Ninh Binh City Party Committee Promotes Results After Half Term of Implementing Congress Resolution

Strong focus on the base

Immediately after the success of the 20th Congress of the Ninh Binh City Party Committee, term 2020-2025, the City Party Committee promptly concretized the Congress Resolution into 5 working programs to focus on comprehensive, in-depth, and specific leadership and direction with appropriate solutions and roadmaps, promoting the responsibility of leaders in performing tasks and focusing strongly on the grassroots.

With the motto of focusing on the grassroots, the City Party Committee has thoroughly grasped and strictly implemented the assignment of City Party Committee members, leaders of Party Building Committees, the City Party Committee Office, the Fatherland Front and socio-political organizations of the city to attend quarterly meetings with village Party cells and residential groups under the Party Committees of wards and communes to monitor and guide the Party cells in organizing activities. The assignment of comrades of higher-level Party Committees to attend periodic meetings with Party cells under the Party Committees of communes and wards has brought about positive results: City-level cadres are closer to the grassroots, grasp the situation, promptly resolve concerns and questions of Party members at the grassroots or report to competent authorities for handling and resolution. Thanks to that, the quality of activities of residential area Party cells has been gradually improved, affirming the role of the core leadership in the locality.

The highlight in the innovation of leadership methods is that the City Party Committee has attached importance to and promoted the role and responsibility of the leader in Party building work. The City Party Committee has directed Party cells and Party committees to strictly promote the study and following of Ho Chi Minh's ideology, morality and style in conjunction with implementing the annual working theme of the Provincial Party Committee and the City Party Committee. The Standing Committee of the City Party Committee has focused on leading and directing the implementation of the annual working theme of the Provincial Party Committee and the City Party Committee in close adherence to the Resolution of the Party Congress. Leading the implementation of socio-economic targets, issuing directive notices, assigning specific tasks to each agency and unit in charge for implementation. Directing the monitoring and inspection of the implementation of the instructions of the Standing Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee. Promptly and strictly handling cases of cadres, civil servants and public employees who lack responsibility in performing their tasks and implementing the instructions of the Standing Committee and the Standing Committee of the City Party Committee.

Since the beginning of the term, the Standing Committee of the City Party Committee and the leaders of the City People's Committee have issued the first written criticism to 20 officials in charge of departments, offices, communes and wards and criticized 18 collectives for their lack of responsibility in performing their duties and the instructions of the Standing Committee and the Standing Committee of the City Party Committee. Along with that, the City Party Committee has directed to improve the quality of inspection and supervision work, in which the coordination between the Party's inspection work and the State's inspection work, the supervision of the Vietnam Fatherland Front and socio-political organizations is emphasized to promote the combined strength of the entire political system in receiving and handling complaints and denunciations according to regulations, not allowing them to be left behind.

The Ninh Binh City Party Committee has focused on leading and directing all levels and sectors to strictly implement Decision No. 1248-QD/TU dated April 15, 2014 of the Provincial Party Committee Standing Committee promulgating regulations on leaders at all levels conducting direct dialogue with the people. Accordingly, since the beginning of the term, leaders at all levels in the city have organized 154 dialogues, of which the Standing Committee of the City Party Committee organized 3 dialogue conferences, the Vietnam Fatherland Front and socio-political organizations of the city organized 12 dialogue conferences, the Party Committees of wards and communes, socio-political organizations of wards and communes organized 140 dialogue conferences. Through the dialogue conferences, difficulties and obstacles at the grassroots level have been focused on for leadership and direction to resolve, creating consensus among cadres, party members and people; Grassroots democracy continues to be respected, people's mastery is increasingly promoted, arousing potential, creativity and solidarity among all classes of people, becoming an important driving force for the city to successfully complete the goals and tasks set forth in the Resolutions of Party Congresses at all levels.

Strong shift in economic development, urban construction

Focusing on the grassroots level and paying attention to removing difficulties and obstacles right from the grassroots level, Ninh Binh city has been creating consensus among the people and making breakthroughs in economic development.

With the advantage of being the political, economic and social center of the province, the city has taken advantage of the province's support and maximized resources to invest in and upgrade urban technical infrastructure, pay attention to building infrastructure works for economic development, and improve people's lives. In particular, focusing on investing in infrastructure of 3 communes meeting new rural standards and advanced new rural standards, exemplary; investment projects in traffic infrastructure, water supply and drainage, urban beautification, environmental pollution treatment, etc.

Since the beginning of the term, the city has approved investment policies for 118 projects, with a total investment of VND 3,124 billion; focusing on renovating and embellishing a number of main roads, a number of projects to create urban highlights and paying attention to investing in the construction, renovation and repair of educational facilities and other public welfare facilities. At the same time, promoting the provision of urban services, applying information technology in urban management; lighting systems and lighting decoration; renovating points, intersections, signs, signposts, and median strips. Investing in the construction of public green parks (the investment plan for the construction of the landscape on both banks of the Van River (from Lim Bridge to Day River); Dinh Tien Hoang De Square; Ngoc My Nhan Mountain Green Park); investing in a number of key projects on the construction of schools and medical stations such as: Nam Thanh Primary and Secondary School; Nam Binh Kindergarten; Bich Dao Kindergarten; Ninh Phuc Commune Health Station... Building, renovating and upgrading people's cemeteries in the city... The invested construction works have been and are creating highlights in the city's urban development.

In economic development, the city has proactively and actively called for and created a favorable environment for enterprises, private economic sectors, and households to invest, develop production, business, create jobs, and increase income for workers. Focus on maintaining, developing, and preserving traditional carpentry villages; calling for investment in the area such as: Phuc Son Industrial Park, Cau Yen Industrial Cluster. Focus on leading and directing the development of agricultural production in the direction of advantages of each ecological region, circular agriculture, safety, advanced production, focusing on developing specialty products, endemic products, OCOP products according to the value chain, suitable for the city area; strengthen solutions for budget collection...

Thanks to the synchronous implementation of solutions, the city's economy continues to develop strongly. Notably, trade and service activities have developed; especially hotel and tourism business activities have recovered and developed strongly after the COVID-19 epidemic was controlled; industry and handicrafts have developed. In 2022, the total retail sales of consumer goods and services reached VND 110,088 billion, an increase of 37.1% compared to 2021 and an increase of 66.9% compared to the first year of implementing the Resolution (2020); the total value of industrial and handicraft production reached VND 28,562 billion, an increase of 23.5% compared to 2021. The average annual growth rate of revenue of production and business establishments reached 17.6%. Average income per capita in 2022 will reach 66.3 million VND/year, an increase of 2% compared to 2020. Total budget revenue in the area in 2022 will reach 1,682 billion VND, an increase of 1.4% compared to 2020 and exceeding 97% of the Congress target. Many highly effective agricultural production models have been replicated, such as: high-quality organic rice growing model in Ninh Son ward; biosafety snail, crab and chicken farming model in Ninh Nhat commune; flower growing model for tourism in Ninh Tien commune...

People's lives are increasingly improved and enhanced. In 2022, the total number of poor households in the city decreased to 289 households, with 3/14 wards and communes having no more poor households.

The results achieved after more than two years of implementing the Resolution of the 20th City Party Congress have created an important premise for the city to continue exploiting its potential and strengths, making breakthroughs, and soon realizing the goal of building Ninh Binh city according to the criteria of a type I urban area.
