On March 15, General Secretary To Lam chaired a meeting of the 14th Party Congress Document Subcommittee, giving comments on the draft Political Report prepared by the Editorial Team based on the opinions of the 10th Central Conference and the General Secretary's instructions at meetings with the Standing Committees of the 14th Party Congress Subcommittees, to be submitted to the Politburo and the Party Central Committee at the 11th Central Conference.
Political Report must be a torch to light the way
Mr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Standing member of the Subcommittee, Head of the Document Editing Team - presented the Subcommittee's Report on the 14th National Party Congress Documents on receiving and completing the draft Political Report to be submitted to the 14th National Party Congress and some key tasks for the 11th Central Conference, 13th tenure.
Concluding the meeting, General Secretary To Lam assessed that the draft Political Report this time has been significantly shortened, demonstrating the viewpoint of building a concise, easy-to-understand, easy-to-implement, easy-to-implement document; serving as a model for building draft political reports of Party organizations.
The General Secretary proposed to continue reviewing, editing and perfecting the Political Report in the direction of ensuring action, documentation and feasibility. The General Secretary requested to ensure balance and harmony between chapters, sections and sections and to "value each sentence and each word" so that the Political Report can truly be a "stele", a torch illuminating the path for the country's development in the coming period.

Regarding the economy, the General Secretary requested to continue studying and clarifying the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development. In particular, correctly identifying the role of economic sectors, emphasizing the role of the private economy as the most important driving force for GDP growth, increasing labor productivity, creating jobs, etc.

The General Secretary noted that early preparation of infrastructure and human resources for the double-digit growth target in the coming period is also very important. It is necessary to innovate more strongly in human resource development, especially education and training; refer to and learn from the experiences of countries with advanced education systems to build a modern national education system. "The potential of Vietnamese people is not inferior to any other nation in the world, so it is necessary to maximize that potential so that the country can develop..." - the General Secretary emphasized.
In addition, the General Secretary requested a deeper study and assessment of the results of the implementation of the policy of streamlining the political system apparatus; rearranging and reorganizing administrative units at all levels. This is not simply a matter of adjusting administrative boundaries but also a matter of adjusting economic space; assigning, decentralizing, allocating and combining economic resources...
Balance economic and cultural development
Regarding science and technology, the General Secretary stated that Resolution 57 of the Politburo dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation has clearly mentioned that science, technology and digital transformation must be identified as "the main driving force for rapidly developing modern productive forces, perfecting production relations, innovating national governance methods, developing the socio-economy, preventing the risk of falling behind, and bringing the country to breakthrough development and prosperity in the new era".
The General Secretary also requested that in the draft Political Report, the content on science and technology development and digital transformation must be reviewed and deepened, reflected throughout all areas of social life, from national governance to economic development, ensuring national defense and security and solving social problems.
The General Secretary proposed continuing to review the contents to ensure balance between economic development and culture and society, with the ultimate goal of improving and increasingly meeting the material and spiritual life of the people, clearly demonstrating the superiority of socialism.
In addition, it is necessary to continue analyzing, forecasting, and supplementing new developments in the world and regional situations that affect Vietnam; updating achievements in defense, security, and foreign affairs and identifying viewpoints, orientations, policies, and solutions for the coming period; more clearly demonstrating proactiveness in international integration; Vietnam's positive contributions to common issues of the world and region...
"Our party is ethical and civilized"
Regarding the content of Party building in the Political Report, the General Secretary emphasized the need to supplement and perfect the viewpoints and policies on Party building in the coming period. Accordingly, the Party must always be in the vanguard, the helmsman, leading the Vietnamese revolutionary ship to the goals of wealth and prosperity.
Continue to research to supplement the content to implement Uncle Ho's words "Our Party is ethical and civilized". The Party must constantly improve itself; purify itself; and enhance its mettle and intelligence to meet the very high requirements of the revolutionary cause in the coming period.
