The leaders of Nghe An province include comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and comrades of the Provincial Party Committee Standing Committee; leaders of the Provincial National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee and departments, agencies and branches.
PROPOSAL OF 17 POLICIES IN 5 FIELDS
In Resolution No. 39-NQ/TW dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045, the Politburo pointed out one of the tasks and solutions as: "Building specific mechanisms and policies to maximize potential and strengths, building and developing Nghe An province comprehensively, with focus and key points, in accordance with the socio-economic development strategy of the whole country, national planning and planning of the North Central region and Central Coast"; at the same time "having outstanding mechanisms and policies to develop Vinh city into the economic and cultural center of the entire North Central region".
The Politburo assigned the Government Party Committee to lead and direct the development of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly for promulgation; assigned the National Assembly Party Delegation to lead the review and promulgation of a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in Resolution No. 39-NQ/TW of the Politburo.
At the meeting, the Standing Committee of Nghe An Provincial Party Committee reported on a number of contents on the preparation of documents to propose the drafting of a National Assembly Resolution on piloting the addition of a number of specific mechanisms and policies for the province's development.
Accordingly, immediately after Resolution No. 39-NQ/TW of the Politburo and the Government's Action Program were issued, the province established a Working Group headed by the Provincial Party Secretary, focusing on developing and submitting to the Ministry of Planning and Investment a pilot project to supplement a number of specific mechanisms and policies for the development of Nghe An province.
The Ministry of Planning and Investment has established a Drafting Committee and an Editorial Team to develop a National Assembly Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; chaired two meetings for ministries and branches to listen and give opinions, and together with Nghe An province to absorb and complete.
On March 22, 2024, the Ministry of Justice issued an Appraisal Report on the proposal to draft a Resolution; accordingly, it concluded that the proposal to draft a Resolution is basically eligible to be submitted to the Government for consideration after fully receiving and completing the appraisal opinions.
Based on the appraisal opinion of the Ministry of Justice, Nghe An province has reviewed and completed the dossier proposing to develop a Resolution to submit to the Ministry of Planning and Investment; currently the Ministry of Planning and Investment has completed the dossier proposing to develop a Resolution to submit to the Government.
Accordingly, Nghe An province proposed 17 policies in 5 groups of fields including: State financial and budget management; urban, natural resources and environment management; investment management; marine economic development; organizational structure and staffing.
These policies are proposed based on the viewpoint and principles of ensuring compliance with the provisions of the Constitution; closely following the goals and development orientations of Nghe An province according to Resolution No. 39-NQ/TW of the Politburo.
At the same time, it is proposed to supplement a number of specific mechanisms and policies for the development of Nghe An province under the decision-making authority of the National Assembly, which are different from current legal provisions or have not been specifically regulated; focusing on policies to supplement resources and enhance decentralization; helping to remove obstacles from local practices and create new breakthroughs for the development of Nghe An province.
POLICY NEEDS TO BE EASY TO IMPLEMENT AND FEASIBLE
At the meeting, comrades in the National Assembly Party Delegation and leaders of several ministries and branches raised opinions, discussed and evaluated the mechanisms and policies proposed by Nghe An province; at the same time, suggested more specific policies that demonstrate more breakthroughs based on the characteristics, potentials and unique characteristics of Nghe An in order to maximize the strengths of building and developing the province comprehensively, with focus and key points.
Thereby, when submitted to the National Assembly for consideration and approval, it will create a new momentum, worthy of the role and position as the center of the North Central region in the spirit of Resolution No. 39 of the Politburo.

Concluding the meeting, Secretary of the National Assembly Party Delegation and Chairman of the National Assembly Vuong Dinh Hue emphasized the goals of Resolution No. 39 for Nghe An province and Vinh city.
Through discussion, Secretary of the National Assembly Party Delegation and Chairman of the National Assembly Vuong Dinh Hue agreed to submit to the National Assembly a new Resolution in parallel with Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, which was issued at the 2nd Session of the 15th National Assembly.

Regarding the implementation progress, Comrade Vuong Dinh Hue requested relevant Committees of the National Assembly and the Government to study and consider submitting to the National Assembly Standing Committee a supplementary Resolution on a number of specific mechanisms and policies for the development of Nghe An province to implement Resolution No. 39 of the Politburo in the National Assembly's Law-making Program. The goal is to submit the resolution to the 7th Session of the 15th National Assembly in May 2024.

Comrade Vuong Dinh Hue requested the Ministry of Planning and Investment to preside over and study and absorb the opinions of the National Assembly Party Delegation, ministries and branches to study, amend, supplement and complete the dossier and draft Resolution.
The spirit is that the proposed policies have been applied to other localities, so it is basically agreed to apply to Nghe An province, but it is necessary to further argue the necessity.

Regarding the proposed new policies, National Assembly Chairman Vuong Dinh Hue pointed out that in general, they are basically in agreement, but need to be reviewed. If they coincide with the policies that the laws of the National Assembly have issued and will take effect in the near future, and the policies that will be included in the direction of amending and supplementing the Government's decrees, they should be summarized and not necessarily included.

Regarding the policies proposed at the meeting, comrade Vuong Dinh Hue suggested accepting opinions and further studying some policies to perfect them in a way that ensures ease of implementation and feasibility.

To ensure the procedures are in accordance with regulations and submitted to the 7th Session, Secretary of the National Assembly Party Delegation and Chairman of the National Assembly Vuong Dinh Hue requested the National Assembly's Finance and Budget Committee to coordinate with the Ministry of Planning and Investment to participate in the preparation process. "We propose to promote the spirit of the whole country's common responsibility for Nghe An," Mr. Vuong Dinh Hue emphasized.

Speaking at the meeting, on behalf of the leaders of Nghe An province, Secretary of the Provincial Party Committee Thai Thanh Quy affirmed that, based on the instructions and suggestions of the Party Secretary, Chairman of the National Assembly and members of the Party Committee, Nghe An province will coordinate with the Ministry of Planning and Investment and other sectors to soon complete the draft report to the Government to submit to the National Assembly on schedule, ensuring requirements and quality.
