PetroVietnam Party Committee promotes internal strength and solidarity to successfully complete the Group's development goals.

In the first 10 months of 2023, the Party Committee/leadership of PetroVietnam Group issued many important documents to lead and direct the tasks of 2023. Focusing on assigning key tasks to member units, thereby helping the units build production and business plans and achieve many outstanding achievements compared to 2022.

On November 16 in Hanoi , the Party Committee of the Vietnam National Oil and Gas Group held the 14th Executive Committee Meeting, term III, term 2020-2025 to evaluate the results of Party work, production and business activities in 10 months, deploy tasks for the last months of 2023 and decide on many important issues and contents for the development of the Group.

Attending the Conference were representatives of the Central Economic Committee, the Central Inspection Committee , and the Central Business Bloc Party Committee.

The Conference was chaired by Comrade Hoang Quoc Vuong - Party Committee Secretary, Chairman of the Board of Directors; Comrade Le Manh Hung - Deputy Party Committee Secretary, General Director; Comrade Pham Xuan Canh - Standing Deputy Party Committee Secretary, Member of the Board of Directors; along with comrades of the Party Executive Committee, Inspection Committee members, and representatives of the leaders of the Party Committee's Departments/Offices.

Speaking at the opening of the conference, Comrade Hoang Quoc Vuong - Party Secretary, Chairman of the Board of Directors of Petrovietnam emphasized that the 14th Conference of the Party Executive Committee of the Group, in addition to evaluating the results of implementing Party work, production and business tasks for 10 months, and plans for the last months of 2023, also has other important contents such as giving opinions on 2 important draft resolutions of the Executive Committee.

These are the draft Resolution on strengthening leadership in implementing the Project to restructure the Vietnam Oil and Gas Group (PetroVietnam) until the end of 2025 and the Resolution on leadership in implementing the Block B project chain - a key State project on oil and gas.

Previously, on November 15, the Standing Committee of the Party Committee of the Group seriously discussed and contributed opinions to the drafting of these two resolutions to submit to the Executive Committee for consideration and promulgation.

Given the importance of the conference, Comrade Hoang Quoc Vuong - Party Secretary, Chairman of the Board of Directors requested that the members of the Executive Committee promote a high sense of responsibility, seriously discuss and contribute opinions to the contents to issue resolutions to implement tasks in the coming time, in accordance with the set progress, requirements and quality.

In October and 10 months of 2023, the entire Group has performed well in governance, proactively followed market developments, implemented synchronous, timely and effective solutions, minimized negative impacts to maintain stable production, business and investment activities, and made significant contributions to the country's socio-economic development. The Group has completed the financial targets assigned by the Government in 2023. By the end of November 15, 2023, the Group had fully completed the financial targets 1.5-5 months ahead of the 2023 plan assigned by the Government and the Group's Board of Directors.

At the conference, delegates focused on discussing and contributing to the content of the reports and draft resolutions presented at the conference. All opinions agreed that these are important contents, decisive for the implementation of the Group's development strategy in the future.

In particular, regarding the draft Resolution on implementing the restructuring project, delegates said that it is necessary to review and evaluate the level and progress of restructuring implementation at each unit, thereby developing specific plans and roadmaps to promote the strength of the entire political system in the Group, develop implementation solutions and strive to complete the general goal of "building and developing the Vietnam Oil and Gas Group into a leading energy industry group in the country and region, in line with new development trends, the fourth industrial revolution, green transformation, digital transformation, new energy transformation..." and the goals, tasks, and related contents assigned by the Prime Minister.

Regarding the draft Resolution on the implementation of the Block B project chain, this is a very important project chain, playing a strategic role in providing energy sources for socio-economic development in the Southwestern region, while bringing in large and stable revenue for the Government and Vietnamese investors. Therefore, the issuance of the Resolution will focus on leadership and direction to overcome all difficulties, to implement this key State oil and gas project chain, ensuring synchronization in progress between stages, component projects as well as economic efficiency of the project chain. In particular, efforts will be made to implement solutions to have the first gas flow of the project as soon as possible.

Speaking at the conference, Comrade Le Manh Hung - Deputy Secretary of the Party Committee, General Director of the Group acknowledged the efforts and smooth coordination of the entire system of the units in implementing production and business activities in the first 10 months of 2023, achieving positive results in the context of general market difficulties. From now until the end of 2023, General Director Le Manh Hung requested the units to focus on directing production and business activities to ensure efficiency and safety, striving to achieve the highest targets and tasks in the Group's management plan.

Regarding the draft resolutions, the General Director believes that these are major issues and difficulties of the Group, so it is necessary to issue resolutions to lead and direct all levels of the Party Committee to organize and implement well that common goal. Regarding the Block B project chain, the General Director reiterated that this is a very important project in maintaining and creating growth momentum, expanding the Group's development space for sectors such as services, gas industry... in the general context of E&P facing difficulties.

Regarding the draft Resolution on restructuring, General Director Le Manh Hung said that from the restructuring project's objectives, the Group will gradually shift its business model from the traditional oil and gas pillar to the formation of an energy industry and the development of new energy, in order to reduce the impact of the energy transition trend. The General Director also noted that the implementation of the restructuring project must be consistent with the Group's development strategy.

Comrade Pham Xuan Canh - Standing Deputy Secretary of the Party Committee, Member of the Board of Directors said that after the Executive Committee unifies opinions and issues a resolution, it will develop and issue an action program of the Board of Directors.

On that basis, the General Director will assign the implementation of the tasks stated in the Resolution. Comrade Pham Xuan Canh emphasized that these are very challenging and difficult tasks that require the common determination of the entire Party Committee, promoting internal strength and solidarity to achieve the common goal. In addition, the Party Committee of the Group encourages and will protect Party members and cadres who are dynamic, creative, dare to think and dare to do, and propose timely solutions to effectively implement assigned political tasks.

Concluding the conference, Comrade Hoang Quoc Vuong - Party Secretary, Chairman of the Board of Directors of Petrovietnam acknowledged and highly appreciated the practical and responsible contributions of the Executive Committee members on the important contents of the conference.

Comrade Hoang Quoc Vuong emphasized that from now until the end of the year, from the Group to the units, everyone must focus, try and make efforts to complete the tasks of 2023. With the position of a leading economic group, PetroVietnam has the responsibility to share and shoulder the common difficulties with the Government in ensuring economic balance and energy security. The Party Secretary requested the members of the Executive Committee and the Party Secretaries of the subordinate Party Committees to promote the spirit of solidarity within the entire Party Committee, uphold the exemplary role, lead and direct the implementation of assigned tasks, contributing to building and developing a strong Party Committee of the Vietnam National Oil and Gas Group.
