Coming to the Vinh Phuc Provincial Military Command for a working day in early June, what impressed us was not only the tall, spacious and majestic buildings along with the clean and beautiful internal traffic system, the national flag, the Party flag, the red flag flying in the sun and many rows of shady trees along the road, but more than that, the working atmosphere of the departments and agencies was very urgent and serious; the way of addressing and greeting the officers and employees of the unit was very in accordance with the regulations.

Receiving us at the recently completed Provincial Armed Forces Traditional House, Colonel Hoang Nam Chung, Standing Deputy Secretary of the Party Committee - Political Commissar of the Provincial Military Command, said: "With the attention of local Party committees and authorities, on the occasion of the 73rd anniversary of the founding of the Provincial Armed Forces (June 13, 1950/June 13, 2023), the unit has just completed the construction of the Traditional House and a number of works and barracks have also been put into operation and use. The Traditional House will display memorabilia, achievements, and portraits of leaders of the Provincial Military Command through the periods as a basis for long-term traditional education for local troops, subjects participating in national defense and security education, reserve mobilization, and militia and self-defense forces".

According to Colonel Hoang Nam Chung, the coordination and effective advice in building a national defense foundation associated with the people's security posture and building a solid defense zone is one of the key and continuous tasks of the Party Committee and Military Command of Vinh Phuc province. Implementing the viewpoint of "unanimity from top to bottom, continuity across the board", ensuring the direct and comprehensive leadership of the Party Committee and the administration of authorities at all levels over the armed forces. All tasks are approved by the Party Committee to issue directives, notices and leadership resolutions.

The Standing Deputy Secretary of the Party Committee - Political Commissar of the Vinh Phuc Provincial Military Command also said that from 2021 to now, although the province's economic development conditions have encountered difficulties due to the impact of the pandemic, the Provincial Party Committee - People's Council - People's Committee of the province still pay special attention to the armed forces. Accordingly, the Vinh Phuc Provincial People's Council issued Resolution No. 02/2022-HDND, dated July 20, 2022 on "Regulations on monthly allowances for Village Team Leaders, allowances for working days of militiamen when mobilized for duty, and increased allowances for working days in case the term of service to participate in the Militia and Self-Defense Forces in Vinh Phuc province is extended".

Accordingly, the allowance for the team of village team leaders is 1,340,000 VND/person/month; the allowance for working days for local militia, mobile militia, air defense militia, artillery, reconnaissance, information, engineering, chemical defense, and medical forces when mobilized for duty is 250,000 VND/day/person. And according to Decree 72/2020 of the Government, the support is 65,000 VND/person/day, so each working day participating in training or performing other tasks, each militia officer and soldier is supported with a total of 315,0000 VND/day/person, the highest level in Military Region 2 at present. In case the term of performing the obligation to participate in the militia and self-defense force is extended according to the decision of the competent authority, the additional allowance is 60,000 VND/day/person.

What is difficult is not possible with soldiers

Over the past 3 years, there have been many difficult and dangerous tasks, but when assigned, regardless of day or night, rain or shine, officers and soldiers of Vinh Phuc Provincial Armed Forces have completed them well and excellently, and have been recognized and highly appreciated by the Party Committee, local authorities and people. The Covid-19 pandemic and the widespread flooding in the rainy season of 2022 were like a "test" for the Provincial Armed Forces. Son Loi Commune, Binh Xuyen District was the first place to detect the Covid-19 pandemic, becoming the epidemic hotspot of the whole country at that time. Production and business activities were disrupted, and people's travel was restricted.

But with determination, determination, and a high sense of responsibility towards the local Party Committee and government, officers and soldiers of the Provincial Military Command have coordinated to minimize the damage caused by the epidemic, soon bringing people's lives back to normal.

In late May 2022, Vinh Phuc province experienced prolonged heavy rains, causing some communes, wards and traffic routes to be deeply flooded. In the area of ​​the Provincial General Hospital, in Dong Tam Ward (Vinh Yen City), the water level rose higher and higher, with the risk of flooding affecting patients and many other medical equipment. The hospital's Board of Directors reported to the Provincial People's Committee leaders, and that same night, the Provincial Military Command mobilized 120 comrades along with a number of boats, rafts and buoys to help the hospital move people and supplies to a safe place. Just counting all the medical records, books, and papers of all kinds, it was estimated to be about 50 tons. Officers and soldiers waded in water up to their waists to help the hospital move patients, documents, supplies and medicines from 8:00 p.m. to nearly 7:00 a.m. the next morning to complete.

Talking to us, Colonel Nguyen Van Xuan, member of the Provincial Party Committee Standing Committee, Commander of the Vinh Phuc Provincial Military Command said: “To effectively advise the local Party committees and authorities, officers and soldiers of the provincial armed forces must always grasp and forecast the situation, promptly advise and propose solutions, and not be passive or surprised in any situation. Each officer and soldier must have a clear mindset, put the task of protecting the Party, the government and the people first and foremost, especially during natural disasters and epidemics. Therefore, no matter how difficult or arduous the task is, we are always ready.”
