Security Party Committee will continue to promote the achieved results and focus on the following issues:

Firstly, building a team of inspectors at all levels with sufficient qualities, capacity and prestige to meet the requirements of the task; building and perfecting the Inspection Committee, organizing the apparatus of the Inspection Committee of the Provincial Police Party Committee to be strong, streamlined, effective and efficient, ensuring quantity, quality and structure; proactively planning members of the Inspection Committee of the Party Committee for each Party Congress term to ensure succession and development; creating favorable conditions for inspectors and supervisors to be trained, coached and fostered as required to improve their qualifications and working capacity.

Second, improve the quality of training and fostering. Select and focus on developing training content that focuses on skills in examining and verifying violations in sensitive areas that are prone to violations and negativity such as investigation, construction, finance, personnel work, etc.; skills in applying documents to each specific situation and case. Apply information technology in the work of disseminating, fostering, and training professional skills, raising awareness of inspection, supervision and enforcement of party discipline.

Third, training, fostering, and creating a source of inspection staff according to Conclusion No. 23-KL/TW, dated December 10, 2021 of the Secretariat. In particular, focusing on training a team of officials of the Inspection Commission in the direction of being capable in researching and compiling lectures, and being able to apply and resolve difficulties and problems in the process of performing inspection and supervision work of assigned party organizations. In particular, effectively performing inspection and supervision work to serve Party Congresses at all levels and deploying new documents for the 2025-2030 term.
