On the morning of September 16, in Vinh city, the Central Party Secretariat held a conference to disseminate and implement Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. The conference was held in person and online.
Comrade Truong Thi Mai - Politburo member, Permanent member of the Secretariat, Head of the Party Central Committee's Organization Commission and comrades: Tran Tuan Anh - Politburo member, Head of the Party Central Committee's Economic Commission; Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda and Education Commission; Le Minh Khai - Secretary of the Party Central Committee, Deputy Prime Minister; Le Minh Hung - Secretary of the Party Central Committee, Head of the Party Central Committee's Office; Nguyen Khac Dinh - Member of the Party Central Committee, Vice Chairman of the National Assembly; Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province co-chaired the conference.
Also attending were comrades of the Party Central Committee: Lieutenant General Le Tan Toi - Chairman of the National Defense and Security Committee of the National Assembly; Nguyen Chi Dung - Minister of Planning and Investment; Nguyen Van Hung - Minister of Culture, Sports and Tourism; Hoang Dang Quang - Deputy Head of the Central Organization Committee; Lieutenant General Nguyen Doan Anh - Member of the Central Military Commission, Deputy Chief of the General Staff of the Vietnam People's Army; Do Trong Hung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Thanh Hoa province; Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of the province, Head of the National Assembly Delegation of Ha Tinh province and comrade Nguyen Long Hai - Alternate member of the Party Central Committee, Secretary of the Party Committee of the Central Enterprises Bloc. The comrades represented the leaders of the Central Party Committees, the Central Party Office, ministries, branches, central agencies; leaders of Military Region IV; leaders of provinces and cities in the North Central and Central Coast regions; the Socio-Economic Advisory Group of Nghe An province.
The leaders of Nghe An province include comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, key leaders of provincial departments, agencies and branches and districts, cities and towns.
Along with 700 delegates at the main bridge, the conference was connected online to 655 bridges; of which, there were 30 bridges at the district level, directly under the Party Committee and 625 bridges at the commune level, directly under the Party Committee at the grassroots level in the whole province. The total number of cadres, civil servants, public employees, workers and people expected to participate is about 42,000 people/655 bridges.
In Resolution No. 39-NQ/TW, the Politburo assigned the National Assembly Party Delegation to review and promulgate a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in the Resolution of the Politburo.
The National Assembly Party Delegation recognizes that the development of the Action Program to implement Resolution No. 39-NQ/TW of the Politburo needs to clearly define specific tasks and solutions, closely, synchronously and effectively link with the implementation of the Resolution of the 13th National Party Congress, the resolutions, conclusions and directions of the Politburo and the Secretariat, including Resolution No. 26-NQ/TW and other directly related Party documents; The Action Program of Nghe An province must also be linked with the implementation of the Resolution of the Provincial Party Congress; at the same time, the Action Program of the Resolution of the Politburo can also be adjusted and supplemented during the implementation process.
The Vice Chairman of the National Assembly said that through monitoring and review, the draft Action Program of the Government to implement Resolution No. 39-NQ/TW has 18 tasks and projects; of which, 2 tasks are under the authority of the National Assembly and the National Assembly Standing Committee.
That is, the Government will submit to the National Assembly Standing Committee the Project to expand the administrative boundaries of Vinh city, expected in 2024; the Project to supplement a number of specific mechanisms and policies for the development of Nghe An province is expected to be submitted to the National Assembly in the third quarter of 2024, for consideration and approval at the end of 2024 session.
Accordingly, in November 2021, the National Assembly issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province. After nearly 2 years of implementation, Resolution No. 36 is being actively coordinated by localities and ministries and branches and has achieved initial results.
Now, according to Resolution No. 39-NQ/TW, the Politburo assigns the Party Delegation of the National Assembly to lead the review and promulgate a number of additional specific mechanisms and policies to both continue implementing Resolution No. 36/2021/QH15 of the National Assembly and carry out the goals, tasks and solutions in the Resolution of the Politburo.
According to the Vice Chairman of the National Assembly, in addition to the specific mechanisms and policies in the fields of financial management, State budget, decentralization of State management in the fields of land, planning, and forestry stipulated in Resolution No. 36, it is necessary to supplement and institutionalize the mechanisms and policies that Resolution No. 39-NQ/TW of the Politburo has proposed in areas such as: mechanisms and policies for the development of science, technology, innovation, and creativity; specific mechanisms and policies to develop Vinh city into the center of the North Central region in terms of economy, culture, and society; mechanisms and policies to attract high-quality human resources, especially scientists and businessmen to work, do business, and invest in Nghe An.
“The mechanisms and policies that need to be institutionalized in the National Assembly Resolution must be very specifically defined, based on the results of the preliminary review of the implementation of Resolution No. 36 of the National Assembly and the policies that have been allowed by the National Assembly to be piloted in a number of other provinces and cities so that they can be applied to Nghe An,” the Vice Chairman of the National Assembly emphasized, adding that new mechanisms and policies need to be consistent with a new vision, breakthrough thinking, and consistent with the current conditions and actual situation of Nghe An and in the coming years.
On that basis, comrade Nguyen Khac Dinh suggested that the Party Committee and the government of Nghe An province urgently and proactively organize research, propose, and closely coordinate with ministries and central agencies, especially the Ministry of Planning and Investment, to help develop resolutions, projects, reports, and draft documents for the Government to consider and submit to the National Assembly, and strive to implement them as quickly and effectively as possible.
The National Assembly Party Delegation will closely coordinate with the Party Committee and government of Nghe An province, with ministries and the Government Party Committee during the preparation process, in the spirit of preparing "early, from afar" to build quality documents, creating high consensus when the National Assembly passes them.
“The National Assembly Party Delegation can arrange a meeting in advance with the Standing Committee of Nghe An Provincial Party Committee to give comments on the draft resolution and documents,” the Vice Chairman of the National Assembly said, and at the same time, suggested that the locality and the Government strive to submit it to the National Assembly for consideration at the 7th Session in May 2024, instead of at the National Assembly's session at the end of 2024.
Regarding the plan to build a Resolution, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested: In addition to amending and supplementing Resolution No. 36 of the National Assembly, we should also study the plan to build a separate resolution of the National Assembly to supplement specific mechanisms and policies for Nghe An province to institutionalize Resolution No. 39-NQ/TW of the Politburo.
Regarding the drafting of a resolution to adjust the administrative boundaries of Vinh City for the National Assembly Standing Committee to issue, the Vice Chairman of the National Assembly requested the Party Committee and authorities of Nghe An province to urgently coordinate closely with the Ministry of Home Affairs, the Ministry of Construction and relevant agencies to study and report to the Government to submit to the National Assembly Standing Committee for promulgation.
The National Assembly Party Delegation assigned the National Assembly's Law Committee to coordinate with Nghe An and ministries in the process of researching, preparing documents and organizing appraisals, ensuring timely submission to the National Assembly Standing Committee for consideration and decision in the first 6 months of 2024.
During the implementation process, he suggested that Nghe An should closely coordinate in accordance with the spirit of the resolutions and conclusions of the Politburo, the National Assembly, and the Government on the arrangement of administrative units at district and commune levels in the 2023-2025 period.
Building and developing Nghe An province to become a fairly developed province as desired by beloved Uncle Ho is the responsibility of the whole country and first of all, the honor and responsibility of the Party Committee, Government and People of Nghe An province; at the same time, it is also the responsibility of the National Assembly. We propose that Nghe An province be more proactive in seeking support from central ministries, departments and branches, and other provinces and cities in and outside the region; at the same time, we propose that the Government, central ministries, departments and branches, localities in the region and the whole country continue to pay attention and coordinate closely with Nghe An; seize favorable opportunities, overcome difficulties and challenges, promptly put the Resolution of the Politburo into practice, create new momentum, promote rapid, sustainable and comprehensive development of Nghe An province, contribute to promoting the common development of the North Central region, the Central Coast and the whole country.
